“The program can’t start because dcc40.dll is missing from your computer.”

You may also see “dcc40.dll was not found,” “Cannot find dcc40.dll,” or “dcc40.dll error loading.” dcc40.dll is associated with the legacy Borland Delphi 4 development environment, not with Windows itself.

  • Delphi 4 or an old Delphi-built tool stopped starting: repair or reinstall Delphi 4 from its original matching media.
  • A separate application shows the error: reinstall that application first. It may have installed or depended on Delphi components.
  • The file disappeared after antivirus action: check quarantine and restore it only if the original installation is trusted.
  • The file exists but the error remains: the program may be searching the wrong folder, or another dependency may be missing.
  • Several unrelated Windows programs fail: check Windows components with DISM and SFC.
  • You were about to download the DLL or copy it to System32: do not do that. It is unlikely to repair the parent installation and can introduce a mismatched or unsafe file.

What dcc40.dll is and why the error appears

Historical Delphi 4 installation files placed dcc40.dll in a Delphi4Bin directory. Delphi 4 update documentation also identifies DCC40.DLL in connection with an IDE failure.

That makes this a legacy 32-bit development component, rather than a general Windows runtime. It is not a Visual C++ Redistributable file, DirectX component, .NET file, or normal Windows system DLL. It would normally be beside the Delphi IDE or the application that uses it, not in C:WindowsSystem32.

The exact message depends on the executable that is trying to load the file. “Not designed to run on Windows” can mean that the file is damaged, incompatible, or that one of its dependencies cannot load. It does not automatically mean Windows itself is defective.

Before changing anything, record:

  1. The complete error text.
  2. The name of the program in the title bar or message.
  3. The executable’s installation folder.
  4. Whether Delphi or the affected program was recently removed, updated, moved, or quarantined.
  5. Whether dcc40.dll is present in that program’s folder.

Fix 1: Repair or reinstall the parent program

This is the most likely solution.

If Delphi 4 is the program that fails

  1. Find your original Delphi 4 installation CD, backup, or trusted installer.
  2. Make sure it matches the installed edition and language.
  3. Close Delphi and any related tools.
  4. Open Settings with Windows + I.
  5. Select Apps, then Installed apps.
  6. Search for Delphi or Borland.
  7. If Modify, Change, or Repair is available, select it and follow the wizard.
  8. If no repair option exists, uninstall Delphi 4.
  9. Restart Windows.
  10. Install Delphi 4 again from the original media.
  11. Apply only the update pack intended for the same Delphi 4 edition. Do not mix Standard, Professional, and Client/Server packages.
  12. Restart Windows and launch Delphi again.

Older Delphi installers may not appear in the modern Installed apps list. In that case, open Control Panel, select Programs, choose Programs and Features, select the Delphi entry, and look for Change or Repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The installer may request the original license key or serial number. If you do not have the required media or license information, do not replace dcc40.dll with a random download. Locate the original software documentation, backup, or the organization that supplied the application.

If another application triggers the error

  1. Right-click the program’s shortcut and select Open file location.
  2. Note the executable name and folder.
  3. Open Settings > Apps > Installed apps.
  4. Select the affected application.
  5. Choose Advanced options if available.
  6. Select Repair, then test the program.
  7. If Repair is unavailable or fails, select Uninstall.
  8. Restart Windows.
  9. Reinstall the application using its original installer or the installer supplied by its developer.
  10. Start the program from its normal shortcut.

Do not assume that reinstalling a modern Delphi runtime will supply dcc40.dll. Modern Delphi versions do not automatically provide this legacy Delphi 4 file.

Fix 2: Check the file location and antivirus quarantine

A correct file in the wrong directory may still produce the same error because Windows searches application-related locations according to its DLL search rules.

Check the application folder

  1. Right-click the failing program’s shortcut.
  2. Select Properties.
  3. On the Shortcut tab, select Open File Location.
  4. Look for dcc40.dll in that folder or in the expected Delphi Bin directory.
  5. If the file is missing, repair or reinstall the parent program rather than copying a replacement into the folder.
  6. If the file is present, right-click it and select Properties.
  7. Check the General and Details tabs for a plausible location and file information.

Do not move the file between folders while testing. Do not place it in C:WindowsSystem32 or C:WindowsSysWOW64 by default. A 32-bit Delphi 4 program needs compatible 32-bit dependencies, but putting an arbitrary copy in a Windows folder can create version conflicts and security problems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check Microsoft Defender history

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Look for an entry involving the Delphi folder, the application, or dcc40.dll.
  5. Review the detected file’s path and action.
  6. Restore it only if it came from trusted original installation media and you are confident the detection is a false positive.
  7. If there is any doubt, remove the damaged installation and reinstall from clean, trusted media.

After restoring a quarantined file, add an exclusion only if your organization’s security policy permits it and the entire application is trusted. Reinstalling from clean media is safer than restoring an unexplained file.

Fix 3: Check for a missing dependency

If dcc40.dll is present but the program still will not start, the loader may be failing on another DLL.

  1. Confirm that the error names the same executable every time.
  2. Check whether the application folder contains recently deleted or renamed files.
  3. Review Windows Security > Virus & threat protection > Protection history.
  4. Open Event Viewer by pressing Windows + X, selecting Event Viewer, and expanding Windows Logs > Application.
  5. Look for an error at the time of the failed launch.
  6. Record the application name, faulting module, and exception information.
  7. Use those details when contacting the application vendor or system administrator.

A dependency-analysis utility can help an experienced technician diagnose the loader chain, but it does not repair the installation. Reinstalling the complete application is usually safer than replacing individual DLLs.

Fix 4: Repair Windows components only when Windows is also damaged

SFC and DISM do not normally recreate dcc40.dll, because it is not a protected Windows file. Use them when Windows has broader symptoms, such as several built-in applications failing, damaged system components, or repeated Windows servicing errors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Start and type Command Prompt.
  2. Right-click Command Prompt and select Run as administrator.
  3. Run:
DISM /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish.
  2. In the same administrator window, run:
sfc /scannow
  1. Restart Windows.
  2. Test the affected program again.

Microsoft’s recommended order is DISM first, followed by SFC. If both commands report that Windows is healthy but the Delphi application still fails, return to repairing or reinstalling the parent application.

Repeatedly hunting for damaged Windows components by hand can be time-consuming, especially when the real problem is an old application installation. Outbyte PC Repair can scan for issues and show what needs attention; its repair functions require the full version, and reinstalling the affected Delphi program remains the definitive fix for this DLL.

Fix 5: Do not register dcc40.dll with regsvr32

regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, commonly COM or ActiveX components.

A compiler or IDE support DLL is not automatically a registered COM component. Running this command is therefore not a routine fix:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
regsvr32 dcc40.dll

It may produce an error stating that the DllRegisterServer entry point was not found. Registration will not repair a missing dependency, restore a damaged file, correct a wrong search path, or install the correct Delphi edition.

Only register a DLL when the software vendor’s instructions specifically identify it as a COM or ActiveX component and provide the correct command.

Fix 6: Check drivers only when the error follows a system change

Drivers do not normally install dcc40.dll. Do not update drivers as the first response to this error. Consider driver troubleshooting only if the failure began after a hardware change, a graphics or storage problem, or widespread system instability.

  1. Press Windows + X.
  2. Select Device Manager.
  3. Expand categories related to the suspected hardware.
  4. Right-click a device and select Properties.
  5. Open the Driver tab.
  6. Check the provider, date, and version.
  7. Use Update Driver only with a driver from the hardware manufacturer or Windows Update.
  8. Restart Windows and test the application.

If several devices show warnings, manually identifying the correct driver versions can be difficult. Outbyte Driver Updater can scan and identify outdated drivers; the driver installation requires the full version, and it is not a substitute for reinstalling the application that owns or needs dcc40.dll.

Why random DLL downloads are unsafe

A website offering a file with the same name cannot prove that it matches your executable. An arbitrary replacement may have different exports, dependencies, architecture, or embedded malicious code. Catalogue listings may also show unverified version or size information.

The safe sources are:

  • The original Delphi 4 installation media.
  • A trusted backup of the same installation.
  • The original application’s installer.
  • The application developer or organization that supplied the program.

Do not use Windows Update, Visual C++ Redistributables, DirectX, or .NET as substitutes for the original Delphi installation unless the affected application’s own documentation specifically requires them.

If the repair still fails

Collect these details before attempting another replacement:

  • The complete error message.
  • The failing executable name.
  • The full path to that executable.
  • The path and properties of any existing dcc40.dll.
  • Antivirus quarantine history.
  • The Delphi edition, if known.
  • The Event Viewer application error.
  • Whether the program is 32-bit and whether it was moved from another computer.

If the program is an old business tool, contact the vendor or the person who created it. If the original media and license are unavailable, recovering those materials is the practical next step. A standalone DLL cannot reliably recreate the files, configuration, dependencies, and edition-specific components that the application expects.

FAQ

Is dcc40.dll a Windows system file?

No. It is associated with legacy Delphi 4 tooling and should not normally be installed in a Windows system directory.

Is dcc40.dll 32-bit or 64-bit?

It is associated with the legacy 32-bit Delphi 4 environment. A 64-bit replacement is not a solution for a 32-bit program.

Should I copy it to System32 or SysWOW64?

No. Keep the file with the Delphi installation or the application that supplied it. Repair the parent product instead.

Should I install Visual C++, DirectX, or .NET?

Not for this DLL by default. Those packages do not supply dcc40.dll. Install them only when the affected program specifically requires them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does regsvr32 fix the error?

Usually not. dcc40.dll is not automatically a COM or ActiveX server, and registration does not repair a missing or damaged installation.

What if the file exists but the program still fails?

Check the application folder, antivirus history, Event Viewer, and other dependencies. The complete application may need repair or reinstallation.

Can SFC restore dcc40.dll?

No. SFC repairs protected Windows files. It may help with broader Windows corruption, but it is not expected to recreate a Delphi-owned DLL.
