devshl.dll Won’t Load: Find the Parent App and Repair It

devshl.dll is the Microsoft Developer Studio Shell DLL associated with Microsoft Visual Studio or an older Visual Studio-era application. If Windows reports that devshl.dll is missing, not found, or could not be loaded, repair or reinstall the application that originally installed it rather than downloading a replacement DLL.

The file is not established as a standard Windows system component. It should not normally be copied into C:WindowsSystem32 or C:WindowsSysWOW64.

What devshl.dll is

Detail Known information
File devshl.dll
Description Microsoft (R) Developer Studio Shell
Publisher Microsoft Corporation
Associated product Microsoft (R) Visual Studio
Category Microsoft application component
Exact release Not established
Bitness, size and hash Not established
Normal installation path Depends on the parent product

The name may appear when starting an old development tool, utility, game editor, engineering program, or another application that included a Visual Studio or Developer Studio component. The error does not identify the exact Visual Studio release by itself.

Typical messages include:

  • “The program can’t start because devshl.dll is missing from your computer.”
  • “The code execution cannot proceed because devshl.dll was not found.”
  • “devshl.dll was not found.”
  • “devshl.dll – Bad Image.”
  • “The specified module could not be found.”
  • “The application was unable to start correctly.”

These messages can mean that the file is absent, that Windows found an incompatible copy, or that another dependency required by the DLL is missing.

First identify the application that needs the file

Do not begin by copying a DLL. First determine which program is failing.

  1. Note the name of the application in the error window.
  2. Check whether the failure occurs when launching a desktop shortcut, game launcher, installer, plug-in, or development tool.
  3. Open Settings with Windows + I.
  4. Select Apps and then Installed apps.
  5. Search for the program that fails.
  6. Select its three-dot menu and choose Advanced options, if available.
  7. Look for Repair, Reset, or an uninstall option.

If the error appears before the application name is obvious, check the shortcut:

  1. Right-click the shortcut.
  2. Select Properties.
  3. Read the path in Target and Start in.
  4. Use that path to identify the product or installation folder.

You can also search common program directories from PowerShell:

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Get-ChildItem -Path "$env:ProgramFiles","${env:ProgramFiles(x86)}" `
  -Filter devshl.dll -Recurse -ErrorAction SilentlyContinue

This may find another copy of the file, but finding a copy does not prove that it is the correct version. Do not replace the missing file with whichever result appears first.

From Command Prompt, you can check whether Windows can find a copy through its configured search path:

where devshl.dll

If where returns nothing, the file is not in the current search path. That does not prove that it is missing from the parent application’s private folder.

Fix 1: Repair the application that displays the error

This is the safest first repair when one program refuses to start.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Repair from Windows Settings

  1. Press Windows + I.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu beside it.
  6. Choose Advanced options.
  7. Select Repair.
  8. Restart Windows and try the application again.

The Repair option attempts to restore application files without removing the application’s data. If it is unavailable, use the application’s own launcher or installer.

Some launchers call this feature Verify files, Scan and repair, or Repair installation:

  1. Open the application’s official launcher.
  2. Open its library or installed-products list.
  3. Select the affected program.
  4. Open its settings menu.
  5. Choose Verify, Repair, or Verify files.
  6. Wait for the process to finish before launching the program.

A successful repair should allow the application to open without the devshl.dll message. If the error remains, continue with a complete reinstall from the application’s official installer.

Reinstall the parent application

Uninstalling and reinstalling is appropriate when:

  • The application was partially removed.
  • A failed update preceded the error.
  • The application’s repair process reports missing files.
  • The program is no longer listed correctly in Windows.
  • The installation folder was moved, cleaned, or restored from backup.

To reinstall:

  1. Back up the application’s projects, saves, templates, and configuration files.
  2. Open Settings > Apps > Installed apps.
  3. Select the affected program.
  4. Choose Uninstall.
  5. Restart Windows.
  6. Download the installer from the application’s official vendor or use the original trusted installation media.
  7. Install the same product generation when possible.
  8. Launch the program again.

Do not assume that installing a newer Visual Studio release will satisfy an older application. Side-by-side Visual Studio generations can use different files, paths, and dependencies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 2: Repair Visual Studio through Visual Studio Installer

If Visual Studio itself is the affected program, use Visual Studio Installer rather than copying devshl.dll.

  1. Open the Start menu.
  2. Search for Visual Studio Installer.
  3. Open it.
  4. Find the installed Visual Studio product.
  5. Select More.
  6. Choose Repair.
  7. Confirm the operation.
  8. Restart Windows when the repair finishes.

Microsoft documents this workflow in Repair Visual Studio.

If Visual Studio Installer does not list the installation, the installation may be too old, incomplete, or removed from the system. Check Microsoft’s Visual Studio Downloads page for an available installer, but do not assume that a current installer contains the exact legacy Developer Studio shell required by the failing program.

For abandoned software, the original installation media, vendor recovery package, or a backup made from the identical product build is safer than a random DLL download. Reinstalling the dependent application remains preferable to manually extracting one file.

Fix 3: Check antivirus quarantine

Security software can remove or quarantine an application DLL. This is possible after a scan, application update, cleanup operation, or restoration of an old program.

In Windows Security:

  1. Open the Start menu.
  2. Search for Windows Security.
  3. Open Virus & threat protection.
  4. Select Protection history.
  5. Review recent detections.
  6. Look for an entry referring to devshl.dll or the affected application.
  7. Check the detected file path and detection details.

Only restore the file if all of the following are true:

  • The file belongs to a known, trusted installation.
  • The path matches the affected application.
  • The application was obtained from a legitimate source.
  • A current security scan does not identify the installation as unsafe.

After restoring a trusted file, repair the parent application instead of relying on the restored copy. Do not disable antivirus protection merely to force a DLL into an application folder.

If protection history shows that the file was removed again, leave protection enabled and investigate the complete application installation. A repeated detection may indicate a compromised installer or modified executable rather than a simple missing-file problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 4: Check 32-bit and 64-bit compatibility

A file with the correct name can still be unusable if it belongs to the wrong product generation or architecture.

A 32-bit application generally needs a compatible 32-bit DLL in its own installation directory or another valid 32-bit search location. A 64-bit application needs a compatible 64-bit build. Windows does not make two files compatible merely because both are named devshl.dll.

To identify the failing executable’s architecture, use the application’s documentation or a trusted executable-inspection utility. You can also check the installation directory and product information in Apps > Installed apps. Avoid guessing based only on whether Windows itself is 32-bit or 64-bit.

The practical repair is:

  1. Identify the executable that fails.
  2. Identify the product and its release generation.
  3. Obtain the matching installer.
  4. Repair or reinstall the complete product.
  5. Do not copy a DLL from another Visual Studio installation.

A modern 64-bit Windows installation can run many 32-bit programs, so a 32-bit application error does not mean that the operating system is damaged. It usually means the application’s own files or dependencies need repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 5: Install only the runtime component the application actually requires

The latest Visual C++ Redistributable may be required by the affected application, but devshl.dll is associated with the Developer Studio shell and is not established as a Visual C++ runtime DLL.

Do not install every Visual C++ package as a general solution. Multiple Visual Studio and Visual C++ versions can coexist, and removing older versions can break older applications.

If the application’s official documentation or installer specifically requires a Visual C++ package, use Microsoft’s Latest supported Visual C++ Redistributable downloads. Install the architecture required by the application, then restart Windows and test the program.

If the error continues, return to repairing or reinstalling the parent application. A redistributable installation will not reconstruct a missing Developer Studio shell DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 6: Repair Windows components with DISM and SFC

DISM and System File Checker repair protected Windows components. They are useful when Windows itself is damaged, but they are not reliable ways to restore an arbitrary Visual Studio application DLL.

Run them when several Windows features are failing, Windows reports broader corruption, or the problem began after a system repair or failed update.

  1. Open the Start menu.
  2. Search for Command Prompt.
  3. Right-click it.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to complete.
  2. Run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows.
  3. Test the affected application.

Microsoft’s instructions are available in Repair a Windows Image and Use the System File Checker tool.

If SFC reports that it repaired files but the same application still reports devshl.dll, repair the application. If DISM or SFC reports that it could not complete, resolve the Windows component issue separately rather than downloading the DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Running these commands manually can also make it difficult to tell which component changed and whether the application is still damaged. Outbyte PC Repair provides a free scan that shows what it identifies, while repair is performed by the full version; it is optional, and reinstalling the affected program remains the definitive fix when its own files are missing.

Fix 7: Install pending Windows updates

Windows updates can correct operating-system components and servicing problems, but they are not a confirmed source for this Visual Studio DLL.

  1. Open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install available updates.
  5. Restart when prompted.
  6. Open Windows Update again and repeat the check until no further updates are offered.
  7. Test the application.

If only one old program fails and Windows Update reports no problems, focus on that program’s installer instead of repeatedly searching for operating-system updates.

Fix 8: Check storage, restore points and backups

A damaged disk, failed cleanup, restore operation, or incomplete update can remove application files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

First check whether the parent application folder still exists. If the folder is gone, repairing Windows will not recreate it.

If the problem began after a known system change:

  1. Open the Start menu.
  2. Search for Create a restore point.
  3. Open the result.
  4. Select System Restore.
  5. Choose a restore point from before the failure.
  6. Review the affected programs.
  7. Continue only if the restore point predates the problem and the application was installed at that time.

System Restore is not a substitute for reinstalling an unavailable legacy application. It may also remove applications installed after the selected restore point.

Use chkdsk only when there are signs of storage trouble, such as repeated file corruption, disk errors, or unexpected read failures. Do not treat it as a standard DLL repair command.

Fix 9: Update drivers only when the wider symptom points to a driver problem

A driver rarely explains a single missing devshl.dll message. Consider driver troubleshooting only when the application also crashes with graphics, audio, hardware-access, or device-related errors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To check drivers:

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand the category related to the failing application, such as Display adapters, Sound, video and game controllers, or Universal Serial Bus controllers.
  4. Right-click the relevant device.
  5. Select Properties.
  6. Open the Driver tab.
  7. Check the provider and date.
  8. Use Update Driver only when an update is available from Windows or the hardware vendor.
  9. Restart Windows and test the application.

Do not remove working drivers merely because devshl.dll is missing. If the application is tied to a specific hardware vendor, use that vendor’s official driver package.

Outbyte Driver Updater can perform a free scan to identify driver versions, while driver installation is handled by the full version; it is optional, and repairing the application remains the correct fix when the error names only devshl.dll.

Why regsvr32 devshl.dll usually does not help

regsvr32 registers self-registering COM DLLs. It is not a general-purpose command for repairing every DLL.

Running this command is generally inappropriate here:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
regsvr32 devshl.dll

It will not restore a missing file, select the correct architecture, or install dependencies. If the DLL is not a self-registering COM server, Windows may report that an entry point is missing or that the module failed to load.

Microsoft documents the command’s purpose and syntax in Regsvr32. Use registration only when the application’s official documentation specifically says that the component must be registered.

What not to do

Do not download devshl.dll from a DLL website

Random DLL repositories can provide:

  • The wrong Visual Studio generation.
  • The wrong 32-bit or 64-bit architecture.
  • A modified or malicious file.
  • A file with additional missing dependencies.
  • A copy that causes a “Bad Image” error.

A matching filename is not proof of compatibility. The safe source is the original application installer, Visual Studio Installer, trusted installation media, or a controlled backup from the identical product build.

Do not copy it into System32 or SysWOW64

Those folders are not universal storage locations for application DLLs. Copying the file there can make Windows load the wrong version and can create conflicts between unrelated programs.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not remove older runtimes

Older applications may depend on side-by-side Visual Studio or Visual C++ components. Do not uninstall older versions simply because a newer version is installed.

Do not assume the named DLL is the only problem

“The specified module could not be found” can mean that devshl.dll exists but one of its dependencies does not. A “Bad Image” message can indicate corruption or architecture mismatch.

Check the application’s installer logs, Event Viewer, and any official vendor diagnostic utility. If the problem persists after a correct reinstall, the failing executable or another dependency may be damaged.

If the repair works only for one user

If the application launches under one Windows account but not another:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Sign in with the affected account.
  2. Confirm that the application path and permissions are the same.
  3. Test a new local Windows profile.
  4. If the new profile works, investigate per-user paths, permissions, roaming data, and per-user installation settings.
  5. Repair the application for all users if its installer supports that choice.

A profile-specific failure does not necessarily mean that devshl.dll itself is damaged.

FAQ

Is devshl.dll a Windows system file?

It is associated with Microsoft Visual Studio and the Developer Studio shell. It is not verified as a standard Windows system DLL, so do not replace it with a copy from another Windows installation.

Which Visual Studio version installed it?

The exact Visual Studio release is not established from the filename alone. Older Developer Studio-era products and bundled applications may require a particular generation. Repair the product that reports the error instead of installing a newer release at random.

Will the latest Visual C++ Redistributable fix the error?

Not necessarily. devshl.dll is associated with the Developer Studio shell, not established as a Visual C++ runtime file. Install a redistributable only when the affected application specifically requires it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I fix the problem with regsvr32?

Usually not. Registration is intended for self-registering COM DLLs. It does not repair a missing application file or solve a missing dependency.

Why does the message say a module is missing when the file exists?

The loader may be unable to load a dependency, or the file may be the wrong architecture or version. Repair the complete parent application and inspect its diagnostics rather than copying another file over it.

Should I use SFC and DISM?

Use them when Windows itself shows signs of component corruption. They can repair protected Windows files, but they are not a dependable method for restoring devshl.dll from a Visual Studio application.

What if the original installer is unavailable?

Look for the vendor’s recovery package, original installation media, a trusted backup, or an archived installer supplied by the software vendor. If the application is obsolete and no compatible installer exists, manually downloading the DLL is still not a reliable repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why did the error begin after antivirus cleanup?

The DLL may have been quarantined, or the security product may have removed another file from the same installation. Review Protection History, restore only a verified trusted file, then repair the complete application and scan the system.
