Yes. D4Guides lists the Aspect in its Season 15, patch 3.2.1 database, updated October 6, 2026. Its current entry is the relevant reference for the effect and eligible slots; older patch notes document specific historical changes, not the complete current tooltip.
How has the Aspect changed in past patches?

In patch 2.5, Blizzard changed the Aspect to 21 ranks, up from 16. The rank-count change does not establish the current rolled effect or how the effect scales by rank. Read Blizzard’s Diablo IV Patch Notes (2.5).
Is it a fit for your build?
Evaluate it by whether its documented trade-off fits your skill use and Life management. It offers a periodic Core Skill cost substitution, but that substitution requires you to remain at or above the stated Life threshold. The damage bonus is relevant to skills that consume Life.
