How to unlock the Occultist
Community reports describe two progression routes: reach level 25, or acquire a Codex of Power entry. The second route can let you qualify before level 25 if you complete a dungeon that awards an Aspect you do not already have. The level-or-Codex condition was reported on Blizzard’s Diablo IV forums; it is not confirmed as a current-patch guarantee.

- Choose a route: continue leveling until you reach level 25, or complete a dungeon that awards a new Aspect and adds it to your Codex of Power.
- Check the Occultist in Kyovashad: if the vendor is still unavailable or services are locked, look for a priority quest involving the Occultist.
- Complete the quest if it appears: a separate player report says this quest guides the player through imprinting and may enable the services. Its availability and sequence may vary by character or current game version.
What the two unlock routes mean

The available community reports do not establish that one route is preferred in the current patch. If you qualify through either route but cannot use the vendor, the Kyovashad priority quest is the reported next step.
What the Occultist does
The Occultist provides services including imprinting Aspects onto eligible gear and enchanting items. The Codex of Power records Aspects that can be selected for imprinting; Blizzard’s Season 4 update describes selecting an Aspect from the Codex at the Occultist. This describes how the systems work together, not the vendor’s unlock requirement.

Imprinting costs depend on the item and the version of the game. For example, Blizzard’s Patch Notes (2.5) give examples of a Rare-item imprint costing 5 Veiled Crystals and 5,000–200,000 gold, and an Ancestral Legendary example costing 5 Forgotten Souls and 1,000,000 gold. Those are examples from that patch’s notes, not costs required to unlock the Occultist or timeless prices.
Occultist unlock is separate from Sigil Crafting
Unlocking the Occultist’s item services should not be confused with unlocking Sigil Crafting. These are separate progression matters; the level-or-Codex reports address access to the Occultist, not the requirements for Sigil Crafting.

How certain is the unlock requirement?

Blizzard’s reviewed official patch notes discuss Occultist services but do not state the unlock threshold.
