Concussive is the former name of a Diablo IV Rogue passive. Blizzard’s 1.5.0 patch notes say it was renamed Unstable Elixirs. The old passive rewarded knocking an enemy back or down; the renamed version in those notes activated when using a Healing Potion. The notes document that historical change, not necessarily the current in-game tooltip.
What happened to the Rogue passive Concussive?
Blizzard’s Diablo IV 1.5.0 patch notes list Concussive under Rogue passives and explicitly state that it was “Renamed to Unstable Elixirs.” In other words, the notes describe a rename and an accompanying effect change—not evidence that the passive was simply removed.

The available patch history does not establish the Rogue passive’s present name, availability, or tooltip. Blizzard’s inspected 2.4 patch notes contain a reference to Spiritborn’s Concussive Stomp, which is a separate class ability and does not answer what happened to the Rogue passive.

To check a build guide against your game, open the Rogue skill tree and compare the current passive name and tooltip. In particular, check the trigger, any crowd-control effect, and the duration or damage bonus before allocating a point based on an older guide.
