Probably—but Dutch’s care was conditional. The game frames Dutch and Arthur’s bond as familial, yet Dutch’s devotion to loyalty and his actions when Arthur challenges him suggest that affection did not reliably outweigh control, suspicion, or self-interest.
Why Dutch’s feelings seem genuine
Arthur is more than a useful gunman in Dutch’s life: the story presents a long-standing bond shaped by loyalty and a shared sense of family. Dan Houser described the relationship among Dutch, Arthur, and John as father-son-like, and spoke of a family feeling within the gang. That is creator commentary about the story’s emotional framing, not proof that Dutch is consistently a good or loving father figure.

A scholarly analysis likewise treats Dutch and Arthur’s relationship as a central dramatic conflict, examining Arthur’s loyalty, appreciation, and love for Dutch. Together, these perspectives make a purely transactional reading too simple: genuine attachment is a plausible part of their history.
Why Dutch’s care has limits
Benjamin Byron Davis, who portrays Dutch, described loyalty as central to Dutch’s self-image: “If you ask Dutch, it’s because loyalty is more important to him than anything.” Davis also discussed Dutch becoming less able to trust Arthur as Arthur tries to get him to reconsider his course. That is the actor’s interpretation of the character, not dialogue spoken by Dutch in the game.

This distinction matters: Dutch can feel attached to Arthur while expecting that attachment to be expressed as allegiance. When Arthur’s judgment diverges from Dutch’s, Dutch’s suspicion and need for loyalty put the relationship under strain. In that sense, his care can be sincere and still possessive or conditional.
What Dutch’s choices show
In the story’s later crisis, Dutch abandons Arthur and refuses to rescue Abigail. Those choices are evidence that Dutch is not dependable when his interests, suspicions, or chosen course come into conflict with the people he calls family. They do not prove that every earlier expression of affection was false; they show that affection did not make him selfless.

The most useful distinction is between feeling attached to Arthur and acting as someone Arthur can count on. The familial framing supports the first. Dutch’s emphasis on loyalty and his conduct under pressure expose the limits of the second.

The strongest reading is a qualified yes. Dutch likely cared about Arthur, but his attachment was bound up with loyalty, obedience, and Arthur’s place in the gang. The bond could be real without being unconditional. When Arthur stopped simply following Dutch’s lead, Dutch’s actions showed that his feelings were not enough to make him trustworthy.
