Get the Flashing Lure Fishing Rod
Both the Club Penguin Wiki and the New Club Penguin Wiki associate the Flashing Lure Fishing Rod with catching Grey Fish. Equip it before entering Ice Fishing; the sources do not say that another rod can catch them.
New Club Penguin: where to get it
For New Club Penguin specifically, the wiki lists the rod in the Ski Lodge’s Game Upgrades catalog for 200 in-game coins. This catalog location and price are version-specific, and should not be assumed to apply to the original game or other recreations.
Make the catch
Grey Fish are described as darting away from bait, which makes them harder to catch than yellow fish. The Club Penguin Wiki offers this community tip: place the worm opposite the direction the fish is swimming. For example, if the fish is moving down, put the worm above it. This is a wiki-reported tactic, not an official rule or a guaranteed result.

Rewards and goals vary by version
For original-game mechanics, the Club Penguin Wiki reports that a Grey Fish earns twice the coins of a yellow fish, but the cited reference does not establish a universal reward rate for every version. New Club Penguin’s wiki lists the Gray Goodies stamp goal as catching 15 Gray Fish. Check the page for your version rather than assuming its reward or stamp requirements carry over to another recreation.
