Ghost was a type in Generation I, including Pokémon Red and Blue. The confusing part is its matchup with Psychic: in the Generation I chart, Ghost attacks have no effect on Psychic Pokémon—not the super-effective result many players might expect.
What the Generation I type chart says
The Generation I chart covers Japanese Pokémon Green and Pokémon Red, Blue, and Yellow. It records these relevant interactions:

These are separate attack directions: the chart says both Ghost attacks against Psychic and Psychic attacks against Ghost have no effect. Ghost also had other type interactions, so the Psychic matchup does not mean Ghost type was absent.
Why the confusion persists
It is easy to conflate the existence of a type with how its attacks work against another type. In Generation I, Ghost was present, but its attacks did not damage Psychic Pokémon according to the historical chart. The current official type chart warns that type affinity may differ by game, so it should not be used as a substitute for a chart specific to Red, Blue, or another original game.

What is known—and what is not—about the rule
The chart documents the Generation I result; it does not establish why the matchup worked that way. The available evidence does not resolve whether the result came from an implementation error, a deliberate rule, or another historical explanation. It is accurate to describe the recorded mechanic without assigning a cause.
