Mostly—but not universally. Microsoft’s acquisition brought a huge portfolio, including Call of Duty, Diablo, Warcraft, Overwatch and Candy Crush, under the Xbox parent company and gave Game Pass a larger pipeline of recognizable games. Microsoft later confirmed several Activision Blizzard additions. However, the January 2022 announcement was a strategic plan, not a promise that the entire library would be on Game Pass at closing or available to every subscriber. The deal’s cloud-streaming restrictions and differences between plans and regions also matter.
What Microsoft actually agreed to buy
On 18 January 2022, Microsoft announced an all-cash offer of $95 per Activision Blizzard share. The company described the transaction as valued at $68.7 billion, inclusive of Activision Blizzard’s net cash. That is the basis for the headline figure; it should not be casually substituted with a different measure of cash consideration or enterprise value.
The announcement identified franchises such as Call of Duty, Warcraft, Diablo, Overwatch and Candy Crush, and said the acquisition would strengthen Game Pass. Microsoft also reported 25 million Game Pass subscribers at the time, while Activision Blizzard reported nearly 400 million monthly active players across 190 countries. Those were company-reported figures from 2022, not current measurements.
Phil Spencer, then CEO of Microsoft Gaming, said players should be able to play the games they want “virtually anywhere they want.” That was Microsoft’s rationale and aspiration at announcement, not an independent finding that every player would receive every game on every device.

What changed for Game Pass subscribers
The clearest player benefit is a broader subscription catalog over time. In an October 2024 retrospective, Microsoft specifically listed these Activision Blizzard games as having been added to Game Pass:

These examples support a meaningful expansion of Game Pass variety. They do not establish that the complete Activision Blizzard back catalog was included, that every title arrived on day one, or that any named game remains included in every plan and territory today.

Is Activision Blizzard on Game Pass right now?
The only reliable answer for a present-tense question is to check the current Xbox catalog for the specific game, subscription plan and country. The October 2024 list is historical; it does not verify the live catalog in September 2026. A listing can also differ between console, PC and cloud access.
Use this check before subscribing
- Search the official Xbox or PC Game Pass catalog for the exact title, rather than searching only for “Activision.”
- Confirm the plan shown on the game page; a title may require a particular tier or may be available on one platform but not another.
- Check the country or region selected on your account, because licensing and cloud rights can vary.
- Look for the game’s removal or availability notes. A subscription grants access while the title and plan remain eligible; it is not permanent ownership.
This is also the right way to answer “Will Call of Duty be on Game Pass?” There is no single catalog-wide guarantee for every Call of Duty release, plan, platform or region.

Why the cloud-streaming result is more complicated
The acquisition was restructured during UK regulatory review. The UK Competition and Markets Authority says it consented on 13 October 2023 to Microsoft acquiring Activision Blizzard excluding its non-EEA cloud-streaming rights. Under that structure, Ubisoft received the relevant rights for current and future Activision Blizzard PC and console games released during the following 15 years.
That arrangement limits Microsoft’s ability to make Activision Blizzard games exclusive to Xbox Cloud Gaming or to control rival services’ licensing terms exclusively. For players, the trade-off is that ownership of the games and control of their non-EEA streaming rights are not all in one company.

EEA rules are separate
Microsoft’s European Commission FAQ describes a different commitment for the European Economic Area. Eligible games can be covered by free consumer and provider licenses for cloud streaming for ten years from closing, through 13 October 2033. Consumers must use a participating licensed service, and providers decide whether to participate and may charge for their own streaming service.
“Free license” therefore does not mean worldwide free cloud gaming, nor does it mean the streaming service itself costs nothing. The EEA commitment also does not automatically apply to players outside the EEA.

What regulators did—and did not—decide
The CMA’s original investigation identified a risk of a substantial lessening of competition in UK cloud gaming under the original proposal. Its eventual consent concerned the restructured transaction with Ubisoft’s rights arrangement. The US Federal Trade Commission’s case materials describe an administrative complaint and allegations about the proposed merger. Those pages record regulator positions and procedure; they are not a finding that the completed deal caused consumer harm.
The acquisition ultimately closed after regulatory review, but the reviewed material does not establish the current procedural status of every US challenge. It is safer to separate the legal history from the player-value question: regulatory concerns shaped the cloud-rights structure, while the Game Pass benefit depends on actual catalog, plan and regional availability.
Who benefits most—and who should be cautious?
Strongest case for Xbox and PC players
- Players already paying for an eligible Game Pass plan can receive access to selected major releases without buying each one separately.
- The portfolio adds variety across role-playing, shooters, strategy, action and family-oriented games.
- Microsoft has a larger library from which to build future subscription additions.
Reasons the “huge win” label needs qualification
- The announcement did not guarantee the full Activision Blizzard library on Game Pass.
- Catalog inclusion can depend on plan, platform, country and the title’s continued licensing status.
- Subscription access is temporary and differs from owning a game.
- Cloud availability is constrained by the UK restructuring and governed by separate EEA commitments.
- No independent statistic in the cited material quantifies a net consumer benefit for every Xbox or PC player.
How to compare Game Pass with buying a game
For any specific purchase decision, compare the same five items:
- Exact title: verify the individual game, not merely the publisher or franchise.
- Plan and territory: confirm the subscription tier and country where you will play.
- Access versus ownership: decide whether temporary subscription access meets your needs.
- Cloud conditions: check whether your preferred provider supports the game and what it charges.
- Platform: confirm console, PC and cloud availability separately.
Verdict
Microsoft’s $68.7 billion Activision Blizzard acquisition is a substantial strategic win for Game Pass: it added a major publisher’s franchises and produced documented additions such as Diablo IV, Modern Warfare III, Overwatch 2 and Crash Bandicoot N. Sane Trilogy. Calling it a universal win for all Xbox and PC players goes further than the evidence. The practical value is real but conditional—on the game, plan, platform, region and whether you prefer subscription access to ownership.
