By Bethesda’s technical comparison, yes: Skyrim is smaller than Cyrodiil, the province explored in The Elder Scrolls IV: Oblivion. But developers also described Skyrim as roughly the same size as Oblivion. The apparent contradiction comes from comparing a broad design estimate with a more qualified statement about technical size—and from the fact that Skyrim’s terrain and denser discoveries affect how large it feels to explore.
What Bethesda says about the maps
Bethesda’s retrospective on The Elder Scrolls V: Skyrim says it is “technically smaller than Cyrodiil,” while noting that its concentration of discoveries makes it feel significantly larger. That is the clearest answer to whether Oblivion’s map was bigger: by this description, it was.
However, comments made around Skyrim’s release used a less exact comparison. Design director Todd Howard said Skyrim was “about the size of Oblivion.” Peter Hines, then Bethesda’s vice president of public relations and marketing, called it “roughly the same size as Oblivion in terms of square miles,” while saying Skyrim contained more content in that space. These are approximate descriptions, not a published pair of surveyed map areas.
Why the answers sound different
“Technically smaller” is not a published area measurement
Bethesda’s retrospective gives a relative comparison, but does not provide square-mile figures for both provinces. Howard and Hines likewise describe the scale approximately rather than supplying matched measurements. Taken together, the sources support “slightly smaller, or broadly comparable in scale,” not a precise numerical difference.

Land area is not the same as travel distance
Howard explained that Skyrim’s mountains alter the sense of scale: they break up the terrain and can block a direct route to a destination. A world can therefore require more winding travel without having a larger map area. Straight-line size, traversable routes, and the time it takes to reach a place are different ways of judging “bigger.”
More discoveries can make a smaller world feel larger
Hines emphasized that Skyrim is denser in content, and Bethesda’s retrospective makes the same connection between discoveries and perceived size. Frequent places to explore can make a region feel fuller and more expansive than a less densely populated map, even if its technical area is smaller.

What about the 16-square-mile figure for Oblivion?
A GameSpot interviewer cited an estimate of approximately 16 square miles for Oblivion’s gameworld. That figure appears in the interviewer’s question; it is not a confirmed Skyrim-versus-Oblivion measurement from Howard. The interview answer discusses how Bethesda adjusts scale to make a game flow and does not provide a comparable Skyrim figure. It is reasonable to describe 16 square miles as a reported estimate, but not to use it to calculate a definitive difference between the two maps.

If “bigger” means Bethesda’s retrospective’s technical comparison, Oblivion’s Cyrodiil is bigger. If it means the approximate scale developers described during Skyrim’s development, the provinces are about the same size. Skyrim’s mountains complicate routes, while its denser content helps it feel larger during play. The available statements do not establish exact, directly comparable map-area totals.
