Yes: in April 2015, Codemasters moved the new PC edition of DiRT 3 away from Games for Windows Live (GFWL) and onto Steamworks. The developer also said existing owners would receive DiRT 3 Complete Edition, with its DLC, at no extra cost. That was an upgrade for people who already owned the game—not a free claim for everyone.
What changed in the 2015 update?
In a Codemasters announcement updated 1 April 2015, representative Lee wrote: “I’m pleased to announce that DiRT 3 is now available with 100% less Games for Windows Live.” The new Complete Edition used Steamworks instead of the PC game’s former GFWL dependency. The headline’s “all DLC is now free” refers to the entitlement Codemasters gave existing owners: they would be upgraded to Complete Edition, which includes the additional packs, at no extra cost. It did not mean that anyone could claim the game and its content without owning DiRT 3.

How existing owners were meant to get Complete Edition
Owners of the GFWL Steam edition
Codemasters said the Complete Edition should appear in the Steam library of people who owned the GFWL Steam version. The old edition was not replaced in place: it remained a separate library entry, could still be played, and did not gain the Complete Edition content.

Owners of a boxed PC copy or GFWL CD key
The 2015 instructions also covered boxed-PC owners and people with a Games for Windows Live CD key. The announced process was to open Steam, select Add a game, choose Activate a product on Steam, and enter the key. Codemasters said successful validation would add DiRT 3 Complete Edition to the library. This describes the historical offer; it does not establish whether a particular secondhand copy’s key is unused or can be redeemed today.
Did progress carry over from the old edition?
No. Codemasters warned that save files were not compatible between the original GFWL edition and Complete Edition. Treat them as separate versions: owning the new edition did not make old-version saves transferable.

What the announcement does—and does not—establish
The announcement documents the 2015 migration, the free upgrade for existing owners, and the boxed-key activation instructions at that time. It does not establish current store availability, the status of any particular resale key, or how a present-day setup will behave. Feral’s FAQ also discusses steering-wheel support in its Mac/Steam support context; its details should not be read as universal compatibility guidance for every PC operating system or wheel configuration.
