Steam is the normal way to download, update, authenticate, and launch a Steam purchase. Some games are DRM-free and may run without Steam, while many supported games can be played without an internet connection after you prepare Steam Offline Mode.
Steam client, internet, and launcher: what is actually required?

These are separate questions: where you bought the game, what program installs or starts it, whether it checks a license, and whether it needs an online service. The same title can have different requirements in different store editions.
Why Steam is usually needed for a Steam game
Steam handles the normal installation and update process, and your purchase is associated with your Steam account. Valve’s Steam DRM documentation describes a wrapper that can verify ownership and launch Steam before a protected game starts.
Not every Steam developer uses that wrapper. A game may use Steamworks for features such as cloud saves, achievements, matchmaking, or the overlay without making Steam mandatory for every part of the game. Whether the core game runs without the client depends on how that particular edition was built.

Having the installed game files is not proof that the game can run independently: it may still need Steam authentication, an external launcher, or a first-run setup. A Steam purchase also does not automatically include a DRM-free installer.
Can you play Steam games offline?
Often, if the title supports it and you prepare while online. Steam Offline Mode means the Steam client can run without connecting to the Steam Network; it does not mean Steam is uninstalled or that every game is independent of a launcher. Valve recommends successfully launching the game online first. Follow its Offline Mode instructions:
- Start Steam while connected to the internet and sign in with Remember me enabled.
- Let the game finish updating, then launch it once online and confirm it opens. Close the game.
- In Steam, go to Steam > Settings > Security. Make sure Don’t save account credentials on this computer is not selected.
- Open the Steam menu and choose Go Offline.
- Restart or continue Steam in Offline Mode, then test the game before you leave internet access behind.
Offline play is not something you can count on setting up for the first time after you have lost internet access. If Steam asks you to sign in while offline, Valve says there is no way to bypass that requirement without going online; reconnect, sign in, update Steam and the game, launch it online, and close Steam normally before trying again.

What will not work, or may not work, offline?
Valve says games requiring an active connection or an external launcher will not work in Steam Offline Mode. A single-player label alone does not guarantee offline play. Depending on the title, these functions may be unavailable:
- Online multiplayer, matchmaking, and server-based modes
- Cloud saves and synchronization
- Online achievements, statistics, trading cards, and community features
- Online activation, publisher-account checks, or other authentication
- Games awaiting an update or unfinished first-run setup
- Some anti-cheat or external-launcher functions
Cloud saves cannot synchronize while disconnected. Sync before travel and take care not to overwrite a newer save on another device with an older local copy. Offline Mode also does not promise to work indefinitely: account state, updates, client changes, and a game’s own requirements can affect it.
Can you start a Steam game without Steam running?
There is no universal answer for every game. These are the common cases:

Steam DRM
Expect the client to be installed, signed in, and available. The game may refuse to start directly or open Steam automatically to check the account.
Steamworks features without mandatory Steam DRM
The client may supply features such as achievements, cloud saves, or matchmaking. The developer may allow the core game to run without those features, but that depends on the game.

DRM-free game sold on Steam
Its executable may launch without Steam, but that is a game-specific property, not a guarantee of buying from Steam. A direct launch is only a test: it may fail, start Steam, or leave features unavailable. It is not a general way to remove DRM.

If a game works from its installed executable, that alone does not establish that multiplayer, DLC, updates, or every other feature will work without Steam. A patch or reinstall can also change the behavior. Check the requirements for the specific store edition rather than relying on the title name alone.

If your goal is specifically to avoid Steam, buying elsewhere may help—but it does not always mean avoiding launchers. Check the DRM, activation, and launcher terms for the exact edition before purchasing.

GOG is the clearest mainstream option in this comparison when launcher-free installation is the priority, provided that a GOG edition exists and its online-feature differences are acceptable. Epic is an option for avoiding Steam, not for avoiding a launcher altogether.

Fix common Steam launch and offline problems
“Steam must be running” when opening the executable
The game may use Steam DRM, check Steam ownership, require Steamworks initialization, or restart Steam through its own launch configuration. Try starting it from the Steam Library while signed in. If it still fails, check the game’s publisher support information and any listed external launcher or anti-cheat requirements.
“Cannot start in Offline Mode”
Possible causes include an unsuccessful first online launch, a pending Steam or game update, unfinished setup, an active-connection requirement, or an external launcher dependency. Reconnect, update, and test the game online before switching to Offline Mode again, following Valve’s troubleshooting guidance.
The game opens an unexpected store or publisher launcher
Check which store and edition you own, and whether the game uses Steamworks or a publisher service. A shortcut can point to a launcher or Steam app rather than a standalone executable. A third-party key may activate a Steam edition even if it was purchased elsewhere.
Cloud saves are missing while offline
That is expected: cloud synchronization requires a connection. Sync before disconnecting, and avoid switching devices until the local save is backed up or synchronized.
GOG Galaxy opens when you expect a standalone game
Check that you launched the game installed from GOG’s offline installer rather than a Galaxy shortcut. GOG’s policy says its games should be playable without Galaxy, but online services still depend on their servers.
