Yes—but only when NGINX actually includes the site file inside the relevant parent context. A file does not inherit settings because it is called site.conf, sits in sites-enabled, or is symlinked from sites-available. The include directive determines whether NGINX parses the file and where that file enters the configuration tree.

If an included file defines a server block inside http {}, that server can inherit eligible http-level directives. Whether a particular directive is inherited, replaced, merged, or ignored in a child context is defined by that directive’s own rules.

What “inheritance” means in NGINX
NGINX configuration is hierarchical. The running binary starts with one main configuration file, normally nginx.conf, then parses the directives in that file and any files inserted with include. The result is a tree of contexts rather than a collection of unrelated files.
The principal contexts are:
- Main context: directives outside
events,http, or other nested blocks. events {}: event-processing settings.http {}: HTTP-wide settings and the usual location forserverblocks.server {}: settings for one virtual server.location {}: settings for a URL-matching section inside a server.
NGINX describes the general rule this way: a child context contained within a parent context inherits the settings of directives declared at the parent level. “General” is important. Inheritance is not a blanket copy of every line. Each directive specifies the contexts in which it is valid and what happens when it appears in a child.

An included file is effectively pasted into the configuration at the exact point where include appears. Its filename and directory do not create a context. The surrounding braces in the parent file do.
How the include chain determines what a site file can inherit
Start with the active main configuration file selected by the NGINX process. Follow every include directive in textual order, recording the braces surrounding each include. This reveals both whether a site file is loaded and the context it enters.
An include inside http {}

}If one of the matched files contains a server {} block, that block is parsed as a child of http {}. It may therefore receive any http-level setting whose directive documentation permits inheritance into server. A declaration in the server block can change the inherited result when that directive is allowed there and defines child-context behavior.
An include inside server {}

}Here, the contents of site-rules.conf are parsed as if they were written directly inside that server block. The file can contain directives valid in server (and, where allowed, nested location blocks). It does not become a second top-level configuration or inherit from a different file merely because its name suggests a site.
An include at the wrong level
Every directive has permitted contexts. If a file containing a server block is included in a context where server is not valid, NGINX will reject the configuration instead of quietly relocating the block. Likewise, a directive valid in http may not be legal in server or location. The include location must therefore be checked before inheritance is considered.

Does a file in sites-enabled inherit the http block?
On Debian-family packages, the usual arrangement is an include pattern for sites-enabled/* inside the http {} block. Files in sites-enabled are commonly symbolic links to files stored in sites-available. The link is the package’s enablement convention; it is not an NGINX language feature.

Under that layout, a linked file containing a server block is parsed inside http and can inherit eligible HTTP-level directives. A file left only in sites-available is not automatically read. A symlink placed in sites-enabled also has no effect if the active configuration does not include that directory.
Other distributions, container images, and vendor packages may use a pattern such as conf.d/*.conf, a different directory, or a completely custom path. Inspect the actual nginx.conf used by the running service instead of assuming the Debian layout. A directly included file outside either Debian directory behaves exactly the same way if it is inserted into the same context.
What is inherited, replaced, merged, or not inherited?
Inheritance is directive-specific. NGINX’s general parent-to-child rule does not tell you the result for a particular setting by itself. The directive reference defines the details.
Inherited values
Some directives pass their parent value into a child when the child does not declare its own value. An http-level declaration can therefore establish a default for all eligible servers below it, and a server-level declaration can establish a default for locations below that server.

Child overrides
When a directive is allowed in both parent and child contexts and its documentation defines inheritance or replacement, declaring it in the child changes the effective value for that child. This is why a value visible in nginx.conf can appear to be ignored by one site: the site’s server or location block may contain its own declaration.
Merged values
Some directives combine parent and child entries rather than selecting one complete value. A child list may add to, replace, or otherwise alter the parent’s list according to that directive’s documented rule. Never assume that two declarations will concatenate simply because they are both present.
No inheritance
Some directives do not inherit at all, even when they appear in a valid parent context. A parent declaration then has no effect on a child unless the directive’s reference explicitly provides one. The only reliable way to answer “does this setting flow into my server?” is to check the directive’s context and inheritance description.
Why an nginx.conf setting can appear to be ignored
Most apparent inheritance failures come from the configuration tree, not from the filename. Check these causes in order:

serverorlocationblock may replace the parent value when that directive supports child-level configuration. - The directive does not inherit. Parent placement alone cannot make a non-inheriting directive apply below it.
- Textual order differs between configurations. Includes are processed where they appear. Compare the order of includes and declarations when two hosts have similar files but different results.
- NGINX has not reloaded or restarted. Editing a file does not alter the live process until the new configuration is loaded.

- Identify the active main configuration path. Confirm which file the running NGINX service starts with rather than relying on a conventional pathname.
- Locate the relevant
include. Find the exact pattern or filename that should load the site file. Check spelling, directory, wildcard matching, and symbolic-link targets. - Record the enclosing context. Determine whether the include sits inside
http {}, a particularserver {}, or another block. This is the file’s real parent. - Follow nested includes. A site file can include additional snippets. Trace those files in order so that a later declaration is not mistaken for a parent default.
- Check the directive reference. Verify that the directive is valid in the context where it is declared and read its documented inheritance, replacement, or merge behavior.
- Search child blocks for another declaration. Inspect the target
serverand itslocationblocks for values that intentionally or accidentally change the parent setting. - Validate, then reload. Use the NGINX configuration test available on your installation before applying the change. After a successful test, reload NGINX to update configuration without interrupting current requests; restart it when your service policy requires a restart.
If two machines disagree, compare the active main path, include pattern, include context, directive-specific rules, textual order, and reload state. Comparing only the site file misses the parts of the tree that determine its meaning.
Worked configuration patterns
Shared HTTP defaults with per-site exceptions

Each matched site file contributes its own server block. A server receives only the HTTP-level directives that support inheritance. If one site needs a different value, declare that directive in the server block only when the directive permits it there.
Site-specific snippets

The snippet is part of this server context, not a sibling of it. Any setting in the snippet follows the rules for a server-level declaration, and a nested location may then inherit or replace it according to that directive’s documentation.
Reloading is part of applying the change
NGINX reads configuration when it starts and when it is told to reload or restart. Saving nginx.conf or a linked site file alone does not change the running workers. The administration guidance for NGINX recommends reload for configuration updates when you want existing requests to continue without interruption. If the new configuration is invalid, NGINX will not be able to complete the reload; correct the syntax or context problem, test again, and then retry.
Quick answers to common questions
Do I need to include sites-enabled in nginx.conf?
Yes, if that is where your site files live and you expect them to be loaded. The directory name has no effect without an active include matching it.

Does a server block always override an http-level directive?
No. A server declaration can override, replace, merge with, or fail to inherit the parent value depending on that directive’s documented behavior and permitted contexts.
Is sites-enabled built into NGINX?
No. It is a Debian packaging convention. NGINX itself uses the configuration supplied to it, regardless of whether files are stored in sites-available, sites-enabled, conf.d, or another directory.

Usually because the active configuration does not include that path, the link does not match the include pattern, or NGINX has not been reloaded after the link was created.
Can a file inherit settings just because it is named site.conf?
No. NGINX does not assign meaning to the filename. Only the parsed include location and the directive’s inheritance rules determine the result.
