Yes. If you decline a delivered Steam gift before redeeming it, Steam says it automatically refunds the purchaser’s payment method and emails them about the decline. The refund may take time to appear; it is not necessarily an instant credit.
What happens when you decline an unredeemed Steam gift?
Selecting Decline Gift automatically starts a refund to the person who bought the gift. Steam also emails the purchaser to notify them. This is the specific process for a delivered gift that has not been redeemed. See Steam’s Steam Gifts FAQ.

What if you take no action?
You have 30 days after delivery to accept or decline the gift. If you do nothing during that window, Steam says it automatically cancels the purchase and refunds the original payment method. The 30-day period is the recipient’s action window, not a promised refund posting time.
What if the gift was already redeemed?
A redeemed gift cannot be refunded through the decline option. The recipient must use Steam Support to approve the refund and removal of the gift from their account, including permission for the original purchaser to request the refund. The purchaser then submits a refund request through Steam Support’s Purchases flow. Details are in the Steam Gifts FAQ.

How long does the refund take, and where does it go?
For approved refunds, Steam says funds go to the original payment method when supported; otherwise, the refund may be issued as Steam Wallet credit. Steam says an approved refund can take up to seven days to appear, while Steam Wallet credit typically appears within 24–48 hours. Actual timing can vary by payment method and bank. Does the 14-day and two-hour refund rule apply to declining?
No. Steam’s general game-refund guidance says requests are ordinarily eligible when made within 14 days of purchase and with less than two hours of playtime. That guidance concerns refund requests; it is separate from the automatic refund Steam describes when a recipient declines an unredeemed gift. Can region restrictions affect a Steam gift?
They can affect whether a gift can be sent or redeemed across countries. Steam says the countries allowed for a gift are shown in the gift details, and the countries included in a region can change. Check Steam’s current Region Restrictions on Steam guidance if the gift involves different countries.
