Yes. Steam converts redeemed Gift Cards and Wallet Codes into the currency of the redeemer’s Steam Wallet, and digital gift cards sent to friends abroad are converted into the recipient’s currency. Neither process changes an account’s Store country or turns Steam Wallet funds into cash.
How currency conversion works
Steam handles two different kinds of gifts, and the point of conversion depends on which one you use.

In either case, the result is Steam Wallet value for eligible Steam purchases—not cash or a general-purpose currency exchange.
Does a card bought in another country work?
Steam’s published rule is that Gift Cards and Wallet Codes convert to the currency of the Steam Wallet when redeemed, regardless of where the code was purchased. That answers the currency question, but it is not a blanket guarantee that every code will be accepted in every circumstance. Steam’s cited guidance does not provide a universal compatibility checker or conversion calculator. If a code fails, check the retailer’s listing and contact the retailer about purchase or activation problems; for account or redemption errors, use Steam Support.

Conversion does not change your Store country
Your Store country is separate from the currency in your Wallet. Steam says Store country reflects where you reside, and changing it requires a purchase using a payment method from the new country. A Steam Wallet Code cannot change the setting. Steam’s Store Country FAQ
So, redeeming a code in another currency is not a way to switch to another country’s Store or pricing. If you are traveling, Steam says you may still see pricing for your home region. Its support guidance recommends opening Steam in the application when a link leads to a different regional Store page; attempts to use a proxy or VPN can result in declined transactions. What exchange rate will Steam use?
Steam’s general redemption page explains which wallet currency receives the value, but does not state one universal exchange rate for all codes. A specific historical policy does not establish today’s rate for every region: after Valve’s November 20, 2023 pricing-currency change for Argentina and Turkey, its notice said affected Argentine peso and Turkish lira Wallet codes converted to USD at the daily exchange rate when redeemed. For a current value, check Steam’s redemption flow or the recipient’s gift checkout rather than assuming a rate from another country or an older policy notice.

If Steam reports a currency mismatch
Steam documents errors where the currency of Wallet funds does not match the currency of a purchase. Check that you are viewing the Store region associated with your account and that the purchase is being made through the correct regional Store. If a link opens another region, try opening it in the Steam application as Steam recommends. For a persistent error, consult Steam Support’s purchase troubleshooting; do not try to bypass regional rules with a VPN or proxy.
Buying a gift for someone in another country
If you want Steam to deliver funds directly to a friend abroad, use Steam’s digital gift card flow and select the recipient. Steam says the gift converts into the friend’s currency, but some countries may restrict sending or receiving; the applicable restriction appears during checkout or recipient selection. Check the flow before paying.

If buying a physical card or Wallet Code from a retailer instead, check the specific listing for availability, denomination, seller terms, and any regional limitations. Steam’s conversion rule describes how redeemed value is denominated; it does not mean every third-party listing is compatible or that a code bypasses account-region rules.

Steam warns that scammers may demand gift cards to pay supposed taxes, bail, debts, or winnings. Gift-card value is for redeeming on Steam for eligible Steam products. Do not share a card or code with someone you do not know, and do not pay a person or organization that insists on gift cards.
