No. In ordinary vanilla Minecraft, villagers do not sell blaze rods. Blazes are the normal source; a mod, Bedrock behavior pack, or server-specific trade setup may change that.
Can you trade with a villager for blaze rods?
No—not in ordinary vanilla play. The available vanilla trade-table information gives no indication of a blaze-rod offer. Microsoft’s Bedrock Creator documentation explains that villager offers come from trade tables, and lists vanilla profession tables for roles such as armorer, cleric, farmer, librarian, and shepherd. That documentation describes Bedrock’s system rather than auditing every current Java and Bedrock release, so the answer is scoped to normal vanilla gameplay rather than every possible version or configuration. How do you normally get blaze rods?
Kill blazes. The Minecraft Wiki’s blaze-rod reference identifies blazes as the source and reports a 50% chance of a rod when a blaze is killed by a player or tamed wolf; Looting can increase the number of rods dropped. That rate is community-wiki information and may be version-sensitive, so check it against the game version you play rather than treating it as a guaranteed current rate. Minecraft Wiki: Blaze Rod
Could a trader or custom setup sell them?
Custom content can add trades that vanilla does not have. Microsoft documents creating or overriding Bedrock trade tables, and mods, behavior packs, plugins, or server settings may likewise define different offers. If you have seen a villager sell blaze rods, check whether the world uses custom content or server-specific trades. Microsoft Learn’s trade-table documentation

Wandering traders are not a verified alternative route to blaze rods: Minecraft’s Village & Pillage notes describe their random biome-based trades but do not identify blaze rods as an offer. Those historical notes also describe villager restocking, but restocking existing offers does not establish a way to obtain rods through vanilla trades. Minecraft: Village & Pillage release notes
