No—not as living people in ordinary, unmodded Skyrim. The “dwarves” are the Dwemer, and the encounters the game’s official descriptions establish are with their ruins, artifacts and mechanical automatons, not living Dwemer.
What “dwarves” means in Skyrim
In Elder Scrolls lore, “dwarves” refers to the Dwemer. They are not a living population that Skyrim’s official descriptions identify players as meeting. The distinction matters because the game’s Dwemer-themed locations contain machines and remnants of Dwemer culture.
What you encounter instead
Dwemer ruins
Bethesda’s official Skyrim introduction identifies Yolmadraz as a Dwemer ruin. It describes the ruin as inhabited by metal automatons, not by living Dwemer.
Automatons and artifacts
These automatons are machines, not dwarves. Bethesda’s 2018 announcement for Forgotten Seasons also describes dangerous automatons in Dwemer ruins and Dwarven treasures and artifacts. Those are remnants of Dwemer culture, not evidence of a living Dwemer population.

Does Arniel Gane count as meeting a Dwemer?
No. A UESP compilation, Book of Morrowind Lore, says that Arniel Gane attempts to recreate the circumstances of the Dwemer disappearance and then vanishes. That is a related mystery, not an encounter with a Dwemer, and it should not be treated as a definitive explanation of what happened to them.
Does this answer apply to every version of Skyrim?
This answer is about ordinary, unmodded Skyrim and the encounters supported by the official descriptions above. Mods can change a game, so this does not rule out a mod that adds a living Dwemer. The cited descriptions do not establish such an encounter in the unmodded game.
