Short answer: Buying a game on Steam generally gives you access under Valve’s Subscriber Agreement and the game’s applicable terms; it does not transfer ownership of the game or its intellectual property. California’s AB 2426 is a disclosure law for certain digital-goods sales whose wording could imply unrestricted ownership. It does not itself change a Steam purchase into ownership—or establish that Valve can revoke every game whenever it chooses.
What California’s AB 2426 law does—and doesn’t do
AB 2426 addresses how certain digital goods may be advertised. When sales language could lead a buyer to believe they are acquiring an unrestricted ownership interest, the law requires a disclosure or acknowledgment, subject to statutory conditions and exceptions. The California Department of Finance characterizes the law as clarifying that certain digital-media transactions provide a license rather than ownership comparable to a physical copy: Department of Finance implementation document. That is not a declaration that digital buyers have no rights, and the law does not grant ownership of a game or its intellectual property.
The sources available do not establish the exact disclosure shown to every California customer or in every checkout flow. Statutory exceptions and individual transactions may also matter, so the law should not be reduced to a claim that every digital purchase is treated identically.

What buying a game on Steam gives you
Steam’s Subscriber Agreement governs access to Steam content and services alongside applicable subscription terms. It limits transfers of subscriptions except where expressly permitted. That is a contractual access arrangement, not a transfer of ownership in the game itself. Read the current Steam Subscriber Agreement for the platform terms.
A particular game may have additional terms, including a game-specific EULA. For example, Bandai Namco’s AB 2426 notice points users to the relevant product terms: Bandai Namco’s AB 2426 notice. Check the terms for the specific title as well as Steam’s agreement; one publisher’s notice is not a substitute for every game’s EULA.

This distinction is about the rights and restrictions set by the relevant terms. It does not establish that Steam or a publisher can arbitrarily revoke any game at any time, nor does it promise permanent access in every circumstance.
How digital access differs from owning a physical copy
“Owning a game” can refer to different things: owning a physical disc or cartridge, having contractual permission to access software, or owning the intellectual property. A Steam purchase is governed by access and transfer terms; it does not convey the game’s intellectual property. A physical copy involves possession of a medium, but that alone does not prove that every physical game is unrestricted, works without online services, or can be transferred under identical rules.
Practical dependencies—such as an account, servers, or updates—can also affect how a game works, but the sources cited here do not support a platform-wide comparison of those dependencies or a guarantee that any particular physical copy will work indefinitely without them.

- Steam’s platform terms: Review the current Subscriber Agreement and the applicable subscription terms for transfer and access conditions.
- The game’s own terms: Look for its EULA or publisher terms; game-specific conditions may apply in addition to Steam’s agreement.
- The actual offer and checkout language: If you are assessing a California transaction, check the wording presented for that purchase. A general description of AB 2426 does not confirm what a particular buyer saw.
