Yes. Dockside Extortionist was banned in Commander in September 2024. The Commander Rules Committee announced the change on September 23, 2024, citing the card’s ability to create fast Treasure-fueled mana and snowballing starts in multiplayer games. The ban applies to Commander; the available official sources do not establish the card’s legality in every other Magic format.
When Dockside Extortionist was banned
The Commander Rules Committee announced the ban on September 23, 2024, as part of its quarterly update. The official Commander banned list records Dockside Extortionist as first printed in August 2019 and banned in September 2024.
Dockside was one of four cards banned in that update, alongside Jeweled Lotus, Mana Crypt, and Nadu, Winged Wisdom. The Committee said it was concerned about cards that let players skip much of the early game and build an advantage that could snowball toward a win. That concern was set against Commander’s preference for a slower pace that gives decks time to develop, as explained in the September 23, 2024 announcement.
Why the Committee banned Dockside Extortionist
Dockside Extortionist makes a Treasure token for each artifact and enchantment its controller’s opponents control when it enters the battlefield. In a multiplayer game, opponents’ boards can make that count large. The Committee said the card could become mana-positive as early as turn two and then produce substantial Treasures, creating starts that snowball into powerful plays.

The current banned-list explanation says Dockside can generate four or more Treasures very easily in multiplayer, accelerate a player into midgame or late-game plays as early as turn two, and is easy to recur as a creature. The Committee also warned that games could come to revolve around a two-mana card. These are the Committee’s qualitative reasons for the ban, not a claim that every game with Dockside ended quickly or that a particular win-rate increase was measured.
The Committee’s stated aim was not to eliminate every explosive start. Rather, it sought to reduce how often opening hands could produce substantially above-curve mana in the first few turns. As Toby Elliott put it in the announcement: “The philosophy of Commander prioritizes creativity, and one of the ways we have historically reflected that in the rules and banlist is to encourage a slower pace of game than traditional formats.”

What the ban means for Commander games
Under the official Commander rules, Dockside Extortionist is not legal in a Commander game unless the other players agree beforehand to allow it. A playgroup can make that exception by mutual agreement, but it is a house-rule choice rather than ordinary Commander legality.
The cited official materials establish Dockside’s Commander status only. They do not establish whether the card is currently legal in any other Magic: The Gathering format.
