No. Animar, Soul of Elements does not get a +1/+1 counter from being cast. Its counter ability can trigger only after Animar has resolved and is on the battlefield; it then triggers when you cast later creature spells.
Why Animar does not trigger from its own cast
Animar’s text says, “Whenever you cast a creature spell, put a +1/+1 counter on Animar, Soul of Elements.” Casting Animar puts the creature spell on the stack. At that point, Animar is not yet a permanent on the battlefield with an ability that can trigger. The ability becomes relevant only after the spell resolves.
The same is true if you cast Animar again from another zone: it must resolve before its battlefield ability can trigger from a later creature spell.
What happens when you cast another creature spell
If Animar is already on the battlefield, casting a creature spell triggers its ability after you pay that spell’s costs. The trigger resolves before the creature spell does, so Animar gets a counter even if the creature spell is countered.

Animar also reduces the cost of your creature spells by {1} for each +1/+1 counter on it. However, the counter from a creature spell’s trigger arrives too late to reduce the cost of that same spell: costs have already been paid. It can reduce the cost of subsequent creature spells instead.
Casting a creature is different from putting one onto the battlefield
Animar triggers when you cast a creature spell, not whenever a creature enters the battlefield. If an effect puts a creature directly onto the battlefield without casting it, Animar’s counter ability does not trigger.
