No—not as a YouTube DVR control. AWS Elemental MediaPackage provides its own time-shifted playback from a MediaPackage endpoint. YouTube Live DVR is a separate viewer feature that you enable in YouTube Studio. A MediaPackage startover window does not, by itself, determine how far viewers can rewind on a YouTube watch page.
Two DVR-like features, two playback destinations
The key distinction is where the viewer watches and which service serves the playback. AWS documentation describes MediaPackage time-shifted viewing for live workflows; YouTube Help describes DVR controls for people watching a YouTube live stream.

A MediaPackage time-shift window therefore should not be treated as a way to extend or configure YouTube’s rewind history. The official AWS and YouTube setup documentation describes separate playback and configuration paths; it does not establish MediaPackage as a YouTube DVR backend or playback origin.
How to enable DVR for viewers on YouTube
For the YouTube viewing experience, use YouTube’s own live control. The setting applies to viewers watching that YouTube stream, not to playback delivered by a separate MediaPackage endpoint.

- Open YouTube Studio and go to the Live Control Room for the stream.
- Configure the stream’s DVR option there. YouTube’s guidance identifies DVR as the feature that lets viewers pause, rewind, and continue during a live stream. YouTube DVR guidance
- For streams that may run beyond 12 hours, account for YouTube’s warning that DVR capabilities may be limited or unavailable; viewers also cannot rewind to a point before the stream went live.
When setting up an encoder, YouTube’s workflow is to configure its stream URL and stream key as the encoder’s destination. YouTube generally recommends RTMPS and also documents HLS ingest with YouTube-specific URL and settings. YouTube encoder setup YouTube HLS ingest
How MediaPackage time shifting works instead
MediaPackage receives a live feed from an upstream encoder, retains received content for a limited period to support features such as time-shifted viewing, and dynamically packages content in response to requests from a downstream player or CDN. AWS names MediaLive as one possible upstream encoder. MediaPackage v2 documents HLS and CMAF as supported live input types from external sources or encoders over HTTPS. Configure the endpoint for MediaPackage playback
- In the MediaPackage workflow, identify the endpoint that serves the playback experience you want to time-shift.
- Set that endpoint’s startover window. In MediaPackage v2, AWS documents a maximum startover window of 24 hours and a maximum time-shifted manifest length of 24 hours. The service can support content up to 336 hours (14 days) old, but that content-age limit is not the same as the rewind window exposed in one manifest. AWS time-shifted viewing limits
- Use the applicable time-shifted manifest options in the playback request. AWS’s legacy guide says requests can specify start and end parameters within the configured startover window; a request outside that window returns HTTP 404. AWS legacy MediaPackage time-shifted viewing
- Use consistent playback windows across player sessions where possible. AWS recommends this rather than unique start/end values per viewer to improve CDN caching and avoid potential throttling. AWS time-shifted viewing guidance
This configuration changes playback served through MediaPackage. It does not switch on YouTube’s DVR setting for viewers on YouTube.
What an always-on workflow does—and does not—change
“Always-on” describes how long a live feed is kept running; it does not merge the two services’ playback controls. MediaPackage’s role is documented as ingesting live content from an encoder and serving packaged playback downstream. YouTube’s workflow configures an encoder to send a live feed to YouTube. Those roles alone do not establish that MediaPackage’s retained content becomes rewind history on YouTube. A separately designed relay or multi-destination workflow may be possible, but it would not make the MediaPackage startover setting a YouTube DVR control.

If your goal is YouTube DVR, configure DVR in YouTube Studio and consider the long-stream caveat. If your goal is time-shifted playback from a MediaPackage endpoint, configure that endpoint’s startover window and manifest behavior. Choose based on the destination your viewers will actually use.
