Cross Save does not share Destiny 2 DLC licenses between platforms. It carries your selected characters across linked accounts, but you need to own DLC on each platform where you want to play it. Sharing with another account on the same console is different: platform game sharing may provide access to some content, but Bungie says not every DLC or add-on is available that way.
What Cross Save does—and does not—carry
Cross Save lets you use one selected set of Destiny 2 characters on linked platform accounts. It does not transfer expansion or DLC licenses. Bungie’s Cross Save Guide states that DLC licenses do not transfer between platforms, so purchase the relevant DLC on every platform where you want access.

In practical terms, linking a console account and a PC account can make your chosen characters available on both, but it does not make a DLC license bought on one storefront valid on the other.
Can another account on the same console use your DLC?
Possibly, through the console platform’s own game-sharing feature. This is separate from Cross Save, and access depends on the platform and the specific entitlement. Bungie warns that accounts using game sharing may not be able to access all DLC, add-ons, promotional items, or preorder items owned by the primary account. Bungie also says its support does not cover loss-of-access issues for accounts using game sharing.

Use the platform’s instructions for its console-sharing feature, and make purchases or redeem codes on the account intended to own the content. Bungie’s guidance is to ensure the purchasing account is the account on which you want the Destiny content. See Playing Destiny Content on Multiple Consoles or with Multiple Accounts.
Do Destiny 2 add-ons transfer between PC storefronts or Xbox?
No. Bungie says add-on licenses cannot be shared or transferred between storefronts such as Steam, Microsoft PC, and Epic Games Store, or between Microsoft Store on PC and Xbox. Cross Save can make your characters usable across supported linked platforms, but it does not move those storefront licenses. Season Passes and Dungeon Keys have separate rules
Not every Destiny entitlement follows the same rule as DLC licenses:
- Season Pass Premium Track: not game shared with another account.
- Dungeon Keys: not game shared with another account, but can follow the player across platforms through Cross Save.
Bungie explains these distinctions in its Cross Save Guide. Check the rule for the specific entitlement rather than assuming that an expansion, pass, or key will behave identically.

If shared content is missing
- Identify the case: distinguish Cross Save between your own platform accounts from game sharing with another account on the same console.
- Check where it was purchased: confirm the purchasing account and platform or storefront. A license bought on one storefront does not automatically cover another.
- Check the entitlement type: expansions, add-ons, Season Pass Premium Track access, and Dungeon Keys have different sharing rules.
- Review the platform’s sharing settings: console game sharing is managed by the platform, and Bungie does not guarantee access to every item through it.
