No. Fighting the tutorial Dummy in the Ruins does not ruin a Pacifist or True Pacifist run in Undertale. It changes some dialogue, not your route eligibility.
What happens if you fight the tutorial Dummy?
The Dummy is the second enemy you encounter and serves as a tutorial battle in the Ruins. If you choose Fight, you can continue your Pacifist run; the encounter does not affect eligibility for the True Pacifist or Genocide route. Undertale Wiki’s Dummy entry describes the encounter and its route effects.
The choice does affect dialogue. Toriel gently admonishes you after you fight, while talking to the Dummy earns a positive reaction. Later dialogue from Mad Dummy also varies depending on what you did in this encounter.
Does this mean attacking other enemies is safe?
No. This exception applies to the tutorial Dummy in the Ruins; it is not a general rule for battles or other dummy characters. Avoid gaining EXP from ordinary monsters and complete the remaining requirements for the route you want.

Keep playing: you do not need to restart because of this encounter. For a Pacifist run, avoid killing other enemies and continue meeting the route’s requirements.
