No. Neither Fortune nor Silk Touch increases what you get from mining Ancient Debris. Mine it with a diamond or netherite pickaxe: the block drops itself already, so neither enchantment improves the result.
What drops when you mine Ancient Debris?
Ancient Debris drops itself when mined with a diamond or netherite pickaxe. If you mine it with any other tool, it drops nothing. That required tool is what determines whether you collect the block—not Fortune or Silk Touch. Minecraft Wiki: Ancient Debris; Mojang: Block of the Week—Ancient Debris

Does Fortune work on Ancient Debris?
No. Fortune increases certain block-drop chances, according to Mojang’s general enchantment description, but Ancient Debris already drops as one block. Fortune does not multiply that drop or give you extra Ancient Debris. Mojang: All Enchantments in Minecraft; Minecraft Wiki: Ancient Debris
Does Silk Touch work on Ancient Debris?
Silk Touch does not improve the drop either. Its general purpose is to make mined blocks drop as blocks rather than as other items or blocks; Ancient Debris already drops as itself when mined with the required pickaxe. Mojang: All Enchantments in Minecraft; Minecraft Wiki: Ancient Debris

What should you use?
- Use a diamond or netherite pickaxe to collect Ancient Debris.
- Use either pickaxe with or without Fortune or Silk Touch; the enchantments do not increase the number of Ancient Debris blocks dropped.
After mining, you can smelt Ancient Debris to obtain Netherite Scrap. That processing step changes what the block becomes, not how many blocks mining yields. Minecraft Wiki: Ancient Debris; Mojang: Block of the Week—Ancient Debris
