Settling beside fresh water gives a new city 5 Housing, compared with 3 for a coastal city without fresh water and 2 for a city without water. That extra room can help a city grow before Housing constrains it, but it does not guarantee a particular population or make every riverside tile the best place to settle.
How fresh water affects a new city
For this starting Housing bonus, the City Center must be adjacent to a river, lake, or oasis. The Civilization VI Civilopedia’s Gathering Storm Water entry gives these starting values:

These are Housing values, not a promise that a city will reach a set population by a certain turn. Housing is one factor in population growth; food and the rest of the city’s circumstances matter too. The official Civilization VI 25th Anniversary Online Manual puts the value of rivers simply: “A river can be critical for the growth of a city, as it’s a welcome supply of fresh water.”
Fresh water, coast, or no water: what should you settle?
Fresh water is a useful advantage, especially when early growth is running into Housing limits. But assess the whole site rather than settling on water alone:

- Food: Consider whether nearby tiles can support population growth.
- Production: A strong production start can be more useful than the Housing bonus in some situations.
- Defense and resources: Weigh terrain and nearby resources against the benefits of water access.
- District placement: Consider whether the location leaves useful options for districts.
- Aqueduct potential: If the city lacks fresh water, check whether an Aqueduct can be placed.
Coast still provides more starting Housing than settling without water, but for this comparison it is not fresh water: the coastal value is 3 rather than 5.
Can an Aqueduct help a city without fresh water?
Yes. In the Gathering Storm Civilopedia entry, an Aqueduct provides up to 6 Housing to a city that has no existing fresh water. If the city already has fresh water, the Aqueduct instead adds 2 Housing. Its placement must meet the entry’s adjacency rules: it must be next to the City Center and have an eligible nearby river, lake, oasis, or mountain.

Gathering Storm drought effect
In Gathering Storm, Aqueducts also prevent Food loss during drought. This is an expansion-specific district effect, not a general effect of settling beside fresh water.

- Move the Settler’s view over a potential City Center tile and check whether it is adjacent to a river, lake, or oasis.
- Use the in-game Settler water guide to identify water access and compare nearby candidate locations.
- Check food, production, terrain, resources, and district options before committing to the site.
- If the location has no fresh water, check whether an Aqueduct can meet its placement requirements.
