Yes. The PS5 edition of Grand Theft Auto V has two graphics modes with a 60 FPS target: Performance and Performance RT. Rockstar describes both as upscaled 4K; Performance RT also includes ray tracing. The target is not a promise of a locked 60 FPS in every scene.
Which GTA 5 PS5 modes target 60 FPS?
Rockstar’s March 4, 2022 mode descriptions distinguish the options by frame-rate target, resolution and ray tracing:

These are Rockstar’s advertised settings, not independently measured results for every scene. “Targets 60 FPS” is the accurate description; the official specifications do not establish that the game stays at a locked 60 FPS throughout play. Rockstar’s PS5 and Xbox Series X|S announcement describes Performance as tuned for responsive gameplay and separately lists Performance RT.
How to choose between Performance, Performance RT and Fidelity
Choose Performance for the straightforward 60 FPS target
Performance prioritizes responsiveness and targets 60 FPS, with upscaled 4K. Rockstar does not list ray tracing for this mode.

Choose Performance RT if you also want ray tracing
Performance RT keeps the 60 FPS target and upscaled 4K description while adding ray tracing. It is the option for players who value both the higher frame-rate target and that visual feature.
Choose Fidelity for native 4K and visual quality
Fidelity targets 30 FPS and is described as native 4K with ray tracing. It trades the higher frame-rate target for Rockstar’s highest-visual-quality mode.

Do you need a 4K TV for 60 FPS?
No 4K display requirement for the 60 FPS target is stated in the official mode descriptions. PlayStation says the PS5 graphics modes support up to 4K and up to 60 FPS, and notes that a compatible 4K TV or display is required to display 4K. That display note concerns seeing 4K output; it does not say a 4K screen is needed for the 60 FPS mode target. PlayStation’s GTA V page gives those qualifications.

These mode descriptions apply to the PS5 edition, not automatically to the PS4 version. Rockstar’s PS5 store listing for Grand Theft Auto V identifies the PS5 version and says it includes GTAV Story Mode and GTA Online.
