Why Luke is associated with Jedi: Survivor
EA’s April 28, 2023 launch announcement says the Deluxe Edition includes exclusive cosmetic items inspired by Han Solo, Luke Skywalker, and R2-D2. That describes character-inspired customization, not Luke as a playable character, non-player character, or story cameo. The announcement does not say Luke appears in the story: EA’s launch announcement.

Whose story does the game tell?
Jedi: Survivor continues Cal Kestis’s story, five years after Star Wars Jedi: Fallen Order, during the Reign of the Empire era, according to StarWars.com’s game page. EA’s announcement identifies Cal as the lead and names BD-1, Cere Junda, Greez Dritus, Merrin, and Bode Akuna among the characters in the adventure. Bode is described as a new ally.
The official page and developer interviews focus on Cal and his companions, but they do not provide an exhaustive cast list. The conclusion that Luke is absent as a story character is supported by the official material reviewed; neither the page nor the publisher’s announcement states that absence explicitly.
