Blizzard’s official material does not establish romantic feelings between them. The character once known as Jesse McCree is now named Cole Cassidy in Blizzard’s current biography.
Why Cassidy has a connection to Echo
Before Echo entered the story, Cassidy was assigned to guard Dr. Mina Liao, the scientist who created her. Blizzard’s account says Cassidy and Liao became friends. Echo is an adaptive AI that learned by observing others, so Cassidy’s connection to her begins with her creator rather than with a stated romantic storyline.
After Liao died, Echo was shut down and placed in quarantine. Years later, during a Deadlock Gang train hijacking, Cassidy freed Echo from danger. Blizzard’s history of Echo recounts that rescue, and the current Echo biography identifies Cassidy as part of her story.
What their relationship is in canon
The official sources support describing Cassidy as Echo’s rescuer and teammate, with a connection to her through Liao. Echo later joined the reformed Overwatch team alongside Cassidy. That makes a friendly or protective interpretation reasonable, but it is different from confirmation of a romance.
