The number does not work like a quota. Each encounter is a separate chance, so a shiny can appear before 8,192 attempts or not appear after that many. There is no attempt number at which the game guarantees one.
Can you increase shiny odds in LeafGreen?
No odds-boosting method is established for LeafGreen. A Generation II–III reference lists the game’s rate as 1/8,192 and says these games have no Shiny Charm or method to raise the odds; its summary is scoped to those generations. Yes. For a target that can be attempted again, you can save beforehand, check the Pokémon, and reset if it is not shiny. The FireRed/LeafGreen FAQ suggests this approach for starters and Legendaries. Resetting gives you another attempt; it does not increase the chance on any individual attempt. The right save point and steps depend on the specific encounter, so do not assume one route applies to every target.
Are there guaranteed shiny Pokémon in LeafGreen?
Trainer Tower includes trainers who use shiny Pokémon, but these are trainer-owned Pokémon rather than wild Pokémon you can catch. Bulbapedia lists a shiny Meowth on the seventh floor in Single Battle mode, a shiny Espeon used by the pair of trainers on the first floor in Double Battle mode, and a shiny Seaking used by the second trainer on the fourth floor in Knockout mode.
