In Sekiro: Shadows Die Twice, you can use Mortal Draw with zero Spirit Emblems, but the emblem-free version has shorter range and deals less damage. It is a fallback, not the full-strength attack.
What changes when you have no Spirit Emblems?
A Steam Community discussion from May 18, 2019 reports that Mortal Draw remains executable without emblems. The accepted reply describes the penalty as reduced range and attack damage. The discussion is player-generated, not an official explanation from FromSoftware.

- It still works: reaching zero emblems does not, according to the discussion, prevent you from performing Mortal Draw.
- It is weaker: expect less reach and damage than the emblem-powered attack.
The source gives no controlled damage comparison or percentage, so there is no supported figure for how much weaker the move becomes.
Is Mortal Draw worth using without emblems?
It can be useful when you have an opening and are close enough to connect. Because the no-emblem version has less range and damage, do not count on it to reach an opponent who is just outside your normal attack distance or to hit with the same force as the powered move. Choose based on the opening and the alternatives available; the cited discussion does not establish that it outperforms a regular sword attack or another combat art.

Why does Mortal Draw use Spirit Emblems?
Mortal Draw is a combat art unlocked by acquiring the Mortal Blade. A community-maintained Mortal Draw reference lists an emblem cost for its slices. The game’s costs have also changed by version: in its April 22, 2019 update, FromSoftware said it adjusted the efficiency and Spirit Emblem costs of Mortal Draw and Empowered Mortal Draw. That history is a reason not to assume one unqualified cost applies to every version.

The official 2019 update includes Empowered Mortal Draw among the combat arts whose efficiency and emblem costs were adjusted. The sources cited here do not establish how its no-emblem version compares with standard Mortal Draw, so no precise comparison is warranted.
