Yes, for full online play. Nintendo says an active Nintendo Switch Online membership is required to play Nintendo Switch Sports online. Without one, you can still enter a limited Play Globally trial competition against computer competitors; that is not full online play. Nintendo’s requirement applies to online features, not to launching the game itself.
What you can do online without a membership
Nintendo Support says that when you select Play Globally without a Nintendo Switch Online membership, you can play a trial competition against computer competitors. The FAQ does not describe this as access to full online play. See Nintendo’s Nintendo Switch Sports FAQ.

Nintendo’s official Nintendo Switch Sports site also says online features require both a Nintendo Account and a Nintendo Switch Online membership. The membership requirement is for online features; it does not mean the game is entirely unplayable without a subscription. The cited sources do not provide a complete list of which local modes are available membership-free.
Voice chat has separate conditions
For voice chat in Play with Friends through the Nintendo Switch Online smartphone app, Nintendo says a membership is required. Nintendo also says accounts belonging to users under 13 cannot use that app-based voice-chat feature. These conditions concern app voice chat, not the separate question of whether the game itself can be played locally.

What Nintendo says about LAN play
Nintendo documents a wired LAN option separately from online play. Its setup instructions support up to four consoles and up to eight total players when two players use each console. The instructions describe how to connect and play over a local network, but do not state whether a Nintendo Switch Online membership is required. See Nintendo Support’s LAN play instructions.

Nintendo’s game FAQ notes that a newly started membership may take a short time to register in Nintendo Switch Sports. If the game still indicates that you do not have membership after waiting briefly, close and reopen the software, then check again.
