Under the legacy 2014 D&D 5e rules, no: Polymorph has no effect on a creature with the Shapechanger trait, and changelings have that trait. This is the standard reading of the rules text, not a separate official ruling specifically naming changeling player characters.
Why the 2014 spell does not affect a changeling
The legacy 2014 spell says: “The spell has no effect on a shapechanger or a creature with 0 hit points.” The official Basic Rules spell text makes this a separate limitation on the spell’s targets.
The official Eberron errata identifies the changeling trait as Shapechanger. Applying the spell’s exception to that named trait is why the usual 2014 rules-text answer is that Polymorph does not work on a changeling.
The saving throw does not bypass the exception
A creature’s Wisdom saving throw matters when it is unwilling to be transformed, but it does not override the spell’s separate shapechanger restriction. The exception says the spell has no effect on a shapechanger; succeeding or failing the save does not change that.

Shapechanging is not the same as taking a Beast form
A changeling’s appearance-changing trait alters its appearance while leaving its game statistics unchanged. It does not let the changeling become a Beast for Polymorph. Under the 2014 spell, a valid new form must be a Beast within the spell’s challenge-rating or level limit, and the shapechanger exception applies before that transformation can occur.
Does the same answer apply to the current rules?
Do not assume the legacy answer carries over. D&D Beyond lists a separate current Polymorph entry, distinct from the 2014 legacy spell. Check the wording in the rules version your table uses; the current full spell text should be confirmed in the adopted rulebook before making a definitive ruling.

How certain is the changeling-specific ruling?
The 2014 spell explicitly excludes shapechangers, and the changeling trait is named Shapechanger. That supports the standard rules-text interpretation above. The official materials cited here do not include a separate publisher-issued ruling that specifically says a changeling player character counts as a shapechanger for Polymorph. If your group distinguishes a player-character lineage trait from a monster stat block, agree on how the adopted rules apply at the table.
