There is no universally best choice: save Treviso if you want Lucanis’s romance, or save Minrathous if you want to avoid Neve’s disapproval and protect the Shadow Dragons from the larger reported faction-strength penalty. The neglected city suffers damage and its companion becomes Hardened, so your priorities as Rook matter more than which dragon you fight.
When do you choose between Minrathous and Treviso?
The decision comes immediately after recruiting Davrin in “A Warden’s Best Friend.” Neve and Lucanis report that blighted dragons are attacking both cities, and Rook must choose which one to defend. The choice starts that city’s quest; the walkthrough sources say you cannot freely finish other activities before making it. PC Gamer and GameSpot describe the choice and its timing.
What changes with each choice?

The early dragon encounters are structurally similar, and the dragon flies away rather than being defeated in this encounter, according to GameSpot. The bigger distinction is what happens to the city and companion you leave undefended.
Which city should you save for romance?
Save Treviso for Lucanis
EA’s romance guidance says choosing Minrathous over Treviso immediately locks you out of Lucanis’s romance. If you want to pursue him, defend Treviso.

Save Minrathous for Neve
Saving Treviso earns Neve’s disapproval and hardens her, but EA says that does not necessarily prevent her romance. Defending Minrathous is the safer choice if you want to avoid that relationship setback.
How much does faction strength change?
GameSpot reports these faction-strength penalties for neglecting a city: -250 for the Shadow Dragons if you do not save Minrathous, and -100 for the Antivan Crows if you do not save Treviso. These are reported game mechanics, not real-world statistics. If minimizing the reported faction-strength loss is your priority, save Minrathous.

The neglected faction’s merchant also becomes unavailable for selling valuables to raise faction strength, according to Gamer Guides. That makes rebuilding that faction harder.
What happens to the city you leave undefended?
If you neglect Minrathous
Venatori attack the Shadow Dragons’ base, the quartermaster vendor dies, and Viper is blighted, according to GameSpot.

If you neglect Treviso
Some Antivan Crows are blighted, including Chance, a quartermaster and quest giver. The neglected city has follow-up aftermath content; the saved city later supports Rook at an important Act 2 moment, as reported by PC Gamer and GameSpot.

The companion associated with the neglected city becomes Hardened and is unavailable for a period. GameSpot reports that a Hardened companion loses their support or healing ability, gains stronger offensive passive effects, and builds relationship progress more slowly. PC Gamer notes that Neve’s combat skill changes if Minrathous is neglected.

So, Minrathous or Treviso?
- Choose Treviso if Lucanis’s romance is your priority.
- Choose Minrathous if you want to avoid Neve’s disapproval or minimize the reported faction-strength penalty.
- Choose the city Rook most wants to protect if role-playing and the fate of its people matter more than romance or faction strength.
