A Portcrystal marks a location that can serve as a Ferrystone destination. The PlayStation Store calls its listed Portcrystal a “Warp Location Marker” and says a Ferrystone instantly transports your party to its location. The listing also says the Portcrystal is obtainable in-game, so buying that add-on is not presented as a requirement for using the travel system.

This explains the basic relationship: the Ferrystone is the travel item, and the Portcrystal is the destination marker. The cited description does not confirm every Portcrystal location or provide a full current-version map of fast-travel destinations.
Why can’t I use my Ferrystone?
A Ferrystone cannot activate everywhere. Capcom Support gives being under a roof as an example of a restricted location and notes that the item can appear greyed out and unavailable.
