Which port is easier to explore on foot?
Kotor: easiest when the ship is alongside
The Port of Kotor says its two cruise berths are near the Old Town center, in front of the walls. That makes it possible for a port day to begin with a walk into town rather than a ride from a separate cruise terminal. The port also reports three anchorages in Kotor Bay, however, so the ship may not be at a berth beside the Old Town. The source does not establish the landing arrangement for an individual future call.

Dubrovnik: a transfer or a longer walk from Gruž
Dubrovnik’s cruise port is in Gruž, not at the Old Town. The Port Authority estimates a 30–40 minute walk between the port and the Old Town, or a 10–15 minute bus ride to Pile depending on traffic. It says buses run every 10–20 minutes. A taxi journey is estimated at 7–10 minutes, also depending on traffic. Organised bus transport on the port–Old Town route is listed among the port’s facilities; whether it is part of a particular ship’s arrangements is not established by that listing.
What kind of day does each port suit?
Choose Kotor for easy Old Town access and a bay arrival
Kotor is the stronger match if you want to get into a historic center with as little transfer planning as possible and your call is scheduled alongside. The setting adds another reason to choose it: the Port of Kotor describes cruising through the bay, which it says is on the UNESCO list of natural heritage, as a distinctive attraction. If your ship anchors instead, factor in the extra step between ship and shore before assuming the day will be as walk-off convenient.

Choose Dubrovnik when the Old Town is the main event
Dubrovnik makes sense when visiting its Old Town matters enough to justify planning the Gruž-to-center leg. The choice is not simply whether one city is “better”: the practical tradeoff is Kotor’s potentially direct walk into town and bay scenery versus Dubrovnik’s separate transfer to the Old Town.

The Dubrovnik Port Authority describes cruise passenger-management measures, including a joint booking arrangement for ships at the port and in front of the Old City. That indicates formal management, not a prediction that a particular call will be quiet. The Port of Kotor’s About page reports approximately 500 cruise ships carrying about half a million passengers and around 1,000 yachts each year, but does not state the year for those figures; they should not be read as a current annual count.

For either port, use your actual itinerary and call details rather than a general destination label. Allow for disembarkation, any shore landing, the trip into town, and the return to the ship. There is no universal safe transfer buffer established by the cited port information, and traffic, berthing or anchoring, and crowd conditions can vary by date.

- Check Kotor’s landing arrangement. Confirm whether the itinerary or cruise line lists a berth or an anchorage in the bay. If the ship is alongside, Kotor is likely the simpler option for a short walk-focused visit.
- Work out Dubrovnik’s transfer from Gruž. Compare the port authority’s walking, bus, and taxi estimates with your available time, remembering that its bus and taxi times depend on traffic.
- Set your priority. Favor Kotor for walk-off convenience and the bay; favor Dubrovnik if its Old Town is the reason you want to spend the day ashore.
- Check the schedule for your date. Confirm port hours and the ship’s call details, then leave enough time for the return leg and any delay. The available port information does not give a one-size-fits-all time buffer or a day-specific crowd forecast.
