efssvc.dll Load Failure: Repair Windows EFS Without Downloads

efssvc.dll is a genuine Microsoft Windows component called EFS Service. It supports Encrypting File System (EFS), which provides file-level encryption on NTFS volumes, and Microsoft documents the EFS service as hosted in lsass.exe.

If Windows says the file is missing, damaged, or unsuitable for Windows, do not download a replacement DLL. First install pending updates, then repair the Windows component store with DISM and verify protected system files with SFC.

Identify the file before repairing it

Item What to know
Component EFS Service
Windows function Supports Encrypting File System operations on NTFS
Normal location %SystemRoot%System32
Other possible copy A 32-bit Windows build or 32-bit component on 64-bit Windows may use an architecture-specific copy
Version and size Depend on the installed Windows build
Correct source Windows servicing, Windows Update, or matching Windows installation media

Microsoft does not provide one universal current version, size, hash, or architecture for every Windows installation. Do not judge a file only by its filename. A copy in an application folder may be private to that application and may not be the Windows component at all.

To check the path reported by an error:

  1. Press Windows key + R.
  2. Enter %SystemRoot%System32 and press Enter.
  3. Search for efssvc.dll.
  4. Right-click the file, choose Properties, and open Digital Signatures.
  5. Check whether the signer is Microsoft and whether Windows reports the signature as valid.

Do not replace anything in System32 or SysWOW64 manually. The correct architecture and version must match the rest of the Windows installation.

What the error messages mean

You may see any of these messages:

  • “The program can’t start because efssvc.dll is missing from your computer.”
  • “The code execution cannot proceed because efssvc.dll was not found.”
  • “There was a problem starting efssvc.dll. The specified module could not be found.”
  • “Error loading efssvc.dll.”
  • “efssvc.dll is either not designed to run on Windows or it contains an error.”
  • “Cannot register efssvc.dll.”
  • “The specified procedure could not be found.”

They are Windows loader-style messages, not a definitive diagnosis.

“Missing” or “not found” can mean the named file is absent, but “the specified module could not be found” can also indicate a missing dependency. “Not designed to run on Windows” commonly points to corruption, an incompatible architecture, or a DLL from another Windows release. “Specified procedure could not be found” may indicate incompatible versions or missing exports.

Before making changes, note:

  • Did the error begin after a Windows update, rollback, cleanup, cloning operation, or interrupted repair?
  • Does it appear during startup, when opening encrypted files, or only when launching one application?
  • Is the reported path the Windows System32 path, or an unexpected application directory?
  • Does Windows Security show a quarantine event?
  • Is the problem limited to one user account or absent in Safe Mode?
  • Is the computer running an old Windows release?

Fix 1: Install updates and restart

A failed or incomplete servicing operation can leave a Windows component unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Start > Settings.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Install all available updates.
  5. Restart Windows, even if it does not explicitly require a restart.
  6. Try the action that produced the error again.

If the error began immediately after an update, open Settings > System > Recovery and review the available recovery options. System Restore can return system files, drivers, registry settings, and installed programs to an earlier restore point without normally affecting personal files.

If the update process itself fails, continue with DISM and SFC rather than repeatedly attempting the same update.

Fix 2: Repair Windows with DISM and SFC

Run these commands from an elevated Command Prompt. DISM repairs the Windows component store, while SFC checks protected system files. Microsoft recommends running DISM before SFC because DISM can provide the repair source SFC needs.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt and select Run as administrator.
  4. Approve the User Account Control prompt.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish. This can take time and may appear to pause.
  2. Then run:
sfc /scannow
  1. Restart Windows after both commands complete.
  2. Test the failing program or Windows feature.

Interpret the results

If SFC reports that it found corrupt files and successfully repaired them, restart and test again. That is the result most consistent with a damaged or deleted Windows copy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If SFC reports that it could not repair some files:

  1. Restart once.
  2. Run the DISM command again.
  3. Run sfc /scannow again.
  4. Review %windir%LogsCBSCBS.log if the issue remains.
  5. Continue to a matching repair source or Windows recovery option.

If DISM cannot obtain repair files through Windows Update, use matching installation media or another valid Windows source. Replace the placeholder below with the correct source for the installed Windows build:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Do not use an arbitrary folder or a source from a different Windows release.

Repeating SFC and DISM without knowing what changed can make troubleshooting tedious. Outbyte PC Repair can show repair issues through its free scan, while repairs are performed by the full version; Windows Update and Microsoft servicing remain the definitive path for this Windows component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 3: Check Windows Security quarantine

Defender or another security product may have removed a legitimate system file, or it may have detected an unauthorized replacement.

  • MICROSOFT WINDOWS 11 PRO (INGLES) FPP 64-BIT ENG INTL USB FLASH DRIVE
  1. Open Start > Settings.
  2. Select Privacy & security > Windows Security.
  3. Choose Virus & threat protection.
  4. Select Protection history.
  5. Look for an event involving efssvc.dll.
  6. Expand the event and inspect its location, detection, and action.

Do not blindly choose Allow on device or restore the file. First confirm that the file is genuinely Microsoft-signed and that the detection is a false positive. Microsoft warns that a restored quarantined file may be detected again.

Run a Full scan. If malware or unauthorized replacement is plausible, use Microsoft Defender Offline scan from the same Virus & threat protection area. After scanning, run DISM and SFC again so Windows can restore a trusted component.

If there is no quarantine event, do not create an antivirus exclusion merely because a DLL error page recommends it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 4: Repair the application that reports the error

If the message appears only when launching one application, determine whether it is loading a private copy from its installation directory.

  1. Right-click the application shortcut and choose Properties.
  2. Check the Target field to identify the application location.
  3. Look in that directory for efssvc.dll.
  4. If the error points there rather than to %SystemRoot%System32, update or repair that application using its official publisher-provided installer.
  5. In Windows, open Settings > Apps > Installed apps.
  6. Select the application’s More options button.
  7. Choose Advanced options > Repair, when available.
  8. If Repair does not work, choose Reset only if you understand that it can remove application data.
  9. Alternatively, open Control Panel > Programs and Features, select the application, and choose Repair or Change, when offered.
  10. If necessary, uninstall and reinstall it from the official publisher.

For a game launcher, use its built-in file verification first. Reinstalling the application is appropriate when it owns the failing private copy. It is not a reason to copy a random DLL into the Windows system folders.

Fix 5: Check architecture and dependencies

A 32-bit program on 64-bit Windows may use a different architecture-specific system copy. Installing an x86 DLL into a 64-bit location, or an x64 DLL into a 32-bit location, can cause “not designed to run on Windows” and loader errors.

Do not solve this by copying files between System32 and SysWOW64. Let Windows servicing restore the correct files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A dependency can also be missing even when efssvc.dll exists. If the message says the specified module could not be found, inspect the actual path and repair Windows first. If only one application fails, repair that application and any runtime it officially requires through the application publisher’s installer.

Conditional driver check

Drivers are not the normal source of an EFS service DLL error, but a broader startup problem may involve a damaged device driver.

  1. Right-click Start and open Device Manager.
  2. Expand categories with a warning icon.
  3. Right-click the affected device and choose Update driver.
  4. Select Search automatically for drivers.
  5. Restart Windows.
  6. If the problem began after a driver update, open Properties > Driver and choose Roll Back Driver, when available.

Hunting through many hardware vendors to find a stale driver is separate from repairing Windows components. Outbyte Driver Updater offers a free scan to identify outdated drivers, while driver installation is handled by the full version; use it only as an optional convenience, not as a substitute for repairing efssvc.dll.

Fix 6: Escalate to Windows recovery

Use recovery when DISM and SFC cannot repair the component.

System Restore

If a restore point predates the error:

  1. Open Start and search for Create a restore point.
  2. Open the result.
  3. Select System Restore.
  4. Choose a restore point from before the failure.
  5. Review the affected programs and complete the wizard.

Matching installation media

For persistent servicing damage, use official installation media that matches the installed Windows edition and architecture. An in-place repair can restore Windows components while preserving personal data, but back up important files first and follow Microsoft’s current recovery instructions.

Windows 10 support ended on October 14, 2025. Its repair commands may still work, but its security and servicing position differs from supported Windows 11 installations.

What not to do

  • Do not download efssvc.dll from a random DLL repository.
  • Do not copy an isolated DLL into System32, SysWOW64, or an application folder.
  • Do not assume the newest-looking file is compatible with the installed Windows build.
  • Do not run regsvr32 efssvc.dll as a general repair.

regsvr32 is intended for DLLs that expose COM registration entry points such as DllRegisterServer. efssvc.dll is a Windows service module, not a normal COM or ActiveX component. A “module failed to load” or “entry point not found” result from regsvr32 does not prove that the file is missing.

Important EFS warning

Repairing efssvc.dll repairs a Windows component. It does not decrypt or recover EFS-protected files.

If you use EFS, preserve your certificates and recovery keys before major recovery or reinstallation work. Losing the required EFS certificate or private key is a separate data-recovery problem, even after Windows itself has been repaired.

FAQ

Is efssvc.dll a Microsoft file?

Yes. It is the EFS Service component of Windows and supports Encrypting File System operations.

Should I install Visual C++, DirectX, or .NET?

No. Those installers are not the normal source of this Windows component. Repair Windows with Windows Update, DISM, and SFC instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does “module could not be found” prove that efssvc.dll is absent?

No. A dependency of the DLL may be missing or damaged, or an application may be loading an incompatible private copy.

Why does regsvr32 fail?

Because efssvc.dll is not normally registered like a COM or ActiveX DLL. Use DISM and SFC, or repair the application if the error points to an application-owned copy.

What if SFC says it repaired the file but the error remains?

Restart, test again, and confirm the path being loaded. If only one application fails, repair or reinstall that application. If Windows still fails, inspect CBS.log and escalate to System Restore or a Windows repair reinstall.

Can repairing Windows recover encrypted files?

No. Windows repair and EFS key recovery are separate. Preserve the EFS certificate and recovery key before major recovery operations.
