In the UK Health and Safety Executive’s workplace-safety guidance, it includes machinery, appliances, tools and installations used at work. Choosing it safely means matching it to the task and conditions, making sure people know how to use it, and arranging suitable inspection and maintenance. This is a workplace-safety guide, not a definition for video-game equipment or consumer products.
What counts as work equipment?
The UK Health and Safety Executive (HSE) defines work equipment as “any machinery, appliance, apparatus, tool or installation for use at work, whether exclusively used at work or not.” That definition is specific to the UK workplace-safety context; it should not be treated as a universal definition for consumer, medical, sports or other equipment. HSE’s equipment and machinery FAQ explains the term.
Rules also depend on location. The UK’s Provision and Use of Work Equipment Regulations (PUWER) set requirements for work equipment and its use in Great Britain. The EU’s Directive 2009/104/EC sets minimum requirements for equipment used by workers in its member-state context. US workplace guidance, including OSHA’s personal protective equipment material, applies in a different jurisdiction. These sources are not interchangeable legal advice.
How to choose equipment for a task
Start with the actual work, not a product label or a generic list of features. HSE advises buyers to consider what the equipment is intended to do, where and how it will be used, who will use it, and the associated health and safety risks. PUWER also requires equipment to be suitable for its intended use. For complex or custom-built equipment, HSE recommends discussing requirements with potential suppliers. - Task: Confirm the equipment can perform the work it is being selected for.
- Environment: Consider the place and conditions of use, including hazards associated with the setting.
- Users: Account for who will operate the equipment and what information, instruction or training they need.
- Safety controls: Check that appropriate safeguards and protective devices are fitted and usable.
- Ongoing care: Understand the maintenance, inspection and safe-use arrangements needed to keep it effective.
- Local requirements: Check the rules applicable where the equipment will be used.
The International Labour Organization’s guide to safety in the use of machinery, plant and equipment likewise advises assessing risks before use, checking that machinery is complete and safeguards are fitted, and establishing safe systems for use and maintenance.
Safe use requires more than suitable equipment
Workers need information and instruction appropriate to the equipment and task, as well as training where needed. The level of instruction depends on the work and a person’s prior experience; owning or supplying equipment does not by itself make its use safe. Protective devices and safeguards are also part of the safe-use setup, not optional substitutes for training. HSE outlines these considerations in its FAQ and PUWER guidance.

Personal protective equipment (PPE)
PPE is one distinct category of workplace equipment. Examples include gloves, safety glasses, safety shoes, hearing protection, hard hats, respirators and protective clothing. Selection should reflect the hazards workers face, and safe use includes appropriate training and care. OSHA’s PPE overview provides US workplace guidance; requirements vary by jurisdiction.
Inspection, faults and maintenance
Maintenance includes work to prevent problems, correct faults and keep equipment effective. HSE warns that poorly planned maintenance can expose workers to hazards, including unexpected start-up. Its guidance recommends reporting damage, using competent maintainers, following the manufacturer’s instructions, planning the work and isolating machinery when necessary. - Report problems: Tell the responsible person about damage or faults; do not continue using equipment known to be faulty or damaged.
- Plan the work: Identify hazards that may arise during maintenance, including unexpected movement or start-up.
- Use competent people: Assign maintenance to people with the appropriate competence for the work.
- Follow instructions and isolate as needed: Use manufacturer guidance and ensure hazardous energy is isolated or locked off where appropriate.
- Arrange suitable checks: Set maintenance and inspection arrangements that fit the equipment and its risks.
The ILO machinery guide also stresses competent maintenance and controlling hazardous energy. Maintenance itself can create risks, so it needs a safe system of work rather than being treated as a routine task without hazards.

Workplace obligations depend on where the equipment is used and the type of work involved. HSE and PUWER describe the UK context; the EU directive sets minimum requirements in the EU framework; OSHA’s PPE material is US guidance. The ILO guide offers international workplace-safety guidance, but it does not replace applicable national law. For a particular workplace or piece of equipment, use the regulator and legal requirements for that jurisdiction.
