EU Stop Killing Games Petition: What the Commission Decided

The EU initiative asked publishers to leave games functional after commercial support ends. The Commission declined to propose a binding rule for now and plans industry discussions by the end of 2026.

The EU’s “Stop Destroying Videogames” initiative—widely known through the Stop Killing Games campaign—won 1,294,188 verified statements of support, but it did not become a law requiring publishers to keep games playable. On 16 June 2026, the European Commission declined to propose that binding obligation at this stage. Instead, it said it would start discussions with the video game industry and consumer representatives by the end of 2026, aiming for an industry code of conduct.

What did the Stop Killing Games petition ask for?

The official European citizens’ initiative was titled “Stop Destroying Videogames.” Its organisers asked the European Commission to require publishers selling or licensing video games in the EU to leave those games in a functional state, rather than remotely disabling them when commercial support ends. This was a request for EU action, not a law already in force. A European citizens’ initiative invites the Commission to consider action when it meets the required support conditions; it does not itself enact the requested measure.

How much support did the initiative receive?

The organisers submitted 1,294,188 verified statements of support, exceeding the one-million threshold. What did the European Commission decide?

In its response on 16 June 2026, the Commission said it could not, at this stage, propose a legal obligation to keep video games playable after they stop being provided commercially. It cited intellectual property considerations, including rights holders’ exclusive rights under EU copyright law. This is a decision not to propose the requested EU-wide binding rule at this stage; it is not an announcement that the initiative became law. European Citizens’ Initiative: Commission response.

What happens next?

The Commission said it would initiate an exchange with video game industry representatives and consumer representatives by the end of 2026, with the aim of drawing up an industry code of conduct on managing games’ end of life. That is a voluntary industry-process route, distinct from the binding legal obligation sought by the organisers. The Commission also said it would work with consumer organisations and authorities to raise awareness of existing rights, and report on the application of the Directive on digital content and digital services before the end of 2026. Why can a game become unplayable when support ends?

Many modern games depend on publisher-operated servers for some or all of their functions. The Commission notes that when publishers stop supporting those servers, a game can become partly or entirely unplayable. The effect depends on the game: a server-dependent title may lose core functionality, while a game with playable offline components may remain usable in part. What consumer protections does the Commission point to?

The Commission says consumer law includes safeguards such as information about contract duration and termination conditions, as well as remedies where digital content or services fail to conform to contractual terms and reasonable expectations. Those general safeguards do not, on their own, establish what a particular player can claim when a specific game is shut down. The outcome may depend on the contract, the service and the facts of the dispute.
