ext-ms-win-authz-claimpolicies-l1-1-0.dll is a genuine Microsoft Windows API-set contract, not a normal game DLL or a file you should download from a random archive. Repair Windows first, then repair the one application that reports the error.
The filename belongs to Windows authorization infrastructure. The safest sequence is Windows Update, DISM, SFC, and then an application repair or reinstall if only one program is affected.
What ext-ms-win-authz-claimpolicies-l1-1-0.dll means
Microsoft uses API-set contracts to describe groups of Windows APIs. Names beginning with ext- identify extended contracts that may not be present on every Windows edition. The loader resolves these contracts specially rather than treating them exactly like ordinary DLL files. Microsoft explains this naming and behavior in its Windows API sets documentation.
The authz portion refers to Windows authorization functionality. Microsoft’s Authz API supports access checks, client security contexts, auditing, and policy evaluation, as described in Using the Authz API.

This is not necessarily the implementation DLL itself. It is an API-set contract or loader-facing stub name. Windows maps API-set imports to the appropriate implementing system module for that installation.
Do not assume that every Windows 10 or Windows 11 installation contains a standalone file with this exact name in one universal directory. The path, architecture, presence, and implementation can vary by Windows build, edition, servicing state, and system architecture.
Historical Microsoft API inventories identify this contract in Windows 8-era collections, while later API-set schema indexes list it for later Windows schemas. Check your installed build by pressing Windows key + R, typing winver, and pressing Enter.
Error messages you may see
Public error indexes associate this filename with messages such as:

- “The code execution cannot proceed because ext-ms-win-authz-claimpolicies-l1-1-0.dll was not found.”
- “Error loading ext-ms-win-authz-claimpolicies-l1-1-0.dll.”
- “The specified module could not be found.”
- “The file is either not designed to run on Windows or it contains an error.”
These are not an official Microsoft error catalog for this exact filename. Also, “The specified module could not be found” can mean that a dependency is missing, not necessarily that the named API-set contract itself is absent.
Fix 1: Install Windows updates and restart
Time needed: 10–30 minutes, depending on pending updates.
A failed update, incomplete upgrade, or damaged component store is the most likely explanation when several programs show system DLL errors.
- Press Windows key + I to open Settings.
- Select Windows Update.
- On Windows 10, open Update & Security, then select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart Windows, even if the update screen does not insist on it.
- Open the affected application again.
If the application starts, the missing contract was likely restored or the underlying component mismatch was corrected. If Windows Update reports an error, note the error code and continue with DISM.

Fix 2: Repair Windows with DISM and SFC
Time needed: 15–45 minutes.
Microsoft recommends running Deployment Image Servicing and Management before System File Checker when Windows components are missing or corrupted.
- Open the Start menu.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to reach completion. Do not close the window if progress appears to pause.
- After DISM finishes, run:
sfc /scannow
- Wait until SFC reaches 100 percent.
- Restart the computer.
- Test the affected program again.
Microsoft’s full procedure is documented in Repair missing or corrupted system files.
Success messages include The restore operation completed successfully from DISM and Windows Resource Protection did not find any integrity violations from SFC. SFC may also report that it found and repaired corrupted files. Restart before testing.
If SFC says it found corruption but could not repair some files, run DISM again and then repeat SFC. If DISM cannot obtain repair files from Windows Update, Microsoft supports using a matching Windows repair source:

Repeating commands without knowing whether the component store changed can make troubleshooting difficult. Outbyte PC Repair can scan for system problems and show what it identifies; its repair function is handled by the full version, but it is not required, and repairing the affected application remains definitive when that application is the actual source of the failure.
Fix 3: Repair or reinstall the affected application
Time needed: 10–30 minutes.
If only one game or program fails while Windows and other applications work, the application may be damaged, incorrectly packaged, or incompatible with the current Windows build.
First identify the exact program named in the error:
- Read the full error window and note the executable name.
- Check whether other applications start normally.
- Open the program’s official launcher or installer.
- Look for Repair, Verify files, Scan and repair, or a similar option.
- Run that option and allow it to replace damaged application files.
- Restart Windows and launch the program.
For a Microsoft Store application:
- Open Settings.
- Select Apps, then Installed apps.
- Select the application’s three-dot menu.
- Choose Advanced options.
- Select Repair.
- Test the application.
- If Repair does not help, use Reset, if available, knowing that it may remove the app’s local settings.
For a conventional desktop application:
- Open Settings > Apps > Installed apps.
- Select the program.
- Choose Uninstall.
- Restart Windows.
- Reinstall it using the developer’s official installer or launcher.
- Install the version matching your Windows architecture and application requirements.
If reinstalling the application fixes the error, do not copy a DLL into its folder. The installer or launcher has restored the correct dependency set.
Fix 4: Check antivirus quarantine
Time needed: 5–15 minutes.
Security software can quarantine or remove a Windows component after an update or a false detection.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving the affected program or a Windows component.
- Read the detection details carefully.
- Restore an item only when its location, signature, and source are clearly legitimate.
- Run Windows Update, DISM, and SFC after restoring it.
- Start a Full scan.
Do not permanently disable antivirus protection to make the error disappear. If the file was removed from an application directory, reinstall that application from its official source rather than restoring an unknown copy.
If multiple system files changed unexpectedly, run a Microsoft Defender offline scan. Malware is not proven merely because this filename is missing, but quarantine events and broad unexplained corruption deserve a security check.
Fix 5: Check architecture and application compatibility
Time needed: 10–20 minutes.
A 32-bit application can run on 64-bit Windows, but its complete dependency chain must be compatible. Do not copy an x86 file into a 64-bit system location, or an x64 file into a 32-bit application directory, based only on the filename.
- Press Windows key + R.
- Type
winverand press Enter to record the Windows version. - Open Settings > System > About.
- Check System type.
- Check the application developer’s requirements for supported Windows versions and architectures.
- Update or reinstall the application using the correct official package.
- If it is an older program, right-click its shortcut, select Properties, open Compatibility, and test an appropriate compatibility setting.
If the file appears to exist but the error remains, the executable may be corrupted, incompatible, or loading another invalid dependency. The message does not prove that the named contract itself is absent.
Fix 6: Update a related driver only when evidence points there
Time needed: 15–30 minutes.
Drivers are not the usual source of this API-set contract, but a failure that began immediately after a driver update or a system change may justify checking them.
- Right-click the Start button.
- Select Device Manager.
- Expand the category related to the failing application, such as Display adapters, Sound, video and game controllers, or Network adapters.
- Right-click the relevant device.
- Select Properties and review the Events and Driver tabs.
- Use Update driver only with a driver supplied through Windows Update or the hardware manufacturer.
- Restart Windows and test the application.
Avoid driver-updater downloads presented as a replacement for Windows repair. Outbyte Driver Updater can scan for outdated drivers and identify what it finds; driver installation is handled by the full version, and it is not required for this DLL error.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
If the problem started directly after a driver update, use Properties > Driver > Roll Back Driver, when that button is available. If no driver evidence exists, return to Windows servicing and application repair instead.
Fix 7: Use System Restore after a recent system change
Time needed: 20–60 minutes.
Use System Restore when the error began immediately after an update, driver installation, application installation, or other system change.
- Open the Start menu and search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point dated before the error began.
- Select Next, review the affected programs, and select Finish.
- Allow Windows to restart.
System Restore can revert system files, registry settings, and installed programs without removing personal files. Microsoft describes the process in System Restore.
If no restore point exists, continue with DISM and SFC. Persistent corruption may require an in-place Windows repair rather than a manually copied DLL.

Why downloading or registering the DLL is usually wrong
Do not download ext-ms-win-authz-claimpolicies-l1-1-0.dll from a random DLL archive. An isolated replacement may contain malware, belong to the wrong Windows build, use the wrong architecture, or fail because the real missing item is a dependency.
Copying it into an application folder can also create a DLL search-order problem. Windows may load an untrusted replacement from the application directory before using the intended system component. Microsoft documents this behavior in Dynamic-link library search order.
Do not run regsvr32 on this filename as a routine fix. regsvr32 is intended for self-registering DLLs that expose registration entry points such as DllRegisterServer, as described in Microsoft’s regsvr32 documentation and COM self-registration guidance. An API-set contract is not normally repaired through COM registration.
Reinstalling Visual C++, DirectX, or .NET is also not the normal solution. Those packages provide their own runtime families. Microsoft’s legacy DirectX package, for instance, supplies older D3DX, XAudio, and XInput components rather than replacing the Windows API-set infrastructure. Use those runtimes only when the application explicitly reports a matching runtime error.
Likely causes and the appropriate fix
| Likely cause | Best response |
|---|---|
| Corrupted Windows component store | Windows Update, then DISM and SFC |
| Failed update, rollback, or upgrade | Complete updates and repeat Windows repair |
| Antivirus quarantine | Review quarantine, scan, then repair Windows |
| Damaged application installation | Verify, repair, or reinstall the application |
| Incompatible executable or architecture | Install the correct application build |
| Malware or disk corruption | Defender scan, disk-health checks, and recovery |
| Runtime confusion | Install only the runtime named by the application |
What to give support
If the error remains, collect:
- The exact error text and any error code
- The application name and executable name
- Your Windows edition, version, and build from
winver - Whether Windows is 32-bit or 64-bit
- Whether one application or every application fails
- Whether the issue began after an update, driver installation, or antivirus action
- The results of DISM and SFC
- Whether the file was listed in antivirus quarantine
- Whether the application repair or official reinstall changed the error
That information distinguishes a Windows servicing problem from an application packaging or compatibility problem.
FAQ
Is ext-ms-win-authz-claimpolicies-l1-1-0.dll genuine?
Yes. Its ext- naming follows Microsoft’s documented API-set convention, and the contract appears in Windows API inventories. That does not mean every Windows installation has a standalone copy at the same path.
Is it a normal third-party DLL?
No evidence indicates that it is an ordinary third-party application DLL. It is associated with Windows API-set authorization infrastructure.
Does it belong to Visual C++, DirectX, or .NET?
Not normally. Those products provide separate runtime components. Repair Windows and the affected application before reinstalling unrelated runtimes.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Should I register it with regsvr32?
No. API-set contracts are not normally COM self-registering DLLs, so registration is not the appropriate repair.
Why does Windows say “module not found” when the file exists?
The executable may be incompatible or corrupted, or a dependency of the named contract may be missing. The message does not prove that this exact filename is absent.
Where should the file be located?
There is no universal path that can safely be promised. Location and implementation vary with Windows release, architecture, servicing state, and loader behavior.
What is the safest source for a replacement?
Use Windows Update, DISM, SFC, Windows recovery, or the affected program’s official installer. Do not use an unverified DLL archive.
