ext-ms-win-fsutilext-ulib-l1-1-0.dll is a genuine Windows API-set contract, not usually a standalone DLL that you should download. When an application reports that ext-ms-win-fsutilext-ulib-l1-1-0.dll is missing or was not found, repair Windows first, then repair or reinstall the particular program that triggered the message.

Common messages include:
- “The program can’t start because ext-ms-win-fsutilext-ulib-l1-1-0.dll is missing from your computer.”
- “The code execution cannot proceed because ext-ms-win-fsutilext-ulib-l1-1-0.dll was not found.”
- “There was a problem starting ext-ms-win-fsutilext-ulib-l1-1-0.dll.”
- “The specified module could not be found.”
“The specified module could not be found” can also mean that a dependent component is missing, not that the named API-set alias itself is absent.
Before fixing it, identify the scope
Note the exact application that shows the error and answer these questions:
- Does every application fail, or only one game or program?
- Did the problem begin after Windows Update, a cleanup utility, antivirus activity, a disk problem or an application installation?
- Is the affected application older than the Windows version you are running?
- Is the application 32-bit or 64-bit?
- Does Windows Update work normally?
- Has Windows Security quarantined a related component?
If only one application fails, its installation or compatibility is the leading suspect. If several unrelated applications fail, treat the issue as Windows component damage first.
Fix 1: Install Windows updates and restart
Time needed: 10–30 minutes, depending on pending updates
- Press Win+I to open Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Start the affected application again.
Windows servicing updates can restore or replace damaged system components and update the API-set schema used by the loader.
If Windows Update reports an error, restart once and check again. Do not skip directly to downloading the missing filename from an unfamiliar site.
Fix 2: Repair Windows with DISM and SFC
Time needed: 15–45 minutes
Microsoft recommends running DISM before System File Checker when Windows components may be missing or corrupted.
- Open Start and type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait until DISM finishes. Do not close the window if progress appears to pause.
- After DISM completes successfully, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the application.
DISM repairs the Windows component store. SFC then checks protected system files against that repaired store.

A successful result from SFC may say that Windows Resource Protection did not find any integrity violations. That means protected Windows files were not detected as corrupt, but it does not prove that an old application is compatible with your Windows release.
If DISM cannot obtain repair files through Windows Update, Microsoft documents using a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example source with a valid Windows source that matches your installed edition and build. Using an unrelated source can produce another repair error.

- Select Virus & threat protection.
- Click Protection history.
- Review recent detections involving the affected application or Windows components.
- Select a detection to view its details.
Restore a quarantined item only when you have confirmed that it is a false positive and the Windows installation and application are trusted. Microsoft warns that restoring a genuine threat can expose the device.
If you are unsure, leave the item quarantined, update Windows Security, run a full scan and repair or reinstall the application from its official source. Do not replace a quarantined component with a downloaded DLL.
Fix 4: Repair or reinstall the affected application
Time needed: 10–30 minutes, plus download time
If the message appears only when starting one application, repair that program after completing the Windows checks.

Use the Windows repair option
- Open Settings with Win+I.
- Select Apps.
- Select Installed apps.
- Find the affected program.
- Click its three-dot menu and select Advanced options, if available.
- Click Repair.
- Start the application again.
The Repair option normally preserves the program and its data. If it is unavailable, open Control Panel:
- Search for and open Control Panel.
- Select Programs.
- Select Programs and Features.
- Right-click the affected application.
- Choose Repair or Change, if offered.
- Follow the installer prompts.
For games, use the official launcher’s file verification or repair feature. The wording varies by launcher, but it normally checks the installed files and downloads damaged ones.
If repair does not work:
- Back up saved games, profiles or other application data.
- Uninstall the application.
- Restart Windows.
- Download the installer from the developer’s official website or official launcher.
- Install the current version.
- Start it once using the normal shortcut.
Do not assume that installing Visual C++, DirectX or .NET will repair this API-set contract. Those runtimes may be required by a particular application, but there is no Microsoft redistributable whose purpose is to install ext-ms-win-fsutilext-ulib-l1-1-0.dll.
Fix 5: Check compatibility and architecture
Time needed: 5–20 minutes
An older 32-bit application can fail on a newer Windows installation even when Windows itself is healthy. Windows runs 32-bit applications through WOW64, and their dependency paths can differ from those used by 64-bit programs.

- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose the Windows version recommended by the application publisher.
- Select Apply, then OK.
- Start the program.
You can also right-click the application and choose Run as administrator for a test. If that changes the result, check the program’s permissions and installation rather than permanently using elevated access without a reason.
Check the developer’s requirements for the supported Windows version and whether the application has separate 32-bit and 64-bit releases. Do not mix 32-bit and 64-bit DLLs manually. The API-set contract should be resolved by Windows.
Fix 6: Update a related driver only when the evidence points there
Time needed: 10–30 minutes
A driver change can trigger application failures, but a driver is not the normal owner of this Windows API-set contract. Update one only if the error began after a driver change, Device Manager reports a problem, or the application publisher identifies a specific driver dependency.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Storage controllers or Network adapters.
- Right-click the device.
- Select Properties and check the General and Driver tabs.
- If Windows reports a problem, select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For graphics, storage and chipset drivers, use the hardware manufacturer’s official support page when Windows cannot find a suitable update. If the problem began immediately after an update, the Roll Back Driver button may be appropriate.

regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. An API-set contract is a loader contract, not an ordinary COM or ActiveX library.

Running a command such as this is not a valid repair:
regsvr32 ext-ms-win-fsutilext-ulib-l1-1-0.dll
A likely response is that the module was loaded but the DllRegisterServer entry point was not found. Registration does not rebuild the Windows API-set schema and does not repair a damaged application.
Do not copy a downloaded DLL into System32, SysWOW64 or the application directory. A replacement can have the wrong architecture, conflict with Windows servicing or contain malicious code. The safe sources are Windows Update, Windows repair tools and the affected program’s official installer.

If nothing above works
If the failure began immediately after an update, cleanup operation, driver change or software installation, try System Restore:
- Press Win+R.
- Enter:
rstrui.exe
- Press Enter.
- Choose a restore point created before the problem began.
- Follow the prompts and restart.
On supported Windows 11 installations, you can also select Settings > System > Recovery > Fix problems using Windows Update > Reinstall now. This reinstalls the current Windows version while preserving apps, files and settings.
Back up important data before using recovery options. If System Restore and the Windows 11 repair reinstall are unavailable or unsuccessful, use matching Windows installation media or the recovery options in Windows. Resetting or reinstalling Windows is a final step, not the first response to a single application error.
FAQ
Is ext-ms-win-fsutilext-ulib-l1-1-0.dll a real file?
The name is genuine and follows Microsoft’s API-set naming convention. It may be a virtual alias resolved by the Windows loader rather than a physical file with that exact name.
Which program owns it?
No specific game or third-party publisher can be identified from this filename alone. The application may be the program that exposed the failure, but the contract belongs to Windows API infrastructure.
Should I download it from a DLL website?
No. A download may be malicious, incompatible with your Windows build or the wrong architecture, and it may not address the missing dependency. Repair Windows and reinstall the affected application from official sources instead.

No. API-set contracts are not ordinary self-registering libraries. Use Windows Update, DISM, SFC and application repair instead.
What if SFC says everything is fine?
A clean SFC result means protected Windows files were not detected as corrupt. If one older application still fails, investigate its installer, dependencies, supported Windows version and architecture.
