ext-ms-win-ntuser-keyboard-l1-1-1.dll is a genuine Windows API-set contract name, but it is not an ordinary standalone DLL that you should download and copy into a folder. The safest fix is to identify the application requesting it, repair or reinstall that application, and use Windows component repair only when multiple programs or Windows itself are affected.
What this file actually does
Microsoft uses API-set contracts to provide stable names for groups of Windows functions. Names beginning with api- or ext- are loader-facing aliases, not guaranteed names of physical files on disk. The l1-1-1 portion identifies the contract version, while the .dll suffix is required when software refers to the contract through the Windows loader.

The keyboard-related contract is associated with Windows input APIs. Functions in this family can translate virtual-key codes, scan codes, and character values according to the active keyboard layout and input language. Microsoft documents User32.dll as the implementing DLL for MapVirtualKeyEx, but that does not mean you should replace or copy User32.dll.

Commonly indexed messages include:
- “The program can’t start because ext-ms-win-ntuser-keyboard-l1-1-1.dll is missing from your computer.”
- “The code execution cannot proceed because ext-ms-win-ntuser-keyboard-l1-1-1.dll was not found.”

- “Error loading ext-ms-win-ntuser-keyboard-l1-1-1.dll. The specified module could not be found.”
These wordings are not enough to identify the cause. First note the program name in the title bar, shortcut, launcher, crash dialog, or Event Viewer entry.
Match the symptom to the likely cause
| Symptom | Most likely direction | First action |
|---|---|---|
| One game or application fails | Damaged or badly packaged application | Repair or reinstall that program |
| Several unrelated applications fail | Windows component corruption | Run Windows Update, DISM, then SFC |
| The error began after an antivirus alert | Quarantine or removal | Review Windows Security Protection history |
| Only an old application or emulator fails | Compatibility problem | Update the program and check supported Windows versions |
| Windows also reports system-file errors | Damaged Windows image or protected files | Run DISM followed by SFC |
| The failure began after a disk problem or malware incident | File-system or system corruption | Scan for malware and investigate disk health |
| A program fails after a driver or input-device change | Driver or compatibility issue | Update or reinstall the affected driver |
Fix 1: Repair or reinstall the affected application
This is the best first fix when only one program fails.
Use the program’s repair option
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected application.
- Select the three-dot menu on Windows 11, or select the application on Windows 10.
- Choose Advanced options, if available.
- Select Repair and wait for Windows to finish.
- Start the application again.
If there is no Repair option, open the application’s own launcher and look for Repair, Verify, Verify files, or Verify integrity of game files. These commands restore the application’s files from its official installation source without requiring you to find individual DLLs.
If Repair does not help:
- Back up application settings or saved data if the publisher documents where they are stored.
- Uninstall the application from Settings > Apps > Installed apps.
- Restart Windows.
- Download the installer from the application developer or publisher’s official source.
- Install the current version.
- Start the program once using Run as administrator by right-clicking its shortcut and selecting that option.
A successful repair or reinstall means the program starts without the missing-file message. If the same message returns immediately, record the full error and check whether it names another missing dependency.
Fix 2: Install pending Windows updates
An outdated or partially serviced Windows installation can expose compatibility problems with applications that use newer API-set contracts.
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Open Windows Update again and check once more.
- Test the affected application.
On Windows 10, the path is Settings > Update & Security > Windows Update.
If an update repeatedly fails, do not download the API-set name from another source. Resolve the Windows Update failure first, then run the repair commands below.

Fix 3: Repair Windows with DISM and SFC
Use this path when several applications fail, Windows reports damaged files, or the problem began after an interrupted update, system-image restore, cleanup operation, or disk failure.
Microsoft recommends repairing the Windows image with DISM before running System File Checker.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the application again.
DISM repairs the Windows component image. SFC checks protected system files and replaces damaged copies. “The restore operation completed successfully” from DISM and “Windows Resource Protection did not find any integrity violations” from SFC are positive results, but the application must still be tested afterward.
If SFC reports that it found and repaired corrupted files, restart and test again. If it reports that some files could not be repaired, run DISM again, restart, and repeat SFC once. If the problem remains, review the application’s own installation and compatibility rather than repeatedly copying DLLs.
If Windows Update cannot provide repair files, Microsoft documents using a matching installation source with a command like this:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path only with a valid repair source matching the installed Windows edition and build. An arbitrary ISO or mismatched source can make servicing more difficult.
When manually repeating DISM and SFC becomes difficult, Outbyte PC Repair can show what its free scan identifies; repairs are performed by the full version. It is optional, and repairing or reinstalling the affected application remains the definitive fix when only that program fails.

Windows Security may have removed a file from the affected application directory, or a security product may have blocked a damaged executable.
- Open Start and search for Windows Security.
- Open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand an entry connected with the affected application.
- Check its path, detection name, and publisher before taking action.

Protection History is time-limited, so an older quarantine event may no longer appear. If you suspect malware, run Virus & threat protection > Scan options > Full scan. Use Microsoft Defender Offline when malware may be active while Windows is running.
Fix 5: Check compatibility and architecture
The consuming process determines whether a dependency is loaded in a 32-bit or 64-bit context. Do not choose an alleged “32-bit” or “64-bit” replacement based only on a download page or the error text.
Check the application’s requirements on the publisher’s official support page. An old 32-bit application, compatibility layer, emulator, wrapper, or modified executable may request an API-set contract that is unavailable on the Windows edition or build being used.
Try these steps:
- Install the latest official update for the application.
- Right-click the application shortcut and select Properties.
- Open the Compatibility tab.
- Use compatibility settings only when the publisher recommends them.
- Test the program after each change.
- If the program is modified, portable, or unofficially repackaged, replace it with a clean installer from its publisher.
Do not copy API-set files from another Windows release into System32, SysWOW64, or the application directory. Microsoft notes that ext- contracts may not exist on every Windows edition.
Fix 6: Update related drivers only when evidence points there
A keyboard, input, chipset, display, or compatibility driver can contribute to an application failure, but a driver update is not the standard repair for this API-set name. Use Device Manager when the error began after an input-device change or when Windows shows a device warning.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Keyboards, Human Interface Devices, Display adapters, or System devices.
- Right-click the affected device.
- Select Properties and review the General and Driver tabs.
- Use Update driver only with a driver supplied through Windows Update or the hardware manufacturer.
- Restart Windows and retest the application.
If a recent driver caused the problem, open the device’s Properties > Driver tab and select Roll Back Driver, if available. If the device remains broken, select Uninstall device, restart Windows, and install the manufacturer’s current driver.
Recommended Free Tools
Outbyte Driver Updater can reduce the manual work of hunting through many driver versions: its free scan shows what it identifies, while driver installation is done by the full version. It is optional, and use the hardware manufacturer’s driver when the affected program has a documented driver requirement.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 7: Use System Restore for a recent system change
System Restore is appropriate when the error began immediately after a known update, driver installation, or system configuration change and a suitable restore point exists.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point created before the problem began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
System Restore can remove recent software, updates, and configuration changes while preserving personal files. It is not a substitute for reinstalling one damaged application.

Why regsvr32 does not fix this error
Do not run:
regsvr32 ext-ms-win-ntuser-keyboard-l1-1-1.dll
regsvr32 is intended for self-registering DLLs that expose registration entry points such as DllRegisterServer. An API-set contract is not repaired by registering it, and the command may simply produce a registration error.

If the error remains
Collect these details before contacting the application publisher or Microsoft support:
- The exact application name and version
- The complete error text
- Whether one program or several programs fail
- Windows edition and build
- Whether the application is 32-bit or 64-bit
- The time the problem began
- Recent updates, antivirus detections, driver changes, or restores
- Results from DISM and SFC
- Relevant Event Viewer or application crash details
Open Event Viewer by pressing Windows + R, entering eventvwr.msc, and selecting Windows Logs > Application. Look for an error at the time of the crash, but do not assume the first DLL name shown is the original cause. A damaged executable or another missing dependency may be the real failure.
Frequently asked questions
Is ext-ms-win-ntuser-keyboard-l1-1-1.dll a genuine Windows file?
The name is genuine as a Windows API-set contract. It does not prove that a physical file with that exact name exists on every Windows installation.
Should I download it?
No. Random DLL downloads can contain malware, use the wrong architecture, or fail to correct the damaged application or Windows component that caused the error.
Is it a Visual C++ Redistributable file?
No verified evidence supports that conclusion. Install Visual C++ only when the complete diagnostic names a Visual C++ runtime or the application publisher requires it.
Will regsvr32 repair it?
No. API-set contracts are not repaired by DLL registration.
Why does only one game or application show the message?
That usually points to a damaged, outdated, unsupported, or incorrectly packaged application. Verify or reinstall that program before repairing Windows globally.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat if every application fails?
Run Windows Update, then execute DISM followed by SFC in an elevated Command Prompt. If repairs fail or malware is suspected, continue with Microsoft’s recovery and security guidance rather than replacing individual DLLs.
