“The program can’t start because ext-ms-win-samsrv-accountstore-l1-1-0.dll is missing from your computer.”
The ext-ms-win-samsrv-accountstore-l1-1-0.dll message usually points to a Windows API-set resolution or component problem, not a DLL that you should download and copy manually.
Which fix applies to you
Use this checklist before changing anything:
- Only one game or application fails: repair or reinstall that application first.
- Several programs fail, Windows features are unstable, or the error appeared after an update or rollback: repair Windows with DISM, then SFC.
- The problem started after antivirus cleanup: inspect quarantine and run a full security scan.
- The error began after cloning, debloating, an interrupted upgrade, or manually removing Windows components: use a matching Windows repair source or an in-place repair.
- Windows will not boot normally: use Windows Recovery Environment and Startup Repair.
- The error returns after every repair: check disk health, malware, recent system changes, and the integrity of the Windows installation.
Do not begin by searching for a matching “32-bit” or “64-bit” download. This filename is an extensible Windows API-set contract. It may be resolved by the Windows loader without existing as a normal standalone file on disk.

What ext-ms-win-samsrv-accountstore-l1-1-0.dll means
Names beginning with ext- are Windows API-set contract names. Microsoft describes API sets as virtual aliases that the loader resolves through the Windows API-set schema to an appropriate host component. The name ending in .dll does not guarantee that a physical file with that exact name belongs in System32, SysWOW64, or an application folder.

This contract is associated with the Windows Security Accounts Manager area. It is part of Windows rather than a Visual C++ Redistributable, DirectX package, .NET runtime, game middleware package, or ordinary device-driver DLL.

- 5. IMPORTANT COMPATIBILITY & LICENSE INFORMATION Supports compatible 64-bit computers with UEFI or Legacy BIOS USB booting. No Windows license, activation key or product key is included. Activation may require an existing digital license or a separately purchased valid product key. Back up important files before installation or repair.
The loader may report errors such as:
- “The code execution cannot proceed because ext-ms-win-samsrv-accountstore-l1-1-0.dll was not found.”
- “Error loading ext-ms-win-samsrv-accountstore-l1-1-0.dll. The specified module could not be found.”
- “ext-ms-win-samsrv-accountstore-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
“Module could not be found” does not always mean that one physical file is missing. Resolution can fail because of damaged Windows components, an inconsistent API-set schema, a missing host component, or another dependency.
Fix 1: Repair the affected application first
When Windows starts normally and only one application fails, the application installation is the most practical place to start. A damaged installation, incomplete update, or incompatible application build can expose a Windows loader problem even when the rest of the operating system works correctly.
Repair a Microsoft Store application
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair does not help, return to the same screen and select Reset, if available. Resetting can remove the application’s local data.

Repair a desktop application or game
Use the repair function supplied by the official launcher or installer:
- Open the application’s official launcher.
- Open its library or installed-games list.
- Select the affected program.
- Open its settings or management menu.
- Choose Verify files, Repair, or the equivalent option.
- Wait for the check to complete.
- Restart Windows and test the program.
If there is no repair option:
- Open Settings > Apps > Installed apps.
- Select the affected program.
- Choose Uninstall.
- Restart Windows.
- Download the installer from the program’s official publisher or launcher.
- Install the current version.
- Start the program before adding unofficial modifications, overlays, or plug-ins.
A 64-bit Windows installation can run 32-bit applications, but the Windows loader handles API-set resolution for each process. Installing a manually selected 32-bit or 64-bit copy of this filename is not a valid architecture fix.
If reinstalling the application fixes the error while other software remains unaffected, keep the repair focused on that application. Do not replace Windows files unnecessarily.
Fix 2: Repair Windows with DISM, then SFC
Use this path when multiple applications fail, Windows account-related features behave abnormally, or the error followed Windows Update, an upgrade, a rollback, disk cleanup, debloating, or malware removal.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Microsoft recommends running DISM before System File Checker because DISM repairs the Windows component source that SFC uses.
- Save your work and close open programs.
- Open Start.
- Type
Terminal. - Right-click Windows Terminal.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM finishes.
- At the same administrator prompt, enter:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the program or feature that produced the error.
If SFC reports that it repaired files, restarting is required before retesting. If the error remains, run Windows Update:
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install every available update.
- Restart when prompted.
- Check for updates again until none remain.
- Test the affected program.
The commands repair protected Windows components and the component store. They do not guarantee that a physical file named ext-ms-win-samsrv-accountstore-l1-1-0.dll will appear on disk, because the filename can represent a loader contract rather than a standalone file.
If repeatedly identifying the cause of component corruption is difficult, Outbyte PC Repair can reduce the manual work of hunting through system problems and repeating SFC or DISM without knowing what changed. Its free scan shows what it identifies; repairs are performed by the full version, and it is not required for this Windows repair.
If DISM cannot find repair files
If DISM says that source files could not be found, use a matching Windows installation source rather than an arbitrary download.
- Obtain installation media that matches the installed Windows edition, language, and architecture.
- Identify the mounted media’s Windows source path.
- Open Windows Terminal as administrator again.
- Replace the example path with the matching source location.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
- After DISM completes, run:
sfc /scannow
- Restart Windows and test again.
If SFC says it could not repair some files, review:
%windir%LogsCBSCBS.log
Do not replace individual files based only on a filename in that log. If repair still fails, continue to the recovery options below.
Fix 3: Check antivirus quarantine safely
If the message appeared after malware removal, an antivirus update, or a security scan, a Windows component or related host file may have been quarantined.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent quarantine and removal events.
- Expand an event to see its path and detection details.
- Restore a file only when the security product identifies it as a genuine Windows component and the path is clearly part of the Windows installation.
- Update security intelligence.
- Run Scan options > Full scan.
Do not disable antivirus protection merely to install an unknown DLL. If files disappear again after restoration, treat that as a possible malware or disk-integrity problem and run Microsoft Defender Offline from Windows Security > Virus & threat protection > Scan options.
Fix 4: Update Windows and investigate update history
An interrupted upgrade, rollback, or failed cumulative update can leave the component store and loader-related files inconsistent.
- Open Settings > Windows Update > Update history.
- Note whether the first error followed an update, feature upgrade, or rollback.
- Return to Windows Update.
- Select Check for updates.
- Install pending updates.
- Restart.
- Run DISM and SFC again if the error remains.
If the issue began immediately after a recent update and normal repair did not help, open Settings > System > Recovery and review the available recovery choices. A recently installed update may be removable when Windows provides that option, but removing updates should not be the first response to an isolated application failure.

Fix 5: Update drivers only when the symptoms are system-wide
This API-set contract is not normally a driver package. Driver replacement is relevant only when the same incident includes device failures, crashes, display problems, or a broader Windows installation problem.
To check drivers using Windows tools:
- Right-click Start.
- Select Device Manager.
- Expand the category for the affected device.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Check the provider and date.
- Select Update Driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a driver that began failing after an update, use Properties > Driver > Roll Back Driver when that button is available. Otherwise, obtain the driver from the device manufacturer or computer manufacturer.
Outbyte Driver Updater can reduce the work of identifying stale drivers across several devices. Its free scan shows what it finds; driver installation is handled by the full version, and updating a driver is not a substitute for repairing Windows or reinstalling an application.
Fix 6: Use recovery when Windows cannot repair itself
If Windows will not boot
Enter Windows Recovery Environment:
- Start the computer.
- When Windows begins loading, interrupt startup by holding the power button until the computer shuts down.
- Repeat this interruption until Windows displays recovery options.
- Select Advanced options.
- Select Troubleshoot.
- Select Advanced options.
- Select Startup Repair.
- Choose an administrator account if requested.
- Enter its password.
- Allow the repair to finish and restart.
Startup Repair is intended for startup problems involving damaged system files or boot configuration. If it cannot resolve the problem, return to Advanced options and consider System Restore if a restore point exists.
In-place repair installation
Use an in-place repair installation when Windows still runs but DISM and SFC cannot restore a consistent installation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsBefore starting:
- Back up important files.
- Confirm the installation media matches the Windows edition, language, and architecture.
- Disconnect unnecessary external devices.
- Do not start the process if the disk is showing signs of failure without securing a backup first.
Start the matching Windows setup from within Windows and choose the option to keep personal files and applications when offered. Follow the setup prompts, then run Windows Update and test the affected program.
A clean installation or reset is more disruptive and should be reserved for cases where recovery, System Restore, and an in-place repair cannot produce a reliable Windows installation.
Why common DLL fixes are unsafe here
Do not download ext-ms-win-samsrv-accountstore-l1-1-0.dll from a random DLL repository. An unofficial binary can contain malware, target the wrong Windows release, use the wrong architecture, or simply fail to repair the loader, component store, host binary, or dependent module that caused the message.
Do not copy a downloaded file into C:WindowsSystem32, C:WindowsSysWOW64, or the application directory. The correct physical path varies by Windows version and architecture, and copying can create an incorrect servicing state.

regsvr32 ext-ms-win-samsrv-accountstore-l1-1-0.dll
regsvr32 is intended for DLLs that provide the appropriate self-registration entry points, commonly COM components. An API-set contract is not a general-purpose self-registering DLL, so registration is not a repair method.
Visual C++, DirectX, and .NET installers are also usually irrelevant to this filename. Install one of those runtimes only if the affected program separately reports a missing runtime of that type.
Prevention after the repair
- Keep Windows fully updated.
- Install applications from their official publisher or launcher.
- Avoid debloating scripts that remove protected Windows components.
- Keep reliable backups before cloning or restoring Windows.
- Let antivirus quarantine suspicious files instead of manually deleting system folders.
- Verify game files after major updates or interrupted installations.
- Investigate recurring SFC corruption, repeated file disappearance, or unexpected crashes as possible disk, malware, or installation-integrity problems.
FAQ
Is this a normal DLL that should be visible in System32?
Not necessarily. It is an API-set contract name, and Windows may resolve it through the API-set schema without storing a physical file with that exact name in a standard system folder.
Is it a Visual C++ runtime file?
No. It belongs to the Windows API-set mechanism associated with the Security Accounts Manager area. Visual C++ may be separately required by an application, but it is not the evidence-based fix for this contract.
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallOutdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchShould I install the Windows 8 or Windows 8.1 version listed online?
No. Third-party catalogs may list legacy entries, but those listings do not establish a current Microsoft package or a universal file for Windows 10 or Windows 11.
What if only one game reports the error?
Use the launcher’s verify or repair function, then reinstall the game from its official source if necessary. Do not place a downloaded copy of the API-set name beside the game executable.
What if DISM and SFC both finish successfully but the error remains?
Restart, install all Windows updates, and retest. Then repair or reinstall the affected application. If several programs still fail, use a matching repair source, System Restore, Startup Repair, or an in-place repair installation as appropriate.
Does 32-bit versus 64-bit Windows change the answer?
It changes which Windows components and application binaries are used, but it does not make manual DLL downloading valid. Let the Windows loader resolve the contract and repair the underlying installation instead.
