- “ext-ms-win-smbshare-browser-l1-1-0.dll could not be loaded.”
- A broader application startup error such as
0xC000007B.
The safest fix is usually to repair Windows rather than download a replacement DLL. This filename is a Windows API-set contract associated with Microsoft Windows, not a normal application runtime such as Visual C++, DirectX, or .NET.

What this DLL actually is
The ext-ms-win- prefix follows Microsoft’s API-set naming convention. An API set is a loader contract that allows an application to request a Windows function without directly depending on one particular implementation DLL. Windows resolves that contract to the appropriate system component. See Microsoft’s explanation of Windows API sets.
The word browser refers to the historical Windows computer-browser and SMB-sharing API area. It does not mean this is a web-browser file, and the filename does not prove that the Computer Browser service must be enabled.

Public file inventories describe it as an “ApiSet Stub DLL” associated with Microsoft Windows and Microsoft Corporation. Some inventories identify a Windows 8.1-era 32-bit version, but that historical reference is not a complete Windows 10 or Windows 11 file matrix. Microsoft does not provide a universal public manifest proving that the same file, size, path, or architecture exists on every Windows build.
That distinction matters. The program showing the error is the caller. It may be an old 32-bit application, game, installer, or utility that is requesting a Windows API-set contract. The application is not necessarily the owner of the file.
Most likely causes
The failure commonly comes from one of these layers:
- A damaged Windows component store or protected system file.
- An interrupted Windows upgrade or failed update.
- An old application that is incompatible with the installed Windows version or architecture.
- Antivirus quarantine or an unauthorized cleanup utility.
- Disk or filesystem corruption.
- A different missing dependency reported through this API-set name.
- A damaged application installation or incompatible executable.
The first repair should therefore target Windows. If only one program fails after Windows repairs successfully, investigate that program next.

Pending servicing updates can replace damaged Windows components and correct compatibility problems.
- Open Start and select Settings.
- On Windows 11, open Windows Update. On Windows 10, open Update & Security, then Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer.
- Return to the same page and check again until no further updates are offered.
- Start the affected application.
If the error remains, continue with DISM and SFC rather than copying a DLL into a system folder.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running DISM before System File Checker because DISM can repair the component store that SFC uses as a repair source.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected application again.
Microsoft documents this process in its guide to repairing missing or corrupted system files.
If DISM reports that repair files cannot be found, run Windows Update again. You can also use a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path with a genuine repair source matching the installed Windows edition and build. Microsoft explains the requirements in its documentation for repairing a Windows image.
A successful SFC result may say that Windows Resource Protection found corrupt files and repaired them. Restart before testing. If SFC reports that it could not repair some files, repeat the process after confirming that Windows Update is working.

Fix 3: Check whether one application is the real problem
If Windows itself is stable and only one game or program reports the error, repair that application before changing more system files.
- Close the application.
- Open Settings.
- Select Apps, then Installed apps on Windows 11. On Windows 10, select Apps, then Apps & features.
- Select the affected program.
- Choose Advanced options if available.
- Select Repair. If Repair is unavailable or ineffective, select Reset only if you understand that it may remove the program’s local settings.
- For a game, use its official launcher’s Verify, Scan and repair, or equivalent feature.
- If the error continues, uninstall the application.
- Restart Windows.
- Reinstall it using the developer’s official installer or the official launcher.
Do not assume that reinstalling Visual C++, DirectX, or a graphics driver will provide this Windows API-set contract. Install an additional runtime only when the application’s documentation or another diagnostic identifies that separate dependency.
If the program is old, check whether its publisher supports the installed Windows release. A 32-bit application can expose missing or incompatible Windows dependencies differently from a 64-bit application.
Check the application and Windows architecture
A 32-bit program normally uses the 32-bit Windows API environment, while a 64-bit program uses the 64-bit environment. Windows also uses architecture-specific system locations, but the correct path depends on the Windows build and the process making the request.

Do not assume that a historical file listing proves this DLL must be present in C:WindowsSystem32 or C:WindowsSysWOW64. Do not copy a 32-bit file into one directory and a 64-bit file into the other.
To identify the affected program:
- Right-click its shortcut and select Properties.
- Open the Details tab if present.
- Note the product name, publisher, and file version.
- Check the publisher’s support information for Windows 10 or Windows 11 compatibility.
- If possible, test the current version of the program rather than an old copied executable.
A 0xC000007B error may indicate a bad executable architecture or a different dependency altogether. If DISM and SFC complete successfully but the application still fails, inspect the complete error message and the application’s own prerequisites.
Fix 4: Check Windows Security quarantine
An antivirus product may have quarantined a system file, although a filename alone does not prove that a quarantined item is genuine.
For Microsoft Defender:
- Open Start and select Settings.
- Select Privacy & security.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review detections related to the time the error began.
- Confirm the original path, detection name, and digital-signature information before taking action.
Restore an item only when you have verified that it is a genuine Windows file and the detection is clearly false. If the item is suspicious, leave it quarantined and run a full scan. Microsoft provides additional guidance for restoring quarantined files.

After a verified false quarantine, run DISM and SFC. Do not simply restore an unfamiliar DLL because its filename looks like a Windows component.

If the problem began immediately after an upgrade, cloning operation, interrupted update, or failed servicing attempt, the Windows installation may be inconsistent.
On supported Windows 11 installations:
- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts and keep the computer connected to power.
This reinstalls the current Windows version while preserving applications, files, and settings. Availability depends on the Windows installation.
If that option is unavailable, use official Windows installation media and choose an in-place repair that preserves personal files and applications. Back up important data first and verify that the selected edition matches the installed edition. Microsoft describes the available Windows recovery options and installation-media repair process.

Fix 6: Investigate drivers only when evidence points there
This API-set error is not automatically a graphics-driver problem. Update a driver when Device Manager shows a warning, the affected application depends on a particular device, or the failure began after a driver change.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the affected device.
- Select Properties and review the General and Driver tabs.
- Use Update driver, or download the driver from the hardware manufacturer.
- Restart Windows and test again.

Other recovery steps
Check the drive
If several protected files are disappearing or SFC repeatedly reports corruption, back up important files and check the system drive:
chkdsk /f C:
Open an elevated Command Prompt, run the command, and accept scheduling at restart if Windows says the drive is in use. Restart and allow the check to complete.

If the error started after software installation or a system change:
- Open Start and search for
Create a restore point. - Open the result.
- Select System Restore.
- Choose a restore point from before the failure.
- Review the affected programs and complete the wizard.
System Restore rolls back system files and settings without intentionally removing personal files.
Do not use regsvr32
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. It is not a general DLL repair command. Running:
regsvr32 ext-ms-win-smbshare-browser-l1-1-0.dll
will commonly produce an entry-point error, and registration cannot recreate a missing Windows component. Microsoft documents the command’s actual purpose in its regsvr32 reference.
Why DLL download sites are the wrong fix
Do not download this file from a random DLL website or copy it into System32, SysWOW64, or an application folder. The file may contain malware, be modified, target the wrong architecture, or belong to a different Windows build. A copied file can also hide the real component-store problem and create DLL search-order or hijacking risks. Microsoft explains why application and system directories matter in its DLL search-order documentation.
Use Windows Update, DISM, SFC, official Windows installation media, and the affected program’s official installer instead. Do not delete an existing system file before repair.
FAQ
Is this a Visual C++ or DirectX file?
No. It is a Windows API-set contract. Reinstall those runtimes only if a separate error identifies them.
Must the file be in System32 or SysWOW64?
Not universally. The correct files and locations vary by Windows build and process architecture. Let Windows servicing restore the required component.

Does the filename mean SMB sharing is disabled?
No. The filename refers to an API area and does not prove that a Windows sharing service must be enabled.
Should I register it with regsvr32?
No. API-set stubs are not treated as ordinary self-registering DLLs.
What if DISM and SFC succeed but the program still fails?
Repair or reinstall the affected program, check its architecture and prerequisites, and look for a second missing dependency or 0xC000007B. The named API-set contract may be a symptom rather than the damaged file.
What about Windows 8.1?
Historical inventories reference Windows 8.1-era versions, but that does not prove identical presence on every Windows 10 or Windows 11 build. Windows 8.1 reached end of support on January 10, 2023, so upgrading to a supported Windows release is safer than maintaining a manual DLL replacement. Microsoft records this status in its Windows 8.1 lifecycle notice.
