What an idle steam engine actually means
A steam engine does not run at a fixed rate. It consumes steam and generates electricity only as the electric network requests it. When satisfaction is already full, every engine can reduce its production and steam use. A low production figure is therefore not automatically a fault.

An engine that has steam, belongs to the correct electric network, and shows available performance will increase output as demand rises. An engine with a yellow connection warning, no steam, no boiler fuel, or no water cannot do so.
Use this diagnostic order
- Inspect the electric connection. Hover the engine. A small yellow triangle indicates that it is not connected to an electric system. Extend power poles until the engine is on the same network as the machines that need power.
- Inspect steam at the engine. Check the engine’s fluid connection and confirm that steam is reaching its inlet. Steam must travel through connected pipes, or the boiler can feed an engine directly.
- Trace water back to the boiler. Hover each pipe and underground pipe in the route. The line must contain water all the way from the offshore pump to the boiler. One disconnected segment stops steam production.
- Check boiler fuel. A boiler needs coal, solid fuel, or another valid fuel. Confirm that fuel is entering and that the boiler is heating water rather than waiting empty.
- Check demand and satisfaction. If satisfaction is full and production is below the engine’s maximum, throttling is normal. If satisfaction is not full, find the missing generation or disconnected section.
- Open the network diagnostic. Click a power pole in the network. Compare production, consumption, and satisfaction before rebuilding the plant.
Fix the electric-network connection first
Recognizing a disconnected engine
Steam and electricity use separate networks. Pipes can be perfectly assembled while an engine remains electrically isolated. Hover the engine and look for the yellow warning triangle. If it appears, the engine is not connected to an electric system and cannot send power to your machines.

Joining the engine to the factory
- Place a power pole so its coverage includes the steam engine’s electrical connection.
- Continue the pole line toward the machines that are losing power.
- Make sure the new pole overlaps an existing pole from the factory network. A pole line that ends beside another line without an overlapping connection creates two separate networks.
- Click a pole and verify that the engine and the consumers appear in the same production, consumption, and satisfaction readout.
When only some engines in a row work, inspect the pole coverage of each engine individually. A single gap can leave one section electrically isolated even when the pipes are continuous.
Confirm that steam reaches every engine
Reading the fluid connection
Steam enters through an engine’s fluid port. Hover the engine and inspect its fluid status rather than assuming that a nearby pipe is connected. A pipe that visually touches a machine can still be misaligned, and an underground-pipe pair can be broken at either end.
Checking a row of engines
Follow the steam header from each boiler outlet to the last engine. Inspect the pipe windows or hover the pipes for fluid. If the first engine works and later engines do not, the usual causes are a break in the header or insufficient steam reaching the far end. Verify every connection instead of replacing the entire row.

Steam can pass through steam engines, and it can also be routed into storage tanks. Those options are useful in larger or modded designs, but they do not repair a disconnected inlet. For a normal early-game plant, a direct boiler-to-engine pipe run is the simplest diagnostic baseline.
Trace water and boiler operation
Water must reach the boiler
The offshore pump supplies water to the pipe network; it does not guarantee that every boiler receives it. Check the pump outlet, each straight pipe, and every underground-pipe entrance and exit. An empty or disconnected segment prevents the boiler from making steam, leaving downstream engines idle even if their electric poles are correct.
Fuel is a separate failure point
The boiler uses fuel to convert water into 165°C steam suitable for a steam engine. Inspect the boiler’s fuel slot and the inserter feeding it. No fuel, a jammed fuel belt, or an inserter aimed at the wrong tile all produce the same downstream symptom: no steam at the engine.

During a blackout, powered inserters can stop before they refill a boiler. That can prevent the grid from restarting because the engines need steam, the boilers need fuel, and the inserters need electricity. A burner inserter can feed at least one boiler without grid power, providing a fuel-fed restart path.
Use the power-pole diagnostic to separate faults
Click any pole belonging to the suspected network. The diagnostic view shows the network’s production, consumption, and satisfaction. Use those readings as a decision tree:
- No production from the engine network: inspect pole coverage and the engine’s warning icon. The engine may be on a different network or have no steam.
- Production exists and satisfaction is full: low engine output is expected because the network is not requesting the available capacity.
- Production is below demand and an engine has steam: inspect boiler fuel, water, and the number of operating engines.
- Only one section has low satisfaction: check whether a pole break created separate electric networks.
This check prevents a common waste of time: adding more engines to a network whose existing engines are merely throttling to match demand.

Match each symptom to the likely cause

Build the standard vanilla steam plant correctly
The two-engines-per-boiler rule
One boiler produces 60 steam per second. One steam engine consumes 30 steam per second and can produce up to 900 kW. The normal vanilla relationship is therefore two steam engines for each boiler.

Scaling the water and steam side
The documented scalable vanilla capacity is one offshore pump for 200 boilers and 400 steam engines. Keep the two-engines-per-boiler relationship as you expand, and divide very large plants into clearly identifiable rows so a missing pipe or pole is easy to locate.
Starter block dimensions
The quick-start tutorial uses one offshore pump, 20 boilers, and 40 steam engines. In that arrangement, route each boiler’s output toward the middle of the short side of the steam-engine block. This layout gives a practical reference when checking whether an engine was placed with its fluid port facing the wrong direction.

Step-by-step recovery procedure
Case 1: every engine is idle
- Click a nearby power pole and record whether the network shows any production.
- Hover one engine. If it has the yellow triangle, repair the pole line before touching pipes.
- If the engine is electrically connected, inspect its fluid port for steam.
- Move upstream to the boiler and check for water in the input pipe and fuel in the boiler.
- Return to the pole diagnostic and wait for the network values to update after the boiler begins producing steam.
Case 2: the first engines work, but later engines do not
- Check the steam pipe between the last working engine and the first idle engine.
- Inspect every underground-pipe pair for a missing entrance or exit.
- Check the pole line over the idle engines; a steam header can be continuous while the electric network is split.
- Confirm that the boiler count follows the two-engines-per-boiler relationship as the row grows.
Case 3: engines show steam but the factory still browns out
- Click a power pole and compare total production with consumption.
- Count operating boilers and engines rather than counting placed entities. A fuel-starved boiler or disconnected engine does not contribute its nominal capacity.
- Inspect the least-supplied part of the plant for a water, fuel, steam, or pole break.
- Add capacity only after the existing network is connected and fueled. Otherwise, the new engines reproduce the same failure at a larger scale.
Case 4: the grid will not recover from a blackout
- Open each boiler and verify that fuel is available.
- Check whether the fuel inserter is powered. If the grid is completely down, a powered inserter cannot restart itself.
- Supply one boiler with a burner inserter and fuel it manually if necessary.
- Once that boiler produces steam, let its engine restore electricity to the network and allow the remaining inserters to resume.
Why low output can be completely normal
Steam engines automatically adjust power production and steam usage to the current demands of the electricity network. An engine that can produce 900 kW may display a much lower current production when lamps, inserters, belts, assemblers, or other consumers are drawing less power. Full satisfaction means the network is receiving all the power it currently requests, not that every engine must run at its maximum.

If production rises and satisfaction remains full, the plant is functioning. If satisfaction falls while production cannot rise, follow the water, fuel, steam, and connection checks above.
Steam temperature and fluid behavior
Steam is a gas made by heating water in a boiler or heat exchanger and moving it through pipes. Boiler steam is 165°C. Steam engines accept steam through their fluid ports, and steam may pass through an engine or be stored in tanks.
Temperature matters most in modded or mixed-temperature systems. If steam arrives below the engine’s optimum temperature, output is lower, although the energy contained in that steam is not wasted. A standard early-game boiler-to-engine line uses 165°C steam, so temperature is rarely the first thing to investigate in an unmodded setup. Check connections, water, and fuel before redesigning for temperature.
Design checks for an expanding power plant
- Keep electric and fluid boundaries visible. Separate rows and clear pole spacing make it easier to identify whether a failure affects one engine, one boiler row, or the whole network.
- Preserve the ratio. Use two engines per boiler, and keep the documented offshore-pump capacity in mind when planning a large build.
- Plan for restart power. Include a burner-inserter path for at least one restart boiler if a total blackout would otherwise stop every fuel inserter.
- Use diagnostics before demolition. The pole view and engine or boiler status usually identify the failing link without removing working pipes.
- Test under demand. Full satisfaction with low production is healthy. A meaningful test requires enough consumers to ask for more power.
When rebuilding is justified
Rebuild only after the interface identifies a structural problem. Replacing an engine will not fix a missing pole connection; adding boilers will not fix an empty water pipe; and adding consumers will not fix a fuel delivery blackout. Rebuild a section when several pipe joins or pole connections are unclear, when the plant no longer follows the two-engines-per-boiler relationship, or when a large layout makes individual failures difficult to isolate. Preserve the working ratios and add a restart path while rebuilding.

- Is every engine on the same electric network as the machines it should power?
- Does each engine receive steam through a valid fluid connection?
- Does water reach every boiler through an unbroken pipe route?
- Does every boiler have fuel, and can fuel still arrive during a blackout?
- Does the pole diagnostic show enough production for current consumption?
- Are low engine numbers explained by full satisfaction and low demand?
- Does the plant maintain two steam engines per boiler as it scales?
If all seven checks pass, an apparently idle engine is normally responding correctly to network demand rather than failing.
