Fallout 76 has hackable terminals from Level 0 through Level 3. Level 0 terminals need no Hacker perk, while Levels 1, 2, and 3 require progressively more Hacker cards. This guide lists the current terminal locations, explains the hacking minigame, and covers locked, already-used, and quest-gated terminals.
Fallout 76 terminal levels and perk requirements
| Terminal level | Required perks |
|---|---|
| Level 0 | None |
| Level 1 | Hacker |
| Level 2 | Hacker and Expert Hacker |
| Level 3 | Hacker, Expert Hacker, and Master Hacker |
Master Infiltrator can replace the regular Hacker perk cards, but the equivalent access depends on the legendary perk’s rank. A Level 2 terminal does not accept only Expert Hacker, and a Level 3 terminal does not accept only Master Hacker.

The level also affects the hacking screen: higher-level terminals use longer candidate passwords. This matters for level-specific challenges, which distinguish between hacking a generic terminal and hacking a Level 0, 1, 2, or 3 terminal.

How to hack a terminal
- Interact with a terminal. Hacking is performed through the in-world terminal interface; there is no console command, separate settings path, or menu command.
- Read the candidate passwords. The hacking screen shows two columns of random characters and possible passwords, with the result display on the right.
- Choose a password. You begin with four attempts.
- Use the likeness result. “Likeness” is the number of characters that match the correct password in the same positions. Eliminate candidates that cannot produce the reported result.
- Search symbol groups. Matching clusters enclosed by parentheses, curly brackets, square brackets, or angle brackets—
(),{},[], or<>—can remove a false password or restore attempts.
If you fail, Fallout 76 ejects you from the terminal rather than permanently locking the terminal. You can try again after a short delay. One current location reference also reports that leaving after the third failed guess resets the attempts; a valid symbol cluster can reset them as well. The terminal is temporarily blocked after the fourth failed guess, so use the likeness information and symbol groups before spending the remaining attempts.

The terminal has already been used
Terminals are fixed world objects, and another player may have interacted with one before you. If a daily or Tadpole objective requires an unused terminal, change servers or use a private world and try again.

You are at the wrong level
A generic “hack a terminal” objective may not accept the same terminal for a level-specific objective. Check whether the challenge says “skill level 0,” “skill level 1,” “skill level 2,” or “skill level 3,” then visit a location from the matching section above.

Equip the complete perk combination for the terminal level. Level 2 requires both Hacker and Expert Hacker; Level 3 requires Hacker, Expert Hacker, and Master Hacker. Master Infiltrator may substitute for these cards only according to its legendary-perk rank.

The terminal is behind a gate
Quest progression, doors, keys, laser grids, and other access conditions can prevent interaction even when you have the correct Hacker perks. Fort Defiance and Kerwood Mine are notable Level 2 examples.
Best way to choose a terminal
- For a first hack: start with a Level 0 location such as Camp McClintock, Morgantown Airport, or Whitespring Mall.
- For a Level 1 objective: use an accessible location such as Red Rocket Mega Stop or Watoga Civic Center, provided the terminal has not already been used.
- For a Level 2 objective: check access requirements before traveling; the Burning Springs entries are current additions, while Fort Defiance and Kerwood Mine can require progression or keys.
- For a Level 3 objective: the silos contain multiple options, but their terminals are inside a progression-heavy area. Poseidon Energy Plant, Grafton Dam, Pleasant Valley Cabins, and Garrahan Estate provide alternatives.
For the fullest location coverage, consult the current terminal list and map. An additional location reference is available from Destructoid’s terminal guide.
