FFmpeg YouTube Live Bitrate Keeps Exceeding the Target: How to Diagnose It

A high bitrate reading may reflect encoder rate control, audio or measurement differences. Match YouTube’s codec-specific guidance and diagnose each stream separately.

If FFmpeg’s YouTube Live stream appears to exceed its bitrate target, first check whether you are comparing the same thing: the YouTube recommendation for your codec, resolution and frame rate; FFmpeg’s video target; short-term rate variation; or the total stream rate including audio and overhead. A -b:v target is not automatically a hard instantaneous ceiling, and the title alone cannot identify which factor explains a particular stream.

Start with the right YouTube bitrate recommendation

YouTube’s recommended bitrate depends on the ingestion codec, resolution and frame rate. The following examples are from YouTube’s H.264 guidance; they are recommendations, not measurements or universal caps. See YouTube’s live encoder settings, bitrates, and resolutions for the full table and other codecs.

Do not apply an H.264 figure to AV1 or H.265/HEVC: YouTube publishes different recommendations for those codecs. Match all three properties before deciding that a configured rate is over target.

Understand what FFmpeg’s rate settings control

In FFmpeg, -b:v sets a video bitrate target; do not assume that it is an absolute ceiling for every encoded moment. The practical behavior depends on the rate-control mode and the selected encoder. FFmpeg documents bitrate, maximum-rate and buffer-size options, but behavior and option support can vary between libx264, hardware encoders and other codecs. Check the entry for the encoder actually selected in the FFmpeg codecs documentation and the full FFmpeg documentation.

  • -b:v: the configured target for the video stream, not necessarily a cap on every short interval.
  • -maxrate: a maximum-rate control where supported and meaningful for the selected encoder and rate-control mode.
  • -bufsize: a rate-control buffer parameter that works with the encoder’s implementation; it does not mean the same thing as a network-meter averaging window.

Inspect the complete command and encoder-specific options before changing values. In particular, do not treat a quality-based mode such as CRF as a fixed bitrate recipe unless the documentation for that encoder supports the combination you are using.

Separate video bitrate from audio and total rate

-b:v applies to video. Audio is a separate stream with its own codec and bitrate settings, while the transmitted total also includes container and network overhead. A total-rate reading can therefore exceed the video target even when the video stream itself is near that target.

Compare video and audio stream rates separately, then compare them with the total at the same measurement point and over the same displayed time window. FFmpeg per-stream statistics, local output measurements and YouTube’s health display may represent different locations or sampling windows; the available documentation does not establish one universal averaging interval for every meter.

YouTube’s Live Streaming API documents an audio health message template: “The audio stream’s current bitrate of %(actual) is higher than the recommended bitrate.” This is a documented diagnostic, not evidence that your stream has that warning. Check the exact health message shown for your broadcast in the YouTube Live Streaming API health-status documentation.

Diagnose the stream in order

  1. Match the format to YouTube’s table. Confirm the actual ingestion codec, resolution and frame rate, then look up that exact row. Check whether the configured rate is above the intended recommendation rather than assuming one bitrate applies to all formats.
  2. Read the command’s mappings and encoder. Identify which streams are mapped to output, which video encoder is selected, and the audio codec and bitrate. Establish whether the reading you are concerned about is video-only or the total outgoing rate.
  3. Review rate control for that encoder. Record the target, maximum-rate and buffer values, the rate-control mode, and any private encoder options. Verify their documented meaning for the selected encoder instead of assuming flags behave identically across implementations.
  4. Compare like with like. Check FFmpeg’s per-stream statistics, the local output or network measurement, and YouTube’s health reading separately. Note the location and displayed time window for each, and look for an explicit audio bitrate warning.
  5. Test and monitor. YouTube recommends testing upload bitrate and testing before going live. Use motion and audio representative of the event, then monitor stream health and messages during the event.

Keep the rest of YouTube’s ingest settings in view

YouTube’s published encoder guidance recommends CBR, RTMP or RTMPS, and a two-second keyframe frequency; it says not to exceed four seconds. The documented formats include H.264, H.265/HEVC and AV1, with frame rates up to 60 fps in the table. YouTube recommends RTMPS as an encrypted connection into and through Google’s servers. These settings help validate the overall ingest configuration, but they do not by themselves identify why a particular bitrate meter is high. Follow the current guidance on YouTube’s encoder settings page.

Common causes and what to check

  • The target is mistaken for a hard cap: compare the observed rate and time window with the selected encoder’s rate-control behavior; inspect maximum rate and buffer settings as well as -b:v.
  • The video target is being compared with total output: inspect audio bitrate and account for container and network overhead; compare each stream separately.
  • The wrong YouTube row is being used: verify codec, resolution and frame rate together. H.264’s recommendations are not interchangeable with AV1 or H.265/HEVC recommendations.
  • A warning points to audio: read YouTube’s exact health message and check the audio stream’s configured and reported bitrate rather than changing video settings blindly.
  • Local and platform readings disagree: record where each rate is measured and its displayed window before concluding that the encoder is exceeding its target.

If the issue persists, collect the complete FFmpeg command with the stream key removed, FFmpeg version/build, selected encoder, codec, resolution, frame rate, target/maximum/buffer values, audio codec and bitrate, the exact YouTube health warning, and where and how the higher rate was measured. Never post a stream key: anyone with it may be able to broadcast to your channel.
