If filer.dll is missing, not found, or could not be loaded, repair or reinstall the Visual FoxPro application that supplied it rather than downloading a random DLL. filer.dll is an application-owned Microsoft Visual FoxPro component, and registration is only relevant when the error says that its COM library or class is not registered.

What this file actually does

filer.dll is the Filer File Search Engine component from Microsoft Visual FoxPro. It provides file searching, text searching, file collections, and file-opening functions without a normal user interface.

As an Amazon Associate I earn from qualifying purchases.

Visual FoxPro exposes it as the COM Automation object:

Filer.FileUtil

A Visual FoxPro program can create that object with:

CREATEOBJECT('Filer.FileUtil')

The file is normally stored in the Visual FoxPro installation or in the deployment directory of the FoxPro application using it. Microsoft’s Visual FoxPro documentation places Filer in the ToolsFiler directory and identifies companion files including:

  • Filer.ico
  • Filer.scx
  • Filer.sct

Those companion files matter when a developer or administrator is deploying a FoxPro runtime application. Copying only filer.dll may leave the application incomplete.

Is filer.dll a Windows system file?

No. There is no verified basis for treating filer.dll as a standard Windows component. It should not normally be copied to either of these folders:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
C:WindowsSystem32
C:WindowsSysWOW64

Those directories contain Windows system files and architecture-specific Windows components. A 32-bit FoxPro application may use a 32-bit filer.dll from its own installation directory even when it runs on 64-bit Windows.

Visual FoxPro development installations and applications built with the Visual FoxPro runtime can use this component. Third-party business software built with FoxPro may also bundle it. The application named in the error is therefore more important than the DLL filename itself.

What the error usually means

Error or symptom Most likely meaning Best first action
“The program can’t start because filer.dll is missing from your computer.” The application cannot find its copy of the file Repair or reinstall the named application
“This application failed to start because filer.dll was not found.” The file is absent from the expected application path Check the application folder, then repair it
“Error loading filer.dll. The specified module could not be found.” The DLL or one of its dependencies cannot load Reinstall the owning application and check dependencies
“The file filer.dll is missing or corrupted.” The installed copy may be damaged or quarantined Check antivirus history and run application repair
“Error #1426 Library not registered.” The COM component is present but not registered correctly Register the known-good copy with the matching regsvr32
Class definition FILER.FILEUTIL is not found. FoxPro cannot create the registered Filer.FileUtil class Confirm the correct copy and registration architecture

The timing is also useful. Failures commonly follow an uninstall, application update, migration to another PC, incomplete deployment, antivirus quarantine, or manually moving the program folder.

Fix 1: Identify and repair the owning application

This is the safest and most likely solution. Do not begin by searching for a standalone copy of filer.dll.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Read the complete error

Write down the name of the program that displays the error. Check the title bar, shortcut name, desktop icon, or the process mentioned in the message.

If the program is an older business application, inventory system, accounting tool, database front end, or custom utility, it may have been built with Visual FoxPro. The missing file belongs to that program’s deployment, not necessarily to a separate Visual FoxPro installation on your computer.

2. Check the application directory

Right-click the application shortcut and select Properties. On the Shortcut tab, read the Start in field. You can also select Open File Location if that option appears.

Look for filer.dll in:

  • The folder containing the application executable
  • A ToolsFiler subfolder
  • The application’s installation directory
  • A vendor-created runtime or support subfolder

Do not copy a file into the folder yet. The purpose of this check is to determine whether the file is absent, misplaced, or already present.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Use the application’s repair option

On Windows 11:

  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu beside it.
  6. Choose Advanced options, if available.
  7. Select Repair.

Some traditional desktop programs do not expose a Repair button in Settings. For those programs:

  1. Press Windows + R.
  2. Type:

text
appwiz.cpl

  1. Press Enter.
  2. Select the affected application.
  3. Choose Change, Repair, or Modify, depending on what the installer provides.
  4. Complete the repair wizard.

On Windows 10, open Settings → Apps → Apps & features, select the application, choose Advanced options, and select Repair when available. You can also use Control Panel → Programs → Programs and Features, select the application, and choose Change.

Start the program after the repair. The repair worked if the original error no longer appears and the application opens normally.

4. Reinstall from the original source if repair fails

If Repair is unavailable or does not restore the file:

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Back up the application’s data using the vendor’s instructions.
  2. Uninstall the affected program from Settings → Apps or Control Panel → Programs and Features.
  3. Restart Windows.
  4. Run the original installer or the application vendor’s official installer.
  5. Install to the intended location.
  6. Start the program again.

Avoid copying the program folder from another computer as a replacement for an installer. A proper deployment may include runtime files, registration data, configuration files, and the Filer companion files.

Microsoft’s Visual FoxPro Download Center entries are updates for an existing Visual FoxPro 9.0 SP2 installation. The security update package vfp9sp2-kb2708941-x86-enu.msi updates common controls, not Filer, and the SP2 rollup similarly targets mscomctl.ocx. These packages should not be treated as standalone filer.dll downloads.

Fix 2: Check Windows Security quarantine

Antivirus software can remove or quarantine an older application component. This is especially possible after an application update or when the program is rarely used.

  1. Open Start.
  2. Type Windows Security.
  3. Open the app.
  4. Select Virus & threat protection.
  5. Select Protection history.
  6. Review recent detections.
  7. Select a detection associated with the affected application or filer.dll.
  8. Read the detection details before taking action.

Only restore or allow the file when you have verified that:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The application came from a trusted source.
  • The file belongs to that application.
  • The alert is not identifying a genuine threat.
  • The application vendor still supports that installation.

If you restore a quarantined file and the application immediately works, reinstalling the application is still preferable when possible. A clean installer restores the complete payload and may prevent the file from being removed again.

If Windows Security identifies the file as malicious, do not bypass the detection merely to make the program start. Contact the application vendor for a current installer or replacement.

Fix 3: Register filer.dll only for a registration error

filer.dll can act as a COM Automation server. Registration may therefore be required for errors such as:

  • “Library not registered”
  • Error #1426
  • Class definition FILER.FILEUTIL is not found

Registration is not a universal fix for every missing-DLL message. If Windows says only that filer.dll is missing, reinstall the application first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Find the correct copy

Use the copy installed with the affected application. Do not register a DLL downloaded from an unrelated website or copied from another program.

If the file exists, right-click it, select Properties, and inspect the Details tab. The description may identify it as the Filer File Search Engine. The path should also make sense for the owning application.

Register a 32-bit application on 64-bit Windows

Many FoxPro applications are 32-bit. On 64-bit Windows, open an elevated Command Prompt:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
%windir%SysWOW64regsvr32.exe "C:PathTofiler.dll"

Replace the quoted path with the actual path to the application’s file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The directory names are counterintuitive: on 64-bit Windows, SysWOW64 normally contains the 32-bit registration tool.

Register a 64-bit application on 64-bit Windows

For a confirmed 64-bit application and 64-bit DLL, use an elevated Command Prompt and run:

%windir%System32regsvr32.exe "C:PathTofiler.dll"

Microsoft documents the general syntax as:

regsvr32 "C:PathTofiler.dll"

A successful registration message indicates that registration completed. It does not prove that the application is using the correct copy or that every dependency is present.

If registration fails

If regsvr32 reports that the module could not be loaded, the file may exist while one of its dependencies is missing. Other possibilities include:

  • The wrong architecture was used.
  • The file is damaged.
  • The application expects a different build.
  • The DLL was copied without its companion or runtime files.
  • The application directory is not the intended deployment location.

Do not respond by copying unrelated Visual C++ runtime DLLs into the folder. Run the application’s official repair or reinstall it, then retry registration only if the application still reports a COM registration problem.

Fix 4: Restore the complete FoxPro deployment

This fix applies mainly to developers, administrators, and vendors maintaining a Visual FoxPro runtime application.

A complete deployment may require more than filer.dll. Microsoft’s Filer documentation identifies the related Filer.ico, Filer.scx, and Filer.sct files, along with the Filer.FileUtil COM class.

Check that the deployment process:

  1. Includes all required Filer files.
  2. Places them in the intended application directory.
  3. Preserves the application’s expected relative paths.
  4. Uses the correct architecture for the application.
  5. Registers the component when the application actually requires COM registration.
  6. Follows the applicable Visual FoxPro redistribution terms.

If the problem began after copying the application to a new computer, compare the deployment package with the original installation rather than taking individual DLLs from another machine.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 5: Check dependencies when the file exists

“Specified module could not be found” can refer to a dependency, not just the named DLL. Windows may find filer.dll but fail to load it because another required component is absent.

Use this order:

  1. Confirm the file path shown in the application directory.
  2. Run the application installer’s Repair option.
  3. Reinstall the application from its official source.
  4. Review any installer log or vendor diagnostic information.
  5. Contact the vendor with the complete error text and file path.

Do not install Visual C++ Redistributables simply because the problem involves a DLL. A missing C or C++ dependency can cause a load or registration failure, but the required package must be established from the application’s installer or vendor documentation. Installing several runtime versions at random can create additional conflicts.

Fix 6: Use Windows Update and repair protected Windows components

Windows Update and System File Checker are useful secondary checks, but they normally will not recreate an application-owned filer.dll.

Install pending Windows updates

On Windows 11:

  1. Open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install available updates.
  5. Restart when prompted.
  6. Test the affected application.

On Windows 10:

  1. Open Settings.
  2. Select Update & Security.
  3. Select Windows Update.
  4. Select Check for updates.
  5. Install available updates and restart.

If the application still reports the same error, return to repairing the application. Windows Update is not a substitute for its installer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run DISM, then SFC

Microsoft recommends running Deployment Image Servicing and Management before System File Checker.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click it.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for the operation to finish. Then run:

sfc /scannow

Restart Windows after both commands complete and test the application.

Possible SFC results include:

  • Windows Resource Protection did not find any integrity violations: protected Windows files appear intact.
  • Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: review the result, repeat the application repair, and contact the application vendor if the error remains.

Outbyte PC Repair can scan for the Windows-component problems that make repeated DISM and SFC troubleshooting difficult to interpret; its free scan shows what it finds, while repair is handled by the full version. It is optional, and reinstalling the FoxPro application remains the definitive fix when that program owns filer.dll.

Fix 7: Use System Restore after a recent change

System Restore can help when the error began immediately after an application installation, cleanup, or system change and a suitable restore point exists.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Windows + R.
  2. Type:

text
rstrui.exe

  1. Press Enter.
  2. Select Next.
  3. Choose a restore point created before the failure.
  4. Select Scan for affected programs if available.
  5. Review the changes.
  6. Select Next, then Finish.
  7. Allow Windows to restart.

You can also open Control Panel → Recovery → Open System Restore.

System Restore does not replace personal files, but it can roll back installed programs, drivers, and system settings. If no suitable restore point exists, cancel the wizard and continue with application reinstallation.

Fix 8: Do not change drivers or Windows Features without evidence

filer.dll is not normally repaired through Device Manager. Updating a display, chipset, audio, or storage driver will not usually recreate an application-owned Visual FoxPro component.

Use Device Manager only when the application error is accompanied by a separate hardware or driver problem:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category containing the affected device.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

For a known driver problem, obtain the driver from the computer or device manufacturer. Do not uninstall devices merely as a reaction to a filer.dll error.

Outbyte Driver Updater can reduce the manual work of checking which of many installed drivers is stale; its free scan identifies findings, while driver installation is handled by the full version. It is optional and does not replace reinstalling the application that supplied filer.dll.

Windows Features are also not a normal solution. Do not enable random legacy components or install .NET and Visual C++ features just because Windows displays a DLL error. Use Settings → Optional features → More Windows features only when the application’s own documentation specifically requires a Windows feature.

Why downloading filer.dll is usually the wrong fix

Random DLL download sites create several risks:

  • The file may be modified or bundled with malware.
  • It may be the wrong architecture.
  • Its version may not match the application.
  • It may be missing required companion files.
  • It may not be registered correctly.
  • It may conceal a damaged or incomplete application installation.

A standalone DLL can also create a confusing situation where the program starts on one computer but fails after an update or migration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safe sources are the original application media, the software vendor’s official installer, or a trusted deployment package maintained by the organization that supplied the program. Microsoft’s Visual FoxPro Download Center updates should be used only when their stated product and update purpose match the installation. They are not a general filer.dll download repository.

Common mistakes to avoid

Copying the file to System32

This can make troubleshooting harder and may cause the application to load an unintended copy. Keep the file in the application’s intended directory.

Registering every DLL with regsvr32

Most DLLs are not COM servers. Registration is appropriate here only when the application expects the Filer.FileUtil COM class or reports a library-registration error.

Assuming 64-bit Windows needs a 64-bit DLL

Many Visual FoxPro applications are 32-bit. Match the DLL and registration tool to the application, not merely to the Windows installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Running SFC repeatedly

SFC repairs protected Windows components. It is unlikely to restore an application-owned filer.dll. Run DISM before SFC, then focus on the owning application.

Restoring a quarantined file without checking it

Allow a file only when you have verified the application and its source. If the security alert identifies a genuine threat, obtain a clean installer instead.

What to collect if the problem continues

Before contacting the software vendor or an administrator, record:

  • The exact application name
  • Windows 10 or Windows 11
  • The complete error text
  • The path where filer.dll was expected
  • Whether the file exists there
  • Whether Repair or reinstall changed the error
  • Whether antivirus quarantined it
  • Whether the program is 32-bit or 64-bit, if known
  • What changed immediately before the failure
  • The exact result from regsvr32, if registration was attempted

This information distinguishes a missing file from a missing dependency, incorrect registration, damaged deployment, or a security quarantine.

FAQ

Is filer.dll part of Windows?

No. It is a Microsoft Visual FoxPro Filer component normally supplied by a Visual FoxPro development installation or a FoxPro-based application.

Should I download `filer.dll separately?

Not as a first-line fix. Restore it through the application’s original installer or official vendor deployment so the matching files and dependencies are installed together.

Should I copy it to System32?

No. Use the application’s intended installation directory. System32 and SysWOW64 are not general-purpose storage locations for application DLLs.

Do I need to register it?

Only for a COM registration error such as “Library not registered,” Error #1426, or FILER.FILEUTIL not found. A missing-file error calls for application repair or reinstallation first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which regsvr32 command should I use?

For a 32-bit FoxPro application on 64-bit Windows, normally use:

%windir%SysWOW64regsvr32.exe "C:PathTofiler.dll"

For a confirmed 64-bit application, normally use:

%windir%System32regsvr32.exe "C:PathTofiler.dll"

Confirm the application and DLL architecture before registering.

Will SFC fix filer.dll?

Usually not. SFC repairs protected Windows files, while filer.dll is normally owned by an application. Run SFC as a secondary Windows-integrity check, not as the main repair.

Does installing Visual FoxPro 9 updates fix the problem?

Not automatically. Microsoft’s listed Visual FoxPro 9.0 SP2 updates target specific components and are not documented as standalone filer.dll packages. Repair the application that actually reports the error.
