Start by testing the controller outside the game, then use only one input layer at a time.
Quick fix checklist
- Exit FIFA 23, Steam, and the EA app completely.
- Disconnect every other controller, wheel, HOTAS, arcade stick, USB adapter, and keypad.
- Close DS4Windows, DSX, reWASD, x360ce, overlays, and other remapping utilities.
- Connect the affected controller directly by USB instead of Bluetooth.
- Restart Windows and reconnect only that controller.
- Test it with
joy.cpl. - For a Steam copy, test Steam Input enabled and disabled—but not alongside another controller emulator.
This sequence removes the most common variables: wireless pairing, device order, duplicate virtual controllers, and competing input layers.

First find out where the failure occurs
Test Windows detection
Press Windows + R, enter joy.cpl, and press Enter. Select the controller, choose Properties, open Test, and press buttons and move both sticks. Windows labels can vary between Windows 10 and Windows 11, but this legacy controller panel is a stable diagnostic shortcut.
- It does not appear or respond: FIFA 23 is probably not the immediate problem. Check the cable, USB port, battery, Bluetooth pairing, firmware, drivers, and hardware.
- Windows detects it but FIFA 23 does not: investigate the launcher, Steam Input, virtual controllers, and FIFA’s settings.
- FIFA detects it but buttons do nothing: check player assignment, duplicate devices, and saved control bindings.
- It works offline but not online: investigate input processing, latency, frame-rate, and network conditions rather than assuming the controller is defective.
EA says modern Xbox and PlayStation controllers are generally supported automatically in the EA app, although controller firmware or drivers may need updating when detection fails. See EA’s PC game and controller guidance.

Use a wired test
Connect directly to the PC, not through a hub. Try another USB port and a known data-capable cable; some cables charge without carrying data. Test Xbox One, Xbox Series, Xbox Elite, DualShock 4, and DualSense controllers by USB even if you normally use Bluetooth.
If USB works but Bluetooth does not, the underlying problem is pairing, interference, battery, firmware, or the Windows Bluetooth stack—not necessarily FIFA 23 compatibility.
Choose one input layer
FIFA 23 can receive a native controller signal, a Steam Input translation, or a virtual Xbox-style controller from software such as DS4Windows or reWASD. Running multiple translation layers can produce double input, wrong button prompts, or a controller that appears twice.
Use this rule: native input or Steam Input or a third-party translator—one at a time.
Fixes by launcher
Steam purchase
- Open Steam and go to Library.
- Right-click EA SPORTS FIFA 23 and choose Properties.
- Open Controller.
- Test the available Steam Input override options, such as enabling it, disabling it, or using the default setting.
- Restart Steam and FIFA 23 after changing the setting.
For an Xbox controller, begin with Steam Input disabled or the native/default configuration because Xbox pads commonly present as XInput devices. If FIFA 23 still does not detect it, test Steam Input enabled.

For a DualShock 4 or DualSense, test Steam Input alone if the game is launched through Steam. If DS4Windows or another translator is running, close it while testing. Steam documents global and per-game controller configuration in its controller configuration guide.
EA app purchase or EA Play
Close Steam completely and test the controller through the EA app alone. If a PlayStation controller is not recognized, try Steam Input only if you deliberately launch the game through Steam, or use one compatible translator as an advanced fallback. Do not automatically install several utilities.

Steam copy that opens the EA app
Steam may start the EA app before FIFA 23, so the effective input path can differ from a normal Steam game. Test these configurations separately:
- Steam and EA app closed, then launch FIFA 23 through its normal installed launcher.
- Steam Input enabled for FIFA 23.
- Steam Input disabled for FIFA 23.
Adding FIFA 23 or the EA app as a non-Steam game is a community-reported workaround, not a universal fix. If you experiment with it, change one thing at a time and remove the shortcut if it makes detection worse.
Non-Steam copy manually added to Steam
Use Steam Input only if Steam is the deliberate controller layer. Confirm that Steam sees the controller, launch the game from that same Steam session, and keep other translators closed. If the game already works with Steam closed, adding another launcher layer is unnecessary.

Fixes by controller type
Xbox One, Xbox Series, and Xbox Elite
These controllers usually offer the simplest PC path through native XInput support. Test without Steam Input first, then update firmware with the official Xbox Accessories app. Check the controller in joy.cpl after updating.

An Xbox controller that works in other games but not FIFA 23 is more likely to involve Steam Input, duplicate devices, firmware, or FIFA’s saved configuration than a basic Windows connection failure.
DualShock 4 and DualSense
Test Steam Input alone for a Steam-launched game. For an EA app copy, first test native detection with other controller software closed; then test one translation layer if necessary. Updating supported DualSense firmware can be done with PlayStation Accessories.
Xbox-style button prompts on a PlayStation controller do not automatically indicate a fault. They commonly mean the controller is being exposed to FIFA 23 as an XInput-compatible device. See the game’s controller settings and remapping information for supported control options.
Switch-style and generic controllers
These pads may need Steam Input to translate their signals into a layout FIFA 23 understands. Test the controller in Steam first, then launch FIFA 23 through the same Steam session. If the controller has an XInput/DInput switch, try XInput where available.

Stop double input and menu skipping
Symptoms include menus moving two items at a time, skipped options, keyboard and controller input appearing together, the wrong player being controlled, or buttons triggering unexpected actions.
- Disconnect every other physical input device.
- Close Steam Input, DS4Windows, DSX, reWASD, x360ce, and similar tools.
- Reconnect only the controller you intend to use.
- Choose either native input, Steam Input, or one virtual-controller utility.
- Restart the launcher and FIFA 23.
Community reports describe duplicate-input problems in FIFA 23, including cases where changing Steam’s controller support helped. These reports are anecdotal, so treat them as troubleshooting evidence rather than an official diagnosis.
Check FIFA 23’s controller settings
- Open FIFA 23’s Settings.
- Go to Customize Controls or the equivalent controller-settings area.
- Confirm the intended controller is assigned to the active player.
- Restore the layout to Classic or another known profile.
- Make sure the game has not switched to keyboard-only input.
- Test in Kick-Off or practice mode before an online match.
Menu names can vary by language and build. FIFA 23 includes controller layouts and remapping options, as described in EA’s accessibility resources.

Use this only after testing the connection and input layers. Broken local bindings can cause settings to revert, inputs not to save, or a previously working controller to stop responding.
- Exit FIFA 23.
- Back up the FIFA 23 settings folder under your user’s Documents directory.
- Rename the folder instead of deleting it.
- Launch FIFA 23 and let it create fresh settings.
- Test the controller before restoring old files.
The exact folder name and contents can vary, so do not blindly delete a hard-coded path. Resetting settings may remove custom controls and other local preferences.

Repair the game and launcher
For an EA app installation, open the game’s management menu in your library and choose the repair or file-verification option if available. Restart the EA app and Windows afterward. EA also recommends keeping Windows and relevant drivers updated; its EA app guidance covers repair and application settings.
For Steam, open FIFA 23’s properties and use Steam’s installed-file verification option. Steam’s FIFA 23 technical-support page provides additional platform-specific links.
When the controller works in menus but not matches
Confirm the controller is assigned to the active player and test an offline Kick-Off match. Then enable FIFA 23’s Input Overlay:
- Open Settings.
- Select Game Settings.
- Open the Visual tab.
- Enable Input Overlay.
EA says the overlay displays controller actions and helps show how inputs are processed during online play. It can reveal whether FIFA is receiving your commands when movement feels delayed or incorrect. It cannot by itself prove that hardware is healthy or distinguish every network, frame-rate, and server-side problem. See EA’s Input Overlay instructions.

When replacement is justified
Consider replacing the controller only if it fails in joy.cpl, fails with multiple data cables and USB ports, disconnects across other games or PCs, or shows hardware problems such as stick, trigger, or button failure. A wired Xbox-compatible controller generally minimizes PC compatibility variables, but it will not cure a launcher or software conflict.
Before buying hardware, test and configure the controller you already own. For supported models, official firmware tools include Xbox Accessories and PlayStation Accessories.
The Bottom Line
If Windows cannot detect the controller, fix the connection, driver, firmware, or hardware first. If Windows detects it but FIFA 23 does not, isolate the Steam/EA launch path and use exactly one controller-input layer. If inputs duplicate, remove virtual and physical devices; if the problem appears only online, use Input Overlay before blaming the gamepad.
