Fix PHP mail() Not Delivering Email on Your Server

A practical, server-side guide to diagnosing PHP mail() delivery failures—from active SAPI configuration and sendmail_path to MTA queues, DNS authentication and switching to authenticated SMTP.

PHP mail() returning true does not prove that an email reached an inbox. It only says PHP handed the message to the local mail transport. On Unix-like servers, that handoff requires a working sendmail-compatible executable and a correctly configured local MTA such as Postfix or Sendmail. On Windows, PHP either connects to the host and port in its SMTP settings or executes sendmail_path when that directive is configured.

Debug the path in order: identify the configuration used by the web process, verify the handoff program and headers, inspect the MTA queue and logs, then investigate DNS, authentication, filtering and bounces. If your server has no reliable local MTA or you need useful connection and delivery diagnostics, move the application to authenticated SMTP through a maintained library such as PHPMailer.

What PHP mail() actually guarantees

The function is a handoff API, not a complete delivery service. PHP builds the message and passes it to a local transport. The transport may queue it, reject it, retry it, bounce it or deliver it later. A true return means the local transport accepted the handoff; it does not mean the recipient server accepted the message or that it appeared in the recipient’s inbox.

This distinction gives you a useful troubleshooting boundary:

  • If PHP returns false, investigate application code, header formatting or the PHP-to-transport configuration.
  • If PHP returns true but no message appears in the local MTA queue or log, the handoff command, permissions or active PHP configuration is wrong.
  • If the MTA queues the message, the PHP call has done its job. Continue with MTA configuration, DNS, TLS, remote rejection, filtering and bounce analysis.

Always test with a fixed mailbox that you control. Also test a second provider later; a single recipient system can quarantine or silently filter a message even when another provider accepts it.

Start with a controlled diagnostic message

Remove form logic, templates and user input from the first test. Use a domain-owned sender and a plain-text body so that you are testing transport rather than HTML rendering.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

<?php
$to = '[email protected]';
$subject = 'PHP mail() diagnostic';
$body = "This is a plain-text delivery test.rn";
$headers = [
    'From' => '[email protected]',
    'Reply-To' => '[email protected]',
    'Content-Type' => 'text/plain; charset=UTF-8',
];

$ok = mail($to, $subject, $body, $headers);
error_log('mail() returned: ' . var_export($ok, true));

Use a sender address on a domain you operate. Put a visitor’s address in Reply-To rather than replacing the domain-owned From value. Header names and values must be RFC-compliant. Every user-controlled header value must be validated and sanitized before it reaches this call; otherwise an attacker may inject additional headers or messages.

Use rn line endings for normal RFC-compliant headers and message lines. Add an HTML content type only when the body is actually HTML; do not add multipart or HTML complexity to the transport test.

Find the PHP configuration used by the web server

A frequent cause of confusion is editing the CLI configuration while the web server runs a different PHP SAPI, version or configuration file. The command below reports the CLI setup only:

php --ini

To see what the web process uses, create a temporary file in the site document root:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
<?php
phpinfo();

Open that file through the same virtual host that runs the form and check the loaded configuration file, SAPI, PHP version and the values of sendmail_path, mail.log, SMTP, smtp_port and sendmail_from. Delete the file immediately after checking it; a public phpinfo() page exposes server details.

Unix-like servers: repair the sendmail handoff

On Linux, BSD and other Unix-like systems, PHP needs an executable that accepts the sendmail command-line interface. That executable may be Sendmail itself or a compatibility wrapper supplied by an MTA such as Postfix or qmail. The important setting is sendmail_path; the Windows SMTP setting is not what makes Unix mail() work.

Set a valid path and log

A common configuration is:

; Adjust this path and options to the installed MTA
sendmail_path = "/usr/sbin/sendmail -t -i"
mail.log = "/var/log/php-mail.log"

PHP documents /usr/sbin/sendmail -t -i as the default form, but the path must match the executable or wrapper installed on your server. Do not copy it blindly into a minimal container or a distribution that puts the wrapper elsewhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Check that the configured executable exists at the exact path.
  2. Confirm that the web-server account can execute it. The account may be www-data, apache, nginx or a hosting-specific user.
  3. Verify that the local MTA package is installed and its service is running.
  4. Confirm that the MTA is configured to accept local submissions from the web-server account and to relay mail for the sender domain.
  5. Send the controlled diagnostic message and immediately inspect the PHP mail log, MTA log and queue.

The -t option tells the wrapper to read recipients from the message headers; -i prevents a line containing only a period from prematurely ending the message. Keep the options appropriate for your installed wrapper rather than assuming every implementation behaves identically.

Interpret the first handoff result

  • No PHP log entry: the web process may be using another php.ini, the mail.log path may be unwritable, or the call may not execute.
  • Execution or permission error: correct the path, ownership, execute permission, confinement policy or service account access.
  • PHP accepts the call but the MTA queue is empty: inspect the wrapper invocation and local MTA submission policy.
  • A queued message appears: stop changing PHP code. Follow that queue item through DNS lookup, connection, TLS, remote response, retry and bounce records.

Review the queue and system mail logs after each single test, rather than sending many messages and trying to match them later. Queue state tells you whether the failure is before or after PHP’s handoff.

Windows servers: choose direct SMTP or a sendmail wrapper

PHP’s native Windows mail mode uses SMTP, smtp_port (25 by default) and sendmail_from. A representative configuration is:

SMTP = mail.example.net
smtp_port = 25
sendmail_from = [email protected]

These settings describe a direct connection from the server. Many providers do not permit unauthenticated application mail on port 25 and instead require authenticated submission on port 587 with STARTTLS. PHP’s basic Windows settings do not provide the authentication and TLS workflow that many modern providers require, so use a library and authenticated SMTP when the provider demands it.

If sendmail_path is configured on Windows, PHP executes that command instead and ignores the Windows SMTP, smtp_port and sendmail_from settings. Check which mode is active before changing values.

  1. From the server, test name resolution for the configured SMTP host.
  2. Test outbound connectivity to the configured port through the server firewall and hosting provider.
  3. Check whether the provider requires credentials, STARTTLS, a specific envelope sender or an allow-listed IP.
  4. Inspect the provider’s response or application log after the diagnostic send.

A successful TCP connection alone is not proof of submission. The server must complete the SMTP conversation, authenticate if required and receive an acceptance response for the message.

Validate headers and addresses before blaming the server

The function requires a valid recipient and a properly formed From header. Keep the first test deliberately simple:

  • Use one known-good recipient address.
  • Use a stable sender on the same domain as the website.
  • Use a short subject without user input.
  • Use a plain-text body and CRLF line endings.
  • Log the Boolean return value and the message identifier or queue identifier supplied by the MTA, if available.

Never concatenate a visitor’s name, email address or subject directly into a header. Reject values containing line breaks and validate the address format before assigning it to Reply-To. A visitor’s address should not become the visible sender because that misalignment can trigger SPF, DKIM, DMARC or recipient-provider checks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For HTML mail, set an explicit content type such as text/html; charset=UTF-8 and encode the body correctly. Do not use an HTML formatting problem as evidence that transport failed: first send the plain-text diagnostic, then add formatting after delivery is confirmed.

Trace a message after PHP hands it off

Once the local MTA accepts a message, PHP is no longer the component deciding when or whether it arrives. Use the MTA’s own queue viewer and system log to follow the message.

Queued, deferred or retrying

A queued message usually means the MTA cannot yet complete a DNS lookup, TCP connection, TLS negotiation or recipient transaction. A deferred item should include a reason and a next retry time. Correct the underlying DNS, firewall, certificate, hostname or remote policy issue, then allow the MTA to retry or requeue the message according to its documentation.

Bounced or rejected

A permanent rejection normally includes an SMTP status and explanatory text. Preserve that response; it identifies whether the problem is an invalid recipient, unauthorized relay, sender-domain policy, blocklist decision, authentication failure or content rule. A bounce generated locally may be sent to the envelope sender, which is another reason to use a monitored domain-owned address during testing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Delivered by the MTA but missing in the mailbox

Check the recipient’s spam and quarantine areas, search by the exact subject and sender, and test a mailbox at another provider. Inbox placement can differ even when the destination SMTP server accepted the message. Ask the recipient administrator for the message trace when available rather than repeatedly resending identical tests.

DNS and sender identity determine remote acceptance

Recipient systems evaluate more than the visible message. The envelope sender, visible From domain, sending IP, reverse DNS name and authentication results should describe a coherent identity.

SPF

Publish an SPF record for the domain used in the envelope sender and authorize the actual server or relay that sends the message. Keep the record within the provider’s syntax and lookup limits; an SPF record for a different domain does not authorize your envelope sender.

DKIM

Configure the MTA or SMTP relay to sign outgoing messages with DKIM. Publish the corresponding public key at the selector and verify that the signature survives any relay or content transformation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DMARC

Publish DMARC for the visible From domain so that recipients can evaluate alignment with SPF and DKIM. Start with reporting and a policy appropriate to your current mail flows; review reports before moving to a strict enforcement policy. Include every legitimate sender in your inventory before tightening enforcement.

Reverse and forward DNS

The public IP of a sending SMTP server should have a PTR record resolving to a hostname, and that hostname should resolve forward to the same IP. A generic cloud-host address, missing PTR record or disagreement between forward and reverse DNS can reduce trust or cause rejection.

Choose between PHP mail(), a local MTA and authenticated SMTP

These are different operational designs, not interchangeable PHP settings. The right choice depends on whether you want the application to hand mail to a local queue or manage an authenticated provider connection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Design Installation and administration Observability Authentication and DNS Best fit
PHP mail() with an existing local transport Low application effort, but it depends on a correctly installed and maintained MTA. Basic Boolean handoff result; detailed status is in the local MTA logs and queue. Handled by the local transport. You still need coherent SPF, DKIM, DMARC and reverse DNS for remote acceptance. Low-volume form notifications on a server that already runs mail reliably.
Dedicated local Postfix or Sendmail MTA Higher administration burden: service lifecycle, queue policy, TLS, DNS, reputation and abuse controls. Strong local visibility into queue, retries, bounces, connection responses and delivery events. Flexible, but you are responsible for sender authentication, host identity and reputation management. Organizations that need local queue control and have mail-administration expertise.
Authenticated SMTP relay through a PHP library Application setup requires credentials and a maintained dependency; provider administration replaces most local MTA work. Useful connection errors, TLS negotiation results, provider responses and provider-side delivery or bounce logs. The provider supplies documented hostname, port and authentication requirements; publish records for the sending domain and align the visible sender. Web forms and transactional notifications where predictable diagnostics matter more than running a mail server.

No design guarantees inbox placement. Sending volume, recipient engagement, domain reputation, content and provider policy remain separate concerns. Bulk campaigns also require controls and feedback processes that a simple form notification does not.

Move to authenticated SMTP with PHPMailer when local mail is opaque

PHPMailer is a maintained PHP mail-sending library with SMTP support. Its troubleshooting guidance identifies three practical remedies when mail() is unreliable: use direct SMTP, install and configure a local mail server, or correct sendmail_path. Choose SMTP when you need the application to report connection, TLS, authentication and provider responses directly.

Prepare the relay account

  1. Choose a provider that explicitly permits application sending.
  2. Record its documented SMTP hostname, submission port, encryption mode and authentication method. Port 587 with STARTTLS is common, but use the provider’s current instructions rather than assuming a port.
  3. Verify the sending domain and publish the provider’s SPF and DKIM records where required.
  4. Create an application credential with only the permissions needed to send.
  5. Store the username and password in environment variables or a secret manager, never in source control or a publicly readable configuration file.

Configure and test the library

Configure the library with the provider’s hostname, port, encryption and credentials, then set a domain-owned From address and the visitor’s address as Reply-To. Enable the library’s diagnostic logging only for a protected test environment; SMTP transcripts can contain addresses, usernames and provider responses.

  1. Send one plain-text message to a mailbox you control.
  2. Record the connection, TLS and authentication result.
  3. Confirm that the provider accepted the message and supplied a message or queue identifier.
  4. Check the provider dashboard, bounce events and recipient mailbox.
  5. Disable verbose SMTP output and retain only operational error logging in production.

A successful SMTP DATA response still means acceptance by the next transport, not guaranteed inbox placement. Continue monitoring bounces and provider feedback after switching libraries.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Production safeguards for PHP email forms

  • Keep sender identity stable: use a domain-owned From address and place submitted addresses in Reply-To.
  • Reject header injection: validate addresses and reject carriage returns or line feeds in every value that can reach a header.
  • Limit form abuse: add authentication, rate limits, CAPTCHA or other controls appropriate to the form so attackers cannot turn the server into a relay.
  • Protect secrets: keep SMTP credentials outside the repository and restrict file, process and log permissions.
  • Log safely: record outcome, timestamp, recipient domain and provider or queue identifier without logging passwords or unnecessary message content.
  • Monitor queues and bounces: alert on growing deferred queues, repeated authentication errors, DNS failures and hard bounces.
  • Keep DNS aligned: maintain SPF, DKIM, DMARC, forward DNS and reverse DNS whenever the sending host or relay changes.
  • Retest after infrastructure changes: changing PHP versions, SAPI pools, containers, firewalls, hostnames or mail providers can change the active path.

A repeatable decision procedure

  1. Send the fixed plain-text diagnostic and log the Boolean return value.
  2. Use web-process phpinfo() to identify the active configuration; remove the file afterward.
  3. On Unix-like systems, verify sendmail_path, the executable, service-account permissions and the local MTA. On Windows, determine whether direct SMTP settings or sendmail_path is active.
  4. Check the PHP mail log, MTA log and queue immediately after the send.
  5. If there is no local acceptance, correct code, headers, path, permissions or SAPI configuration before investigating recipient delivery.
  6. If the message is queued or bounced, follow the MTA’s stated DNS, network, TLS and policy reason.
  7. If remote acceptance is recorded but the mailbox is empty, inspect spam and quarantine, test another provider and request a message trace.
  8. Align SPF, DKIM, DMARC and reverse DNS with the actual envelope sender, visible sender, sending IP and relay.
  9. Adopt authenticated SMTP through a maintained library when the server lacks a reliable MTA or the local diagnostics are insufficient.
