The rules depend on the organizer, format, competition level, and season: IFAF, USA Football’s 5v5 and 7v7 materials, NFL FLAG, and the NFHS high-school code are distinct. Before relying on a rule, identify your league or tournament and use its current edition and local amendments.
How to find the rules that apply to your game
Start with the organization running the competition, then check the format, age or competition level, season, and any local modifications. “Flag football rules” is not specific enough to determine team size, equipment, or how a play works.
- Identify the organizer. Ask whether the event follows IFAF, USA Football, NFL FLAG, NFHS, or another league’s rules.
- Confirm the format. Check whether it is 5v5, 7v7, or another format; player counts and mechanics can differ.
- Check the edition and competition. A tournament may use a different book from a recreational league, and rules can change by season.
- Ask about local adaptations. Organizers may modify provisions for age, experience, or tournament play.
For international competition, USA Football describes IFAF rules as the official regulations. USA Football also publishes separate 5v5 and 7v7 materials. NFL FLAG and NFHS have their own rulebooks; one code should not be assumed to govern another organization’s games. USA Football 2026 5v5: team, field, downs, and scoring
The following figures are from USA Football’s 2026 5v5 rulebook. They are not universal flag-football rules.

Players and field
Each roster must have at least five players; the recommended maximum is 15, with roster size left to the operator. Teams start with five players. An injury exception permits play with four when there are too few substitutes. The five offensive roles are center, quarterback, and three receivers.
The listed field is 25 by 70 yards, including two 10-yard end zones and a 50-yard field of play. A no-run zone extends five yards before each end zone. In that zone, plays must be passes—even if the ball is handed off. The rulebook allows organizations to remove the no-run zone for players learning to pass and catch.

Possessions and scoring
The offense starts at its own five-yard line. It has four plays to cross midfield, then four more plays to score. A touchdown is worth six points. The offense can attempt a one-point conversion from the five-yard line or a two-point conversion from the ten-yard line.
Blitzing and flag guarding
Under this USA Football 5v5 code, a blitzer must line up at least seven yards behind the line of scrimmage and signal by raising a hand. No more than two players may establish themselves as blitzers. The blitzer must rush toward the quarterback and may not contact the quarterback.

Flag guarding includes obstructing access to a flag with a stiff arm, hand, arm, shoulder, or jersey. Check the applicable rulebook for its full definitions and penalties.
NFHS high-school changes for 2026–27
For the 2026–27 high-school season, the NFHS announced a new option allowing a trailing team to retain possession after scoring a touchdown. The team begins its next possession on fourth down at its own 20-yard line. It is a provision of the NFHS code, not a rule to assume in other leagues.

NFHS says a team begins with seven players but may continue with no fewer than five if it has no substitutes available to replace injured or disqualified players. The announcement notes that some changes are subject to state adoption. Check the state association’s current rules and adoption status before applying either provision.

Ball specifications, flag requirements, and who supplies equipment vary by code and event. USA Football’s 2026 5v5 rulebook says the organization provides each player with an official flag belt and jersey and includes ball and flag specifications. For NFL FLAG’s 2026–27 regional tournaments, participants receive jerseys and flag belts unless the event says otherwise; mouthguards are required, footballs are not provided, and ball type varies by age division.

Those tournament provisions apply to the specified NFL FLAG events, not to flag football generally. Check the league’s equipment list before purchasing a belt or ball, especially when the organizer issues required gear.
